AT LEAST 71 OFWS IN DEATH ROW WORLDWIDE, 1 MORE SCHEDULED TO BE EXECUTED IN KUWAIT - DFA

At least 71 Overseas Filipino Workers (OFWs) are on  Death Row in different parts of the world, according to the Department of Foreign Affairs.  DFA spokesperson Charles Jose said t over the past few years the number has in fact decreased after several death sentences were either suspended or reduced to life sentence.  For example, in China in which a substantial number of cases involving OFWs received death sentences with two year reprieve. “When the two year reprieve has been consummated, automatically the convict will be removed from Death Row and the sentence will be commuted to life imprisonment,” Jose said.  In the Middle East,  some of the death row cases  had been reversed because of successful negotiations of  offering blood money. Several of these cases are not known to the media and  public knowledge because the  blood money was raised  via donations and not being provided by the government. According to Jose, the execution of tghe OFW in Kuwait, Jakatia Pawa, 44, was the first death sentence of an OFW to be carried out in a foreign land for quite a long time.   Another OFW in Kuwait is scheduled for execution. Elpidio Lano, reportedly killed a fellow Filipino, Nilo Macaranas, an engineer working in Kuwait.  A day after the execution of Jakatia Pawa, DOLE Secretary Silvestre Bello III went to Kuwait to check on the situation of Lano and to visit Pawa's grave as well.   Lano was found guilty over killing Nilo Macaranas, 50,  over alleged jealousy on  June 17, 2014. According to the landlady, Lano has a quarrel with her partner only known by the name Xylene. Xylene wanted  to break up with Lano after learning that he has another girlfriend. Lano became jealous of Macaranas accusing him of sending text messages to his partner leading to confrontation and stabbing.

Secretary Bello Went to Kuwait to Tackle Proposed Ban of Kasambahay Recruitment

In the wake of OFW Jakatia Pawa's execution last Wednesday, an HSW in Kuwait who  allegedly killed her employer's 22 year-old daughter, a call for the moratorium on sending Filipino HSW in the Middle East has been a cry for different OFW groups. Department of Labor and Employment Secretary Silvestre Bello III is now in Kuwait to tackle  the proposed moratorium on sending Filipino HSWs. Bello arrived in Kuwait on Thursday, a day after OFW Pawa was executed. He went there to check on another OFW in the death row, Elpidio Lano. He was  given a death sentence for killing a fellow Filipino, Nilo Macaranas on June 17, 2014.   "I’m here on the instruction of President Duterte to know why Lano is on the death row and how we can help and save him. It also gave me a reason to look into the administrative lapse in the operation of our POLO office. Because we are all shocked, we learned about the execution (of Jakatia Pawa) on the very day that she will be executed. We were never aware that there were OFWs who are on death row,” Bello said.  From the Airport, Bello proceeded to the Philippine Embassy to meet embassy officials led by Ambassador Renato Pedro Villa, as well as the POLO-OWWA officials in Kuwait.      “I’m also here to personally check on the status of OFWs in Kuwait and the distressed OFWs in the POLO-OWWA shelter. I have also asked Attache Cesar Chavez Jr to go around the POLO offices in the Middle East in the next two weeks and check on the list of Filipinos in the jail or on death row so we can find ways to help them,” Bello added.  The call for moratorium or temporary suspension of sending HSWs to Kuwait has been discussed with Villa and his team. “There has been a call to suspend or call for moratorium for quite a time now due to the high incidence harassment, maltreatment. It is time for me to make a serious study, consultation and come up with a decision,” Bello stated, stressing that the proposed moratorium should be seriously considered.   He also said that in a matter of time,the Philippine Government will decide on the proposed moratorium.  “There’s already a tentative decision but it may not be a good timing if we do it now because it may be perceived by the Kuwaiti government as a retaliatory move, hence, we have to do it at a proper timing,” assures Bello.   In accordance with this, Villa disclosed that he made an endorsement of the said moratorium to  Manila January last year and made a follow-upin September of the same year. Aside from  initial talks, nothing has happened until now.   “It’s about time that such action be implemented so both parties, Kuwait and the Philippines should talk due to the increasing number of runaway maids as well as the continuous deployment of household service workers who most of them become victims of various forms of abuses prompting them to escape from their employers and run to the embassy shelter,” Villa said.  “We are appealing to President Duterte to hear our plea for a moratorium! How many more Jakatia Pawa have to suffer the same fate?”  Mary Ann Abunda, the founder of Sandigan, an OFW advocacy group in Kuwait said.  Around 158,000 HSWs are working in Kuwait,  about more than half of around 250,000 OFWs working there. Statistics revealed that of the 111,947 referred for a secondary interview last year, about 66,631 of them were allowed to depart while 45,316 passengers’ departure were deferred.

They included 667 suspected human trafficking victims and 601 others believed to be victims of illegal recruiters who were immediately turned over to the IACAT for further investigation.

Base on the report from BI’s Travel Control and Enforcement Unit (TCEU), most of the passengers were found to have doubtful purposes in leaving the country.


Most of them reportedly carried fraudulent supporting travel documents while others misrepresented themselves and some had unverified employment visas.

The bulk of the passengers were bound for the Middle East, while there are few going to other countries in Asia and North America.

Pres.Duterte urged: Abolish Placement Fees


A labor group is calling President Rodrigo Duterte to abolish all kinds of recruitment fees, being asked from workers who want to work abroad.  Public Services Labor Independent Confederation (PSLINK) President Annie E. Geron said that the imposition of recruitment fees has led to exploitation of overseas Filipino workers (OFWs).

In her interview with the Business World, she said up to 10 percent of the population of the Philippines are OFWs and most of whom are in deep indebtedness because of the high recruitment fees being collected by agencies.


The following are based on the "Revised POEA Rules and Regulations Governing the Recruitment and Employment of Land Based Overseas Filipino Workers of 2016."




But according to Geron, there are agencies that collect more than the allowable amount from P80,000 to P120,000.

She added that PSLINK aims to have countries of origin and destination ratify and implement key international instruments to protect the rights of migrant workers in the recruitment process.

PSLINK led the rollout of the campaign in Davao City last week where a manifesto has been signed by a group representing trade unions, migrant workers groups, civil society organizations, recruiters and governments seeking abolition of recruitment fees for migrant workers.

POEA Davao Region Director Maria Carolina B. Agdamag said the rules are very clear on what are the specific fees that employers should collect. 





Among the fees chargeable against the employer are the visa and stamping fee, work and resident permit, round trip airfare, transportation from the airport to job site, POEA processing fee, OWWA membership fee and additional trade assessment if required by the employer.

Singapore employers can lend Pinoy DH up to $1,100 SGD for their expenses


Here is another good news to those who wants to work as domestic helper or household service worker in Singapore but do not have enough money for the processing of their documents and other requirements.  Employers in Singapore that hoping to hire domestic workers from the Philippine can now lend them up to $1,100 SGD or more than P38,000 to cover their expenses.  In return, the DH will pay the loan only up to half of their monthly salary until fully paid.




Here is another good news to those who wants to work as domestic helper or household service worker in Singapore but do not have enough money for the processing of their documents and other requirements.

Employers in Singapore that hoping to hire domestic workers from the Philippine can now lend them up to $1,100 SGD or more than P38,000 to cover their expenses.

In return, the DH will pay the loan only up to half of their monthly salary until fully paid.





According to Association of Employment Agencies President K. Jayaprema of Singapore, this is base on the new payment structure that provides more clarity for workers and employers.

Jayaprema said they found out that the preparation cost for a DH to work in Singapore is around $1,100.

Included here are charges for pre-employment training, medical examination, passport fees and etc.

As of the moment, there is approximate, 70,000 Filipino domestic helpers in Singapore.



Philippine Embassy labor attache Ramon Pastrana reminded that it is illegal for Filipino domestic workers to be charged with placement fees to work abroad.

"This initiative is not a reason for agencies here to just go charge any salary deduction from the worker," he said.

"The $1,100 is just a cap for the workers, to cover whatever they need in the Philippines. If the workers say they don't need that, then there is no need for the two agencies to have a repayment scheme." (Source: The Straits Times)

Families who lost their homes express deep gratitude  to President Rodrigo Duterte as they were given a more durable, typhoon resilient and more presentable houses than they had before the super typhoon strike. Bella, one of the beneficiaries of a house unit at the New Hope Village, the relocation site for Yolanda victims, expressed her satisfaction on their new home. To keep the villagers secured, ten security guards are making rounds 24/7 all over the village. It's a part of the contract with the private contractors to the government.
