Pork Barrel, Corruption and Murder - This Congresswoman Wants Immunity For All Lawmakers!

Pork Barrel, Corruption and Murder - This Congresswoman Wants Immunity For All Lawmakers!

Neophyte lawmaker Florida Robes introduced a bill at the 17th Congress with the objective of making it more difficult to file cases or complaints against members of congress and senate.

Neophyte lawmaker Florida Robes introduced a bill at the 17th Congress with the objective of making it more difficult to file cases or complaints against members of congress and senate. House Bill No. 2188 specifies that NO COMPLAINTS related to Graft and Corruption (RA 3019), Forfeiture of Ill-Gotten Wealth (RA 1379), and Code of Conduct and Ethical Standards for Public Officials (RA 6713) can be filed against any member of congress at the Sandiganbayan and Ombudsman unless APPROVED by the Committee on Ethics and Priveleges. Essentially, the lawmakers need to pass a House or Senate Resolution before a case can be filed against one of their members, a virtual immunity from suits. Do you really think that a majority of members would let one of their own be thrown in jail? The apparent move follows a controversial series of events that started with corruption allegations and the Pork-Barrel Scam, with known anti-pork barrel lawyer Levi Baligod naming then Rep. Arthur Robes and his wife, current Rep. Rida Robes, as one of the recipients of Pork-Barrel money amounting to 500 Million Pesos. Then Rep. Robes, and her wife, has threatened to file disbarment case against Atty. Baligod. They have already filed a libel case against his witnesses following the case filed at the Ombudsman. Arthur Robes has since intended to file a strict law that "protects" lawmakers against such lawsuits. Her wife, now-Rep. Rida Robes has followed-through with that threat. Arthur Robes is now the sitting mayor of the lone district of San Jose Del Monte City, Bulacan. But it seems that the pork-barrel case is not the only motivating factor for filing a bill that intends to render the Ombudsman and Sandiganbayan toothless against lawmakers. A month after the National Bureau of Investigation began its investigation into the 500-Million peso pork-barrel case in 2013, the husband of one witness was shot dead by professional hitmen known as riding-in tandem. Chief Insp. Romeo Ricalde's ambush has lead many to believe that he was silenced due to his links with the Robes couple, and his knowledge about the scam. At that time, Insp. Ricalde's duties were shifted from drugs to PDAF investigation. The witness, Bernadette Ricalde, said her murdered husband had a recording of his conversation with Florida Robes, then just a housewife, about the transactions of WorkPhil and Sagip-Buhay People Support Foundations, two non-government organizations (NGOs) that allegedly were involved in the diversion of the congressional Priority Development Assistance Fund (PDAF) to National Agribusiness Corp. The recordings, discussing the activities of the two bogus organizations, are said to be in the policeman's cellphone. NBI currently has a copy of the recording. Bernadete Ricalde is a former employee of then Rep. Arthur Robes. The case against the Robes couple is currently pending, and so is the NBI investigation into the murder of Chief Insp. Romeo Ricalde and its links to the porl-barrel scam. At the time when the case was filed, the Secretary of Justice then was now Senator Leila De Lima, who herself is currently under detention for alleged links to drug lords in the country.

Rep. Robes and her husband, Mayor Robes were aligned with Liberal Party before creating their own political party, not surprisingly, in 2013.

FORMER DOTC SECRETARY JOSEPH EMILIO ABAYA, 7 OTHERS, FACES GRAFT CHARGES OVER P3.8 BILLION ANOMALOUS LICENSE PLATE DEAL

Former Department of Transportation and Communication Secretary Joseph Emilio Abaya along with seven others are facing graft charges over anomalous P3.8 billion license plate deal.
Citizens Crime Watch (CCW)  and the Liga ng Eksplosibong Pagbabago, accompanied by their legal counsel, former MRT 3 general manager Al Vitangcol, filed the complaint at the Department of Justice on Tuesday, December 6.

The complainant noted that in 2013, the LTO embarked in the P3.8-billion Motor Vehicle License Plate Standardization Program (MVLPSP).
The project was awarded to the PPI-JKG Joint Venture; however, the complainant said that “post-qualification of the winning bidder was not done, contrary to the recommendations of the DOTC-BAC Technical Working Group (TWG).
“Had the BAC allowed the post qualification, DOTC could have established that PPI-JKG Joint Venture does not have the financial capability to manufacture the license plates under the MVLPSP Project,” it explained.

Personalities that has been included in criminal raps for violating the Anti-Graft and Corrupt Practices Act and the Code of Conduct and Ethical Standards for Government Officials and Employees are:

Joseph Emilio Abaya (former DOTC secretary),

Dante Lantin (transportation assistant secretary),

Alfonso Tan Jr. (former Land Transportation Office director),

Jose Perpetuo Lotilla (former DOTC bids and awards committee member),

Rene Limcaoco (former DOTC bids and awards committee member),

Julianito Bucayan Jr. (former DOTC bids and awards committee member),

Catherine Jennifer Gonzales (former DOTC bids and awards committee member),
  and
Ron Salo (corporate counsel of Power Plates Development Concepts Inc. and J. Knieriem BV-Power Plates (PPI-JKG Joint Venture)
Because of this, it pointed out, many vehicle owners who gave their payments “have not been issued the corresponding plates” and the non-availiability of the motor plates “resulted in the myriad of problems—carnapping, violation of traffic laws—among others.”

CCW cited that the Commission on Audit (COA) disallowed the project in July 2015 on the ground that the same was awarded without the required allotment in the 2014 General Appropriations Act.

The complaint was filed after the DOJ issued an August 21 resolution ordering the indictment of officials of Power Plates Development Concepts Inc. and J. Knieriem BV-Power Plates for estafa through falsification of commercial document, false testimony and perjury, and violation of the Government Procurement Act.

“This Honorable Office (DOJ) further established that conspiracy existed among the respondents, PPI and JKG, and that of the DOTC-BAC,” said the complainants.

“It stressed that apparently, the conspiracy of the car plate manufacturers to commit the offenses, as charged would not have succeeded without the knowledge, intervention, act or ommission of the members of the BAC,” the complainants pointed out.
