OWWA Programs And Benefits, Other Concerns Explained By DA Arnel Ignacio And Admin Hans Cacdac


Newly appointed OWWA Deputy Administrator Arnel Arevalo Ignacio together with Administrator Hans Leo Cacdac started to openly communicate with the OFWs as part of their effort to know the real sentiments and problems of the Overseas Filipino Workers (OFWs). Ignacio being an OFW said that he can understands the OFWs better.  Both OWWA officers gladly accommodated the queries from the OFWs. However, DA Ignacio advised them to ask their office or any concerned office such as POLO-OWWA directly and not to seek advice from their peers if they want correct actions. They also explained OWWA programs which can be helpful for the OFWs such as EDLP or the Enterprise Development and Loan Program. OFWs Will Have P2.8 Billion Budget from OWWA Next Year



The Overseas Filipino Workers (OFW) will solely benefit the funds intended for them from the Overseas Workers Welfare Administration (OWWA).

This will be the first time in four decades that national government will give funds solely for OFWs program and services.

This is based on Republic Act 10801 or the Overseas Workers Welfare Administration Act of 2016 that declaring the agency as a national government agency and an attached agency of Department of Labor and Employment (DOLE).

For 2018, the OWWA alone has a total budget of P2.879 billion. P1.96 billion of this is from OWWA fund and P916 million is from the national budget.

The P916 million will be used as personnel services requirements and maintenance and other operating expenses for general administration while the P50 million is allocated for emergency repatriation program.

The OWWA fund will be used in program, services and for the welfare of OFWs and their families such as insurance coverage, legal, placement at remittance assistance, social benefits, educational assistance for OFW dependents, repatriation and reintegration program.

Where will the OWWA's P2.8 billion budget go next year?

According to OWWA Infographic, it will go to the following:

  • EDSP Scholarship will have P90.48 million
  • ODSP Scholarship will have P91.59 million
  • Death Disability Benefit will have P400 million
  • Reintegration Program will have P375.91 million
  • Balik 'Pinas, Balik Hanapbuhay will have P240 million
  • Welfare Assistance will have P27.7 million
  • Emergency Repatriation Fund is P50 million
  • Medical Assistance Fund is P150 million
  • Welfare Assistance Fund is P170 million

What are the Procedures to Claim Back Wages, Compensation, End of Service, or Death Benefits for Repatriated OFWs?

There is a hThere is a huge shift in the economic situation in the Middle East. In Saudi Arabia alone, huge companies like Saudi Oger, Saudi Bin Laden Group, Al Saad Group, Al-Khodari, and other similar companies have sent home foreign workers numbering in thousands due to a slow economy. Trapped in this situation are thousands of OFWs who were left with almost nothing to bring home to their families. But actually, the DFA, via the Office of the Undersecretary for Migrant Welfare Affairs, has the mandate to go back after these employers who failed to pay back wages as well as end of service benefits to these former OFWs. In fact, A recent report from the Commission on Audit cited the OUMWA for failing to release over P112 in benefits to various OFWs, with some benefits reaching up to 10 years back. These benefits range from ESB, back wages, remunerations and injury or death benefits.  If you have some back wages or other monetary benefits that is pending, you can actually go to the DFA to request for assistance in collecting them. The Office of the Undersecretary for Migrant Workers Affairs is in charge of providing assistance to nationals (ATN) and legal assistance in coordination with relevant government agencies. They are mandated to provide assistance to distressed OFWs as well as repatriated OFWs. So if you have a claim to unpaid salaries or other benefits, or need legal assistance, here's what you need to do:  1. Inform OUMWA of any request for assistance through letters, telephone calls or visits to OUMWA’s office by your relatives. Requests for assistance can also be endorsed by government officials, from Congressmen and Senators, to local government officials. Non-governmental organizations (NGOs), as well as the media may also endorse such request.  2. Requests should include the following details, as applicable: Name of the OFW Address and contact number of the OFW Address and contact number of the employer Address and contact number of the foreign and/or local agency The specific reason for the request 3. If the request is about monetary compensation, unpaid wages or end of service benefits, the computation for the amount will be based on the host country's labor laws. An OFW who will be leaving behind his claim may need to execute a Special Power of Attorney to allow appointed Saudi lawyers to continue pursuing claims for unpaid wages and benefits on behalf of the OFWs after the OFWs are repatriated back to the Philippines. The same may be done by a former OFW who is already in the Philippines.  4. If the request is about end of service and unpaid wages for a deceased OFW, the OUMWA will coordinate with the host country via the Philippine Embassy there. Following the procedures and labor laws of the host country, the Embassy will process both the repatriation of the deceased, as well as facilitate the claims for the benefits.  5.     There is a huge shift in the economic situation in the Middle East. In Saudi Arabia alone, huge companies like Saudi Oger, Saudi Bin Laden Group, Al Saad Group, Al-Khodari, and other similar companies have sent home foreign workers numbering in thousands due to a slow economy. Trapped in this situation are thousands of OFWs who were left with almost nothing to bring home to their families. But actually, the DFA, via the Office of the Undersecretary for Migrant Welfare Affairs, has the mandate to go back after these employers who failed to pay back wages as well as end of service benefits to these former OFWs. In fact, A recent report from the Commission on Audit cited the OUMWA for failing to release over P112 in benefits to various OFWs, with some benefits reaching up to 10 years back. These benefits range from ESB, back wages, remunerations and injury or death benefits.  If you have some back wages or other monetary benefits that is pending, you can actually go to the DFA to request for assistance in collecting them. The Office of the Undersecretary for Migrant Workers Affairs is in charge of providing assistance to nationals (ATN) and legal assistance in coordination with relevant government agencies. They are mandated to provide assistance to distressed OFWs as well as repatriated OFWs. So if you have a claim to unpaid salaries or other benefits, or need legal assistance, here's what you need to do:  1. Inform OUMWA of any request for assistance through letters, telephone calls or visits to OUMWA’s office by your relatives. Requests for assistance can also be endorsed by government officials, from Congressmen and Senators, to local government officials. Non-governmental organizations (NGOs), as well as the media may also endorse such request.  2. Requests should include the following details, as applicable: Name of the OFW Address and contact number of the OFW Address and contact number of the employer Address and contact number of the foreign and/or local agency The specific reason for the request 3. If the request is about monetary compensation, unpaid wages or end of service benefits, the computation for the amount will be based on the host country's labor laws. An OFW who will be leaving behind his claim may need to execute a Special Power of Attorney to allow appointed Saudi lawyers to continue pursuing claims for unpaid wages and benefits on behalf of the OFWs after the OFWs are repatriated back to the Philippines. The same may be done by a former OFW who is already in the Philippines.  4. If the request is about end of service and unpaid wages for a deceased OFW, the OUMWA will coordinate with the host country via the Philippine Embassy there. Following the procedures and labor laws of the host country, the Embassy will process both the repatriation of the deceased, as well as facilitate the claims for the benefits.  5.
