House Bill No. 2188 specifies that NO COMPLAINTS related to Graft and Corruption (RA 3019), Forfeiture of Ill-Gotten Wealth (RA 1379), and Code of Conduct and Ethical Standards for Public Officials (RA 6713) can be filed against any member of congress at the Sandiganbayan and Ombudsman unless APPROVED by the Committee on Ethics and Priveleges. Essentially, the lawmakers need to pass a House or Senate Resolution before a case can be filed against one of their members, a virtual immunity from suits. Arthur Robes and his wife, current Rep. Rida Robes, as one of the recipients of Pork-Barrel money amounting to 500 Million Pesos. Then Rep. Robes, and her wife, has threatened to file disbarment case against Atty. Baligod. They have already filed a libel case against his witnesses following the case filed at the Ombudsman. Arthur Robes has since intended to file a strict law that "protects" lawmakers against such lawsuits. Her wife, now-Rep. Rida Robes has followed-through with that threat. Arthur Robes is now the sitting mayor of the lone district of San Jose Del Monte City, Bulacan. But it seems that the pork-barrel case is not the only motivating factor for filing a bill that intends to render the Ombudsman and Sandiganbayan toothless against lawmakers. A month after the National Bureau of Investigation began its investigation into the 500-Million peso pork-barrel case in 2013, the husband of one witness was shot dead by professional hitmen known as riding-in tandem. Chief Insp. Romeo Ricalde's ambush has lead many to believe that he was silenced due to his links with the Robes couple, and his knowledge about the scam. At that time, Insp. Ricalde's duties were shifted from drugs to PDAF investigation. The witness, Bernadette Ricalde, said her murdered husband had a recording of his conversation with Florida Robes, then just a housewife, about the transactions of WorkPhil and Sagip-Buhay People Support Foundations, two non-government organizations (NGOs) that allegedly were involved in the diversion of the congressional Priority Development Assistance Fund (PDAF) to National Agribusiness Corp. The recordings, discussing the activities of the two bogus organizations, are said to be in the policeman's cellphone. NBI currently has a copy of the recording. Bernadete Ricalde is a former employee of then Rep. Arthur Robes. The case against the Robes couple is currently pending, and so is the NBI investigation into the murder of Chief Insp. Romeo Ricalde and its links to the porl-barrel scam. VIDEO: BREAKING NEWS! RONNIE DAYAN ARRESTED IN LA UNION, PRESENTED TO THE MEDIA WITHOUT HANDCUFFS


The former driver and alleged bagman of Sen. Leila de Lima, Ronnie Dayan was arrested in La Union on Tuesday, police said.
 Initial police report says, Dayan was arrested around 11:30 a.m. at Sitio Turod, Barangay San Felipe in San Juan, La Union. The  Crime Investigation and Detection Group-La Union, and the provincial police offices of La Union and Pangasinan conducted the operation that leaded to the arrest of  the controversial alleged driver-lover of the lady Senator.
Dayan was brought to the La Union provincial police, the report said.

A video from CNN Philippines reported that DOJ Secretary confirmed that the alleged former driver and bagman of de Lima has been captured in La , Union.
Dayan has been under manhunt and  has a P1 million bounty on his head for being allegedly involved in receiving money from the druglords and handed those money to Senator de Lima, as testified by the high profile Bilibid inmates.

At the hearing  conducted by House of Representatives on proliferation of drug trade in the New Bilibid Prison,  Sen. De lima allegedly received money from drugs to support her senatorial campaign and that her former driver posted as a bagman who collected the money before he allegedly handed the money to the senator. Another angle of the statements of some inmates also pointed that Dayan and the lady senator has an affair .
Senator de Lima also confessed about the alleged affair recently,  describing the affair as "frailty of a woman."

OFW BROTHER-IN-LAW OF RONNIE DAYAN, REAL OWNER OF THE WHITE HOUSE?
The controversial  white house in Urbiztondo,Pangasinan that is allegedly a gift to Ronnie Dayan by Sen Laila De Lima turned out to be owned by his sister and his OFW brother-in-law.
Elmita Torreta said that it was her husband,An OFW and an engineer in a gas company in Qatar,who financed the house from the beginning of construction in 2011 until it was finished in 2015.“Sa akin yon. Bahay ko yon. Pinagawa ng mister ko yun dahil ang mister ko ay engineer sa Qatar Gas."  Mrs. Torreta said.

As a proof of their ownership,Torreta has presented tax declarations as well as house and lot plans.
Torreta's son said that his father is insulted by the rumors because they negated all the hard work the OFW couple has done over the years in working abroad.Torreta said that their family cannot live there anymore since Pres. Duterte's expose in fear that something bad might happen.
“Anything can happen to us. We are very afraid,” the young Torreta said.

The OFW also has broken his silence and finally spoken about the alleged house,consolidating his claim that the house and lot is indeed belong to them and not to Ronnie Dayan. Wilfredo Torreta said in an exclusive interview by ABS-CBN, that the house was formerly owned by Mrs. Torretas uncle and already has a small house in it before the uncle sold it to them.

He also clarified that Ronnie Dayan's property is the orange house situated nearby.Its the house that his brother-in-law began to build when he was hired as de Lima's driver.Wilfredo also said that his wife told him that Dayan and de Lima frequently visited the white house and maybe thats where the wrong presumptions came out that the house belongs to Dayan. but actually it belongs to the Torreta family.
Torreta also said that he told his wife to advise de Lima to stop contradicting on President Duterte's war on drugs especially in the issue of extra-judicial killings.
He also appeal to the public to spare their hard earned house from the issue for it is not in any way connected or associated with drugs.
