Nurse in California, Charged in Court for Using Fake Documents

A vocational nurse believed to be Filipino is now facing four felonies in Los Angeles, California for allegedly using a fake transcript from the Philippines and falsified her application to become a licensed registered nurse (RN) in the state.

The Sacramento Superior Court summoned the said nurse identified as DeWayne Dai Dela Guerra, also known as (aka) DeWayne Aundray Williams to appear last June 27, 2018. It is reported that the accused attempt to obtain RN license by submitting a falsified application and falsified foreign education records to the California Board of Registered Nursing (BRN).

Because of this, he is now facing two counts of felony for filing false documents with the state and two other similar cases for perjury. The result of the investigation is supported by the statement of Far Eastern University that says Dela Guerra was not registered as a student in the university.

Because of this, he is now facing two counts of felony for filing false documents with the state and two other similar cases for perjury.

He now being prosecuted by the Sacramento County District Attorney’s Consumer and Environmental Protection Unit.

OFW Got Injured While Trying to Escape Abusive Employer in Kuwait

An attempt to escape her abusive employer has endangered the life of a Filipina domestic helper after she got injured after she jumped from the 6th floor of her employers residence in Kuwait.  A report of Kuwait times said that the HSW has been found to be using a fake passport  provided by the recruiter where she applied for work in Kuwait. The real identity of the HSW  who claims that she is only 17 years old and her real name is Malaiha Omar  and not a 24-year old Rahima Omar that appears to her passport.   Omar, was allegedly caught stealing from her employer and she admitted that she did it during the interview. But she claims that her employer had been  treating her harshly ever since she came in Kuwait to work for them last August 2016. She narrated that they whipped her with a belt, shout at her and hit her in the face for even a petty mistake. She doesn't have much problem with it until her employer discovered that she has stolen An amount of KD110.  At the hospital, she narrated how she  ended up jumping off at the 6th floor of the building that caused her an injured left eye and a fractured leg. Omar said that she is really 17 years old and  she is from  a village in Datu Uddin Sinsuat, Cotabato “My male employer was asking about [his] missing pants, ” he narrated. “Out of fear, I said I don’t know, but I knew where the pants are. I was just too scared to tell him because I don’t want to be whipped again. I accidentally burned the pants while I was ironing them. So, he inspected my cabinet and found the damaged pants inside. There, he also found the money ...When they said that they are calling [a] police, I was terribly scared,” she said.  "I don’t know what to do because I don’t want to be arrested, so I jumped from the sixth floor," she added.     Omar’s recruitment agency told the Philippine Embassy that she would not file a lawsuit against her employers.  “I went to the hospital to check her condition and see how we could be of help whether the agency is helping or not. According to the recruitment agency personnel I spoke with, the young girl will not be filing complaints against her sponsor because she said it was her fault,” an embassy representative said. However, Omar is not pardoned as she will face attempted suicide charges filed by the local police. However, Omar's claim that the recruitment agency provided the fake passport she used to have a job in Kuwait and cheated on her identity and age is so alarming. "The recruitment agency should be suspended and banned, and should be subjected for investigation, at least," says a Filcom leader in Kuwait. Given her age of 17, she is not capable enough to handle such stressful situations and the recruitment  agency who sent her has to be blamed. After all, it is illegal to accept an underage applicant and worst, deploy them abroad using a falsified passport. To those OFWs who submitted fake or altered documents while applying for jobs abroad, it will only be a matter of time that the authorities find out about it and to those who are applying or planning to apply for a job using forged documents, you better think again because you will only put yourselves in trouble by doing it.  In UAE, people who fake certificates to get a visa or a job will get ten years jail term,  while those who photocopy official documents and tamper with them face up to five years in jail.  In 2014, forgery of educational certificates constituted around 40% of all document fraud cases according to the Abu Dhabi Judicial Department (ADJD) . The Public Prosecution referred 100 cases involving the falsification of documents — with counterfeit degrees and educational certificates — representing around half of them.   “This has become a phenomenon committed mainly by those of Asian nationality as they try to find jobs or visas in the country that correspond to the falsified degree they claim to have. The forgery is usually discovered as these individuals give in their degrees to foreign affairs offices for attestation,” according to a source in public prosecution.  Suspects face charges of forging an official document, faking a stamp, and attempting to use the fake document.     The warning does not apply only on OFWs but to all expatriates. In Saudi Arabia an expatriate from other Arab country sentenced by Jeddah court to a 1.5 years in prison while fine 5000 Saudi Riyal.He will also face deportation after the prison punishment because of using a fake degree.  This expatriate use his Ph.D degree for job in private dispensary. He was informed by ministry to the local police when the employer asked him for authentication of his document.  Obtaining a fake document is easy but the authorities have ways and resources in finding out if you are submitting an authentic document and most people are not aware of it. It will  be a matter of time but they will sure find out if you submitted forged documents and press charges to the violators.  The Saudi Arabian government started mounting a crackdown on fake diplomas and other documents that land users in lucrative jobs in the kingdom by using fake degrees and credentials.  “The Ministry of Interior will apply statutory penalties on people involved in counterfeiting academic degrees,” said a statement quoting Maj. Gen. Mohammed Bin Abdullah Al-Maroal, a ministry spokesperson.  People who will be caught using fake documents will undergo trial and penalized if proven guilty, they will face jail term and be deported after serving their jail term. They will also never be allowed to enter the kingdom again according to Al-Maroal.  An investigation by the Ministry of Education has revealed a huge number of candidates— Saudis and foreigners alike — who have obtained fake degrees and diplomas from illegal agents, Arab News report said.   Fake documents are everywhere for a cost. Avoid using them and don't even think about it. Instead of landing on your dream job, you may land in jail  and that could be a nightmare. UAE Vice Consul Elizabeth Ramos,  added that resorting to fake diplomas “will prejudice your employment, entitlement for end-of-service benefits, and possibly, your legal status in the UAE.”

“The Philippine Consulate General advises Filipinos against the use of fake or forged documents in Dubai. Falsification of documents is punishable by law. Use of fake documents such as school diploma and training certificates for employment purposes will prejudice your employment, entitlement for end-of-service benefits, and possibly, your legal status in the UAE,” she said.
 “Please secure documents from official and legitimate sources. Do not fall prey to fixers. For your protection and benefit, use only authentic documents,” she added.


Barney Almazar, lawyer at Gulf law, said that an OFW had recently been arrested by operatives of Civilian Irregular Defense Group (CIDG) and imprisoned after it turned out the document she submitted a fake document, which she had processed by someone in the Philippines.
“In her new work, she was required to have Transcript of Records or TOR,” narrated Almazar. “She had it processed back in Manila. When the documents arrived in the UAE, she had them stamped in Abu Dhabi (because she lives there). Then, when she came back to collect her documents, it was discovered that the documents were fake. She was arrested by the Civilian Irregular Defense Group (CIDG) right away,” he said.

IN DUBAI, UNITED ARAB EMIRATES CRACKDOWN ON DRUG PROBLEMS, MORE THAN 60 FILIPINOS BEHIND BARS FOR DRUG CALLED SHABU

The number of arrested in drugs and drugs abuse, and other drug related cases in the Philippines escalates every day as the Duterte administration waged war against it but the war doesn't seem to take place only in the country.

In Dubai, more than 60 Filipinos were arrested and jailed for drug problems and in dealing  and using what commonly called drug - the "shabu". 

According to Consul General Paul Raymund Cortes,the number of the drug related arrests is expected to rise due to crack down taking place in different areas particularly  in Karama and Satwa.

According to the reports,the number of the arrests involving Filipinos on drugs has increased by 65% compared to the previous year and this includes a total of 146 detainees at the Dubai Central Jail serving 25 years of jail term including 66 inmates 12 of which are women and the youngest is 22 years old.

In another news, the United Arab Emirates consulate has issued an alert against travelling with forged documents as around 2,000  Filipino passengers bound to UAE were being offloaded at the international airports for carrying falsified papers.
 A list of 25 agencies and their representatives who allegedly provided fake documents to sponsor visitors or family members  has been provided to Dubai police for investigation,the Consulate officials said.
The passengers were offloaded after failing  the second immigration screening following possession of questionable documents.

Identity theft is something we have to be concerned about. Online Seller Becomes Victim of Identity Theft


 A woman in Baguio City ended up as another victim of identity theft. Fiona Moraleda, had been a victim of a fake online seller after she posted personal information on her social media account. According to Moraleda, many buyers or victims are now complaining her for the deeds of the fake online seller who scammed customers after pretending to be her.   Based on statistics from Philippine National Police, identity theft remains among the top five cyber-crime complaints. It is advised, that in order to not end up as victim of identity theft, we must avoid posting personal information or details that could be used by another person to steal your identity. Some of the documents that should not be posted are ID, passport, documents and even receipts that shows your exact address, birthday and other contact details and personal information. The Department of Trade and Industry is also admonishing the public to buy or transact only with legitimate sellers or those who you know personally.

Expat Doctor In Saudi Was Caught With Fake Credentials

Forging school credentials or university degree is a crime, and expatriates in Saudi Arabia should not take this lightly. Over the years, there are some expatriates usually working in the field of engineering who were discovered to have fake credentials and they were deported.

 An expatriate working in a dispensary in Jeddah was sentenced to one year and five months in prison, SR 5,000 fine and deportation after he was proven guilty of forging a Ph.D degree in medicine.

According to the local news, he was able to work for 7 months practicing his degree. When he brought his credentials for attestation, the Foreign Ministry discovered it was fake. He was then handed to the police.

The source said that the expatriate came in the Kingdom with his mother to perform Umrah. He was able to secure a job offer later and was given a permanent residence permit to  work as an accountant. He later realized that his salary as an accountant is not enough to cover the needs of his family back in his home country. Since he has one year background studying medicine in his country,  he decided to contact a forger back home so he can have credentials for a Ph.D Degree in Internal Medicine. He paid the forger SR 2,000. 

With his fake credentials he was able to secure a job and exercise the profession and was paid well as a doctor.  But when the dispensary asked him to submit his credentials for authentication by the Foreign Ministry, they found out it was fake.

Beware: New Modus, Fake Passport Extensions In Dubai


The Philippine Consulate in Dubai is warning Filipinos not to resort to fixers offering bogus passport extension or they could land in jail for forgery. Forging or tampering an official document is punishable under the UAE law.

For the past two weeks, there had been reported cases of passports bearing fake stamps and forged consular signature, Consul general Paul Raymond Cortes said. 

The consulate clarified that the passport stamping for extension purposes has been stopped already since January. The only exemption where passport extension can be granted is on medical emergency or death in the family. 

According to the investigation, the spouse/husband of the passport holder paid DH 700 to a fixer, for the fake passport extension.
Consul Ferdinand Flores, whose signature was forged on the passport, said: "obviously it was a scam because the cost of renewing a passport is just Dh240 and an emergency passport extension is just Dh 120. The signature was even stamped and not manually signed on the passport."





Deputy consul general Giovanni Palec said that tampering the passport will not only nullify the passport, but it is also a criminal act. 
Palec added extending the passport is not practical because "even if you extend it, once you pass through the immigration, it will still show that it has already expired... That's why we don't do extensions anymore and besides a new passport can now be issued in three weeks time," he added.

Palec said they will ask the assistance of the Dubai Criminal Investigation Department (CID) to identify and apprehend the perpetrators of this scam. The consular officials will also send their specimen signatures to the immigration.
