DTI to OFWs: "Mag-Negosyo" as Alternative Livelihood

No Overseas Filipino Workers (OFWs) wishes to work abroad forever. Working far from your loved one is very hard, but OFWs continue to do so to provide the needs of the family back home.

As OFW we should have a goal on when we should go home for good. But we cannot do this unless we already have a stable income in the Philippines that will be the source of our daily needs.

The Department of Trade and Industry (DTI) is another government agency that is helping Filipinos, including Overseas Filipino Workers (OFWs) who wants to be entrepreneurs. As the DTI advice to OFWs, ‘Try entrepreneurship as an alternative livelihood.’

But the question is how the DTI is helping OFWs or its family to start a new business?

1. Training and Seminars

The DTI has a series of training and seminars that are free to all who wants to learn how to do business or entrepreneurs or those who want their business to grow.

This July, below is the schedule of DTI's training and seminars. Common topics are about starting a business because many people want to start a business but the question is "paano?". The other topic is about enhancing skills, yes we have skills and if it is developed, we can earn from it.

2. Negosyo Centers

One of the directives of President Rodrigo Duterte to DTI is to establish OFW assistance desk in every Negosyo Centers nationwide. Even the president himself encourages OFWs to go into business as he said, "the government is ready to help the OFWs"

The OFW assistance desk role is to give advice to OFWs on what business they can go into depending on their passion, skills, and talents on opportunities that abound around, and on technology available.

  3. Loan Program

DTI together with the Department of Labor and Employment (DOLE) and Department of Trade and Industry (DTI) has a livelihood loan assistance to returning OFWs and their families.

OFWs can apply for a loan assistance amounting to P100,000 and up to P2 million pesos

The program known as OFW-Enterprise Development and Loan Program (OFW-EDLP) was launched last September 2016.

DTI Negosyo Center: For Those Who Needs Help Or Capital For Business!

To help and promote micro, small and medium enterprises (MSMEs) in the country is the reason why the Department of Trade and Industry (DTI) is committed to establishing more and more Negosyo Centers in the Philippines. 

Negosyo Centers are not just helping MSMEs but also new and potential entrepreneurs.

According to the DTI, the presence of the Negosyo Center in each municipality and province aims to provide better and more efficient services to MSMEs. Numbers of Negosyo Centers nationwide are now 510 since it started in 2014.

What is the purpose of the Negosyo Centers?

It will be responsible for promoting "ease of doing business and facilitating access to services for MSMES within its jurisdiction"

How do Negosyo Centers promote "ease of doing business to MSMEs?

a) Business Registration Assistance 

• Accept and facilitate all new registration and renewal application of MSMEs, including application for Barangay Micro-Business Enterprise (BMBE); 
• Coordinate with the respective local government units (LGUs) and liaise with concerned government agencies to process the duly accomplished forms submitted by the MSMEs; 
• Implement a unified business registration process preferably through automated systems such as the Philippine Business Registry (PBR);

b) Business Advisory Services

• Assist MSMEs in meeting regulatory requirements to start and maintain the business; 
• Build local support networks and establish market linkages for MSME development through the Micro, Small and Medium Enterprise Development (MSMED) Council and DTI; 
• Facilitate access to grants and other forms of financial assistance, shared service facilities and equipment, and other support for MSMEs through national government agencies (NGAs); 
• Ensure management guidance, assistance and improvement of the working conditions of MSMEs; 
• Co-organize with the local chambers of commerce, other business organizations and government agencies, a mentoring program for prospective and current entrepreneurs and investors; 
• Conduct other programs or projects for entrepreneurial development in the country aligned with the MSMEs development plan.

c) Business Information and Advocacy 

• Provide information and services in training, financing, marketing, and other areas as may be required by MSMEs; 
• Establish and maintain a databank which will support business information requirements of MSMEs; 
• Promote ease of doing business and access to services for MSMEs within its jurisdiction; 
• Support private sector activities relating to MSMEs development; 
• Encourage government institutions that are related to the business application process to help promulgate information regarding the Negosyo Center; 
• Coordinate with schools and related organizations on the development of youth entrepreneurship program; 
• Encourage women entrepreneurship through access to information, training, credit facilities, and other forms of assistance. 

d) Monitoring and Evaluation 

• Monitor and recommend business process improvement for MSMEs; 
• Establish a feedback mechanism among the MSMEs in the respective jurisdiction of Negosyo Centers.

Who can avail of the services offered by the Negosyo Centers?

Any person, natural or juridical, having the qualifications as defined in Section 3 c) of the Republic Act No. 9178 may avail of the services.

Who will supervise and man the Centers?

The MSMED Council thru the DTI is the coordinating and supervising body for all the agencies involved in the establishment and operation of the Negosyo Centers. It shall perform oversight functions and shall assign personnel to fulfill the functions of the Negosyo Centers.

Aside from its existing functions as mentioned under Section 7-B of Republic Act No. 9501, otherwise known as the “Magna Carta for Micro, Small, and Medium Enterprises (MSMEs)”, the MSMED Council shall have the following additional functions:

• Coordinating and Oversight Body for the Negosyo Center. The MSMED Council, through the DTI, shall act as the coordinating and supervising body for all the agencies involved in the establishment and operation of the Negosyo Centers. Further, the MSMED Council shall monitor and assess the progress of the Negosyo Centers, which shall be included in its annual report submitted to the Congress.

• Provision of a Compliance Guide. For each rule or group of related rules issued by any government agency for compliance by MSMEs, the Council shall publish compliance guidelines which shall be written in plain language or in the local dialect, if necessary. The Council shall prepare separate compliance guides covering groups or classes of similarly affected MSMEs and shall cooperate with industry associations to develop and distribute such compliance guides. The publication of each compliance guide shall include the posting of the guide in an easily identified location on the website of the agency, and distribution of the guide to known industry contacts, such as small entities, associations or industry leaders affected by the rule. The issuing government agency shall publish and disseminate the compliance rules within ninety (90) days from the date of issuance.

• Conduct of Research on Women Entrepreneurship. The Council shall conduct research to support women entrepreneurship including, but not limited to entrepreneurial behavior, barriers, participation and cessation rates, discriminatory practices and contribution to the national economy and growth.

• Policy Formulation on Women Entrepreneurship. The Council shall provide policy direction towards recognizing women’s propensity in doing business as well as establish linkages that will enable more opportunities for women to engage in entrepreneurship.

• Development of Entrepreneurial Education and Training. The MSMED Council shall develop, in coordination with the Department of Education, TESDA, and CHED, a course curriculum or training program in entrepreneurship that will promote entrepreneurial culture and competence. Entrepreneurship shall be integrated into the curriculum of educational and training institutions at all levels.

DTI OPENS OFW LANES AT NEGOSYO CENTERS

It's a dream of every Overseas Filipino Workers to have a stable income and stay in the Philippines for good with families.Many OFWs already fulfill this dream and living with their families back home now, while for the other, it is still an elusive dream.

They said OFWs should invest or put a business if they want to stay at home for good. But without an enough knowledge on business, many of us doesn't give it a try because we are afraid of failures or our earnings turn into nothing.

But here's a good news to all OFWs who wants to venture in business.

The Department of Trade and Industry (DTI) opened a special lane for OFWs at Negosyo Centers nationwide.

This special lane will provide OFWs and their families an option to either pursue business and stay in the country for good or continue working abroad and entrust business to their families and relatives.

Here's a an example success story of an OFW:

An OFW family went to a Negosyo Center in Iloilo City to explore possible government support it could get in rolling out a business.

Completing the initial registration, the OFW family was provided the training needed to start a small pastry shop. Taking advantage of an OFW facility offered by a local bank, the family expanded its bakeshop by purchasing more equipment.

With such improvements, the family’s local pastry shop has now become one of the suppliers of cupcakes served in Filipino coffee shops and retail outlets.

In line with this DTI Secretary Ramon Lopez is calling to all OFWs to invest back in the Philippines as demand for work abroad may not be an all-time high. 

He said that OFWs may explore idea-based, demand-driven and innovation-led business and investment opportunities at home in the industries of food, franchising, agriculture, and services.

“OFWs’ distinguishing characteristic of being hardworking is the same element that will lead them to a better quality of life,” he said.

As of now there are 447 Negosyo Center all over the country where OFWs can visit to inquire about business.

Functions of the Negosyo Centers

The Centers will be responsible for promoting “ease of doing business and facilitating access to services for MSMEs within its jurisdiction”, such as:

a) Business Registration Assistance
