Life now goes on to all Overseas Filipino Workers going to Qatar.

It is because the Department of Labor and Employment (DOLE) has lifted the moratorium on the deployment of Filipino Workers to Qatar.

According to DOLE Secretary Silvestre Bello III, this is based on the recommendation of the Philippine Overseas Labor Office and consultation with the Department of Foreign Affairs (DFA).

Last week, Bello mandated the temporary suspension in the deployment of OFWs to Qatar to secure the welfare and security of OFWs.

This is after the Saudi Arabia and allies isolates Qatar and severed diplomatic ties, even cut air travel and other business in the said country due to the allegation that the Gulf State is supporting militant terrorism.

Qatar has been denying the accusations.

According to Attaché David Des Dicang, the situation in Qatar has normalized.

Even the Philippine Embassy has requested for the deployment of newly-hired workers to Qatar, particularly to the Philippine School Doha (PSD) and Philippine International School-Qatar (PISQ).

DOLE's News Release dated June 15, 2017

“This decision was arrived at on the advice of Foreign Affairs Secretary Allan Peter Cayetano and upon the recommendation of Qatar POLO following their assessment of the situation in the Gulf state,” Bello said.

“We respectfully request to allow the deployment so as not to hamper the operations of our Philippine schools and to allay fears of the revocation of their school permits issued by the Qatar government,” Dicang said.

With 240,000 OFWs in Qatar, the Qatari government ensured the safety of these workers and guaranteed that they have the ability to withstand any possible economic effects of the current situation.

DOLE said that even OFWs in Qatar expressed confidence for their safety with the strengthened efforts of the labor department and other concerned government agencies in ensuring their basic welfare and security amid the diplomatic crisis.

DOLE Partially Lifts Suspension On OFW Deployment To Qatar

Suspension of deployment of overseas Filipino workers to Qatar is partially lifted. This was announced by Department of Labor and Employment (DOLE) Secretary Silvestre Bello III in a press conference. The suspension was lifted only for workers with Overseas Employment Certificates (OEC), direct hires, and those under the Balik Manggagawa system or returning employees. It means that Filipino workers with existing contracts may now return to Qatar.

However, deployment of newly-hired OFWs to Qatar is still suspended and those undergoing processing are still not allowed to be deployed.

Bello also clarifies that what the government has imposed is a temporary suspension of deployment OFWs to Qatar and it is not a ban.

Earlier the government implemented the suspension following the decision of Saudi Arabia together with several Arab countries to cut ties with Qatar over the accusation that the country is supporting militant group.

Just like Wednesday, there are some 300 OFWs were allowed to fly to Qatar.

DOLE Chief said they lift the suspension after Qatari government gives assurance that Filipino workers are safe in their country.

“They guarantee the safety of our OFWs that there will be no food shortage,” “That is the instruction to our labor attaché, to give us an hourly report,” he said.
Bello added that contingency plans are already in place in Qatar in case tensions rise and there would be a need to repatriate Filipino workers.

Original video from Rappler.com

“I temporarily suspend the deployment of our OFWs in the county of Qatar. This is for us to be able to assess the situation because there are so many wild rumors going around, saying things are not going well there. This suspension is for the welfare and protection of our OFWs."

“We need to study first the situation. For now, the protection of our migrant workers comes first. The duration of suspension of deployment will depend on the assessment of the situation with close coordination with the Department of Foreign Affairs."

“Our labor office in Qatar is ready to extend any form of assistance under the circumstances. Naka-alert na po ang ating mga tao diyan. Although wala pa naman masyadong cause for alarm, mabuti na ‘yung nakahanda tayo. Our POLO is open on 24-hour service for any emergency situation."

“I was invited by the Minister of Labor of Qatar this September for the secured and more lenient processing of deployment of our migrant workers. They said they prefer more Filipino workers. And we maintain good labor relations for the welfare and security of our OFWs."

-Secretary Silvestre Bello III, DOLE Secretary
Secretary Bello also directed Labor Attaché David Des Dicang to ensure food provision of the OFWs as Qatar does not have its own food production. He also advised all recruitment agencies to get in touch with their counterparts in Qatar to see to it that Filipino migrant workers are sufficiently and effectively protected. He also said that OFWs should not worry as Philippines still maintains good diplomatic relations with Qatar.

The Philippine Embassy in Doha, Qatar issued an advisory, and called on all Filipinos in Qatar to “remain calm and exercise prudence”. Ambassador Alan Timbayan assured Filipinos in Qatar that the Philippine government is closely monitoring the current situation.

Timbayan also advised Filipino travelers, especially those with bookings affected by the closing of airspace of Saudi Arabia, UAE and Bahrain to Qatar Airways to consult their travel agents to ensure unhampered travel arrangements.
