How and Where To Process: ONLINE OEC FOR OFWS




1st UPDATE MEMO from POEA:
News Release May 12, 2016 



POEA urges returning OFWs to use online system.

The Philippine Overseas Employment Administration yesterday issued an advisory encouraging balik-manggagawa or vacationing overseas Filipino workers (OFW) to use the BM Online system to acquire their respective overseas employment certificates (OEC).

 Administrator Hans Leo J. Cacdac said that starting June 1, 2016, the POEA main office in Mandaluyong City will accommodate only those with appointment set through the online system. 

The appointment system was developed as a built in component to cater to OFWs who cannot proceed to the straight online processing of the OEC for any of the following reasons: 



1. No existing record in the POEA database 
2. Undocumented worker 
3. Changed employer and/or jobsite 
4. The worker or employer is on watchlist 
5. OFW is returning to a restricted country 
6. Former seafarer Cacdac said may set an online appointment at the convenience of their homes for the processing of their OEC at their preferred date, time and location. “Returning workers may also get their OECs at the POEA’s offices in the provinces through the appointment system,” Cacdac said.

POEA encourage OFWs to use the online appointment and online processing of OEC. Read and watch the video instruction below and the locations where to get them. 











The new process is more efficient and faster. OFWs can save their time and transportation cost, through the new online system. 

OFWs can visit www.bmonline.ph. to process their OEC or for appointment.

For those OFWs who are not yet in the POEA database can make appointment online to speed up the processing of their OEC

Wrap Your Baggages to and from the Philippines?

Please share this very important message especially to our fellow OFWs going home for vacation or going back here or anywhere in the Middle East 
We have heard different stories from OFWs who are travelling for vacation, or returning after annual vacation complained about their baggages being ripped, some valuables were stolen, or worst, some were arrested for allegedly carrying dangerous drugs or prohibited items like bullets in NAIA which are often placed by syndicates and gangs in order to extort money or to traffic illegal drugs. 
The following are some of the things you can do to protect yourself from being a victim of theft and 

If you are buying new luggage bags, you can opt for PC (polycarbonate) bags or hard shell bag. The material of these kind of bags are difficult to rip off with knife, unlike the luggage bags made of canvass or fabric. Shell bags that have secure locks instead of zippers are also a much better choice .

Watch this video how easily they can tamper a zipped luggage although it is already locked. 





To avoid this from happening, and ending up with  ripped or lost baggage items, we recommend to you to have it wrapped with cling film or plastic wrap. Here in Saudi Arabia, there are service stations that does plastic wrapping with SAR 20 charge for each baggage. In return, you get added security that your bags, luggage and boxes are free of scratches or damages, and the content are safer not to be opened by someone at the airport. In Saudi Arabia and Middle East airports you can find many kiosk or service stations for baggage wrapping  at the departure areas. If there is none in your area, you can buy a roll of CLING FILM or clear plastic wrap that is available from the grocery section and wrap it around the bags, or boxes several times to seal and protect your luggage from hands of thieves, drug syndicates or gangs who might either take items from your bag or place prohibited items that could land you in jail. 


If you are going back to your host country from the Philippines, it is a must, and we highly recommend that you wrap your baggages and plead for everybody to share this recommendation because this is important, and vital for the safety of our love ones travelling abroad.  For SR 10, we were able to buy a roll of cling wrap, enough to cover 3 luggages. 
Many international airports are also offering this service like Secure Wrap in many airports in the USA.

GUIDELINES ON THE SPECIAL VALIDATION
OF EXIT CLEARANCE OF SEAFARERS

1. Deploying manning agencies shall provide the Labor
Assistance Center a list of names, OEC/E-receipt serial
numbers and departure dates of their seafarers.

2. A team or group leader of departing seafarers shall
present the above-cited list and the OEC/E-receipts
issued to workers for cross checking purposes by the
LAC evaluators.

3. For manning agencies with two or more seafarers in
their crew list, only a team or group leader shall be
required to proceed to the LAC counter for validation of
the seafarers’ exit clearances. The other seafarers in a
group are not required anymore to be present or to stay
inside the LAC counter to avoid long queuing and
unnecessary congestion.

4. All manning agencies shall advise their seafarers to
proceed to the OFW lounge for validation of their exit
clearances at the LAC counters at NAIA Terminals 1, 2
and 3 at least three to four (3-4) hours before the
appointed time of departure
