Pork Barrel, Corruption and Murder - This Congresswoman Wants Immunity For All Lawmakers!

Neophyte lawmaker Florida Robes introduced a bill at the 17th Congress with the objective of making it more difficult to file cases or complaints against members of congress and senate.

House Bill No. 2188 specifies that NO COMPLAINTS related to Graft and Corruption (RA 3019), Forfeiture of Ill-Gotten Wealth (RA 1379), and Code of Conduct and Ethical Standards for Public Officials (RA 6713) can be filed against any member of congress at the Sandiganbayan and Ombudsman unless APPROVED by the Committee on Ethics and Priveleges.

Essentially, the lawmakers need to pass a House or Senate Resolution before a case can be filed against one of their members, a virtual immunity from suits. Do you really think that a majority of members would let one of their own be thrown in jail?

Atty. Baligod names, files cases against some lawmakers in Pork-Barrel Scam

The apparent move follows a controversial series of events that started with corruption allegations and the Pork-Barrel Scam, with known anti-pork barrel lawyer Levi Baligod naming then Rep. Arthur Robes and his wife, current Rep. Rida Robes, as one of the recipients of Pork-Barrel money amounting to 500 Million Pesos.

Then Rep. Robes, and her wife, has threatened to file disbarment case against Atty. Baligod. They have already filed a libel case against his witnesses following the case filed at the Ombudsman.

Arthur Robes has since intended to file a strict law that "protects" lawmakers against such lawsuits.

Her wife, now-Rep. Rida Robes has followed-through with that threat. Arthur Robes is now the sitting mayor of the lone district of San Jose Del Monte City, Bulacan.

But it seems that the pork-barrel case is not the only motivating factor for filing a bill that intends to render the Ombudsman and Sandiganbayan toothless against lawmakers.

A month after the National Bureau of Investigation began its investigation into the 500-Million peso pork-barrel case in 2013, the husband of one witness was shot dead by professional hitmen known as riding-in tandem.

Chief Insp. Romeo Ricalde's ambush has lead many to believe that he was silenced due to his links with the Robes couple, and his knowledge about the scam. At that time, Insp. Ricalde was recently moved from Anti-drug Operations to Special Operations.

The witness, Bernadette Ricalde, said her murdered husband had a recording of his conversation with Florida Robes, then the congressman's Chief-of-Staff, about the transactions of two non-government organizations (NGOs) that allegedly were involved in the diversion of the congressional Priority Development Assistance Fund (PDAF) to National Agribusiness Corp.

The recordings, discussing the activities of the two bogus organizations, are said to be in the policeman's cellphone. NBI currently has a copy of the recording. Bernadete Ricalde is a former employee of then Rep. Arthur Robes.

The case against the Robes couple is currently pending, and so is the NBI investigation into the murder of Chief Insp. Romeo Ricalde and its links to the pork-barrel scam. At the time when the case was filed, the Secretary of Justice then is the now Senator Leila De Lima, who herself is currently under detention for alleged links to drug lords in the country.

Rep. Robes and her husband, Mayor Robes were aligned with Liberal Party before creating their own political party, not surprisingly, in 2013.

Meet Rey Galleon. Former crewman and the first undocumented Filipino in the United States to be deported back to the Philippines last March 17.

For seven years he worked as undocumented immigrants until he is arrested by the Immigration and Customs Enforcement (ICE) in Southern California.

He is living in the US as "TNT" together with his wife who is also undocumented and their children.

Galleons arrest is a part of President Donald Trump intensified the crackdown against illegal immigrants in the US.

In his narration in an Abs-Cbn interview, he said, he just dropped off his 9-year-old at school when he found people in his apartment asking neighbors where he and his wife were.

It is late for him to know that the people asking of their whereabouts are immigration agents and later arrest him.

Galleon said, the officers let him go inside his apartment to change clothes, and while doing this, he alerted his wife to sneak out a back door with one of their children.

He was handcuffed and wasn't allowed to talk to his lawyer.

ICE brought him to Homeland Security Office in Long Beach with an ultimatum.

He said he was given a choice, to go back home to stay in detention.

After choosing to go home, he was then escorted to Los Angeles International Airport and by 10 p.m. he was on a Philippine-bound plane on a ticket that he paid for himself. It was only at this time that he was able to speak to his wife.

Within 24-hours of his arrest he arrived in the Philippines.

Currently, Galleon is in Zamboanga together with his wife and children who followed him home a week after.

He warned fellow TNT in the US to be ready for what is possible to happen

"Kailangang maging handa sila sa lahat ng pwedeng mangyari."

Asked if he still wants to return to the U.S., Galleon said, "Hindi siguro, saka na langsiguro."

P50,000 From OWWA To All OFW Members Undergoing Treatment for Dreaded Illnesses

As an OFW, do you know that OWWA and PHILHEALTH has introduced a program called OFW MEDPLUS? The P150 million budget for SMAP or the Supplemental Medical Assistance Program for OFWs is a financial support up to P50,000 that are OWWA members undergoing treatment for fatal or dreaded illnesses such as cancer, kidney ailments, emerging infections like Zika, Mers, Ebola and other illnesses that requires long medication and extensive medical procedure.

According to OWWA: "It will be given on a first come, first served basis on the amount allocated...there will be no limit in the frequency of availment as long as it does not exceed the amount of PhP50,000 and covers the same medical conditions aligned with the PhilHealth system."

HOW TO AVAIL OF MEDPLUS or IMAP?

Supplemental Medical Assistance Program for OFWs or MEDplus is a one-time financial assistance at a maximum of FIFTY THOUSAND PESOS (P50, 000.00) extended by Overseas Workers Welfare Administration (OWWA) in equivalent to Philippine Health Insurance Corporation (Philhealth) benefits through identified case rates. This serves as a medical relief for active OWWA and Philhealth member-OFWs who are afflicted with dreaded diseases and were hospitalized, either at the jobsites or while in the Philippines.

Program beneficiaries may utilize the maximum benefit in the amount of FIFTY THOUSAND PESOS (P50, 000.00) per member of only one dreaded disease originally diagnosed even if the beneficiary has multiple illnesses. Multiple availment is only allowed provided OFW has not maximized the program in the first availment and that it has the same dreaded disease.

Availment is within the validity of OWWA membership with 60-day extension.

Eligible availees of MEDplus are all OWWA and Philhealth OFW members, active at the time of hospitalization and diagnosed with dreaded diseases as listed and identified by Philhealth.

Availees must comply the following documentary requirement in applying to the nearest OWWA Regional Office:

Duly accomplished MEDplus application form.

Original copy of Philhealth Benefit Payment Notice (BPN) – a report of actual payments made by Philhealth to one’s confinement/availment.

One (1) copy of passport-size picture.

Proof of OWWA membership contribution.

Waiver from the claimant that the information accessed by OWWA from Philhealth is to be used only for MEDplus grant

Duly notarized Special Power of Attorney (SPA) executed by OFW, if OFW is abroad and the filer-claimant is the next-of-kin (NOK).

Philippine Statistics Authority (PSA) - Authenticated death certificate of deceased OFW and marriage contract or birth certificate of NOK-claimant, if the OFW is deceased.

OWWA has always been true to its twin mandate primarily in protecting and promoting the well-being and delivering useful welfare services and benefits to all OFW members hence the approval of MEDplus in partnership with Philhealth.

OFWs are encouraged to update and activate their membership with OWWA & Philhealth as MEDplus serves as an additional to OFWs’ health benefit.
