Foreign Domestic Workers Being Blacklisted in Hong Kong Because of Debt Is NOT True


There is no truth about "blacklisting" of foreign domestic worker who will fail to pay their debts with the financing companies in Hong Kong.

According to the statement by a Hong Kong-based Non-Government Organization, Enrich sent to Hong Kong News, the Immigration Department clarified that they have never accepted nor considered submissions from agencies names of workers for the so-called ‘Blacklist’.

“It became clear that these harassment tactics widely deployed by ill-intentioned companies are threatening vulnerable workers in the name of the Immigration Department and misusing the government’s authority to continuously extort money from the migrants,” a statement from Enrich.

The statement came after a 
Domestic Worker Roundtable meeting led by Emily Lau, a former Legislative Council member  with the Immigration Department that seeks to discuss issues about foreign domestic workers are facing during their stay in Hong Kong.

The group Enrich sought clarification regarding migrant workers’ concerns about being blacklisted at the Immigration Department if they struggle with debts.
Migrant  domestic workers are being threatened and pressured by abusive debt collectors and finance companies to take out loans with high interest rates. If they fail to pay, the companies are threatened the borrowers that they will be reported to the authorities that may result to blacklisting them from possible future employment.

CHED: Temporary Suspension for All School Field Trips

An official of Commission on Higher Education (CHED)  called for a moratorium on all field trips and educational tours in all private and public colleges and universities following the tourist bus accident in Tanay, Rizal that claimed 15 students lives and left more than 30 others injured.   CHED Commissioner Prospero de Vera III said that until the investigation on the incident is completed, a moratorium is needed.  "I will request the Commission en banc today to immediately issue a directive to all higher education institutions so we can properly investigate this tragedy and review current policies covering field trips," de Vera said.  Initial investigation said the bus with college students  from Bestlink College on board was bound for a medical and survival training for their National Service Training Program (NSTP) subject when it lose brakes while traversing a curved highway.The uncontrolled bus rammed an electric post and a nearby tree along Magnetic Hill in Peligrini Farm, Sito Baykan, Barangay Sampaloc, Tanay, Rizal.  "While it is true that field trips are essential to give students the opportunity to see and explore new things, enhance their learning experience in a natural setting, and provide for interest-driven and hands on training, the safety of the students on field trips must be ensured at all times by school authorities," de Vera added.  The tragedy must be a "reminder that we must be very strict in regulating the use of public transportation for school sponsored trips. We must also determine if higher education institutions comply with requirements of safety and whether current policies adequately protect students," according to De Vera.    The CHED official reminded that before they hold educational tours or field trips,colleges and universities need to inform their regional offices one month prior to the event.  He added that educational tours and field trips are regulated under CHED Memorandum Order No. 17 which requires:   1) the education tour/field is essential to enhance the curriculum of the course;   2) prior consultation with students are made when there are additional costs involved;   3) the information is included in the Student Handbook and discussed during the student orientation; and   4) risk assessment procedures are discussed with parents.  De Vera said  that CHED have already instructed Officials of Bestlink College  to submit an incident report to CHED National Capital Region in order to determine if there were violations on the regulation.  Meanwhile, the CHED official expressed deep sympathy toward the bereaved families.  "We share the grief and bereavement of the families who lost their [loved] ones and all those affected by this horrific tragedy. We will expedite the necessary investigation to determine if proper procedures were observed by school authorities, impose the necessary sanctions, if warranted, and determine whether existing policies adequately protect the safety of students," de Vera said.  On the other hand, despite the plea of parents and the tragedy that happened it was also reported that Bestlink College officials decided to continue the medical and survival training for the rest of the groups .  According to De Vera, the decision of the school's camping trip to push through can be considered as insensitive and irresponsible.  "Bestlink College should now cancel the camping activity, bring the students home safely, and provide counseling for the students, their friends and their families," de Vera said. DOMESTIC ABUSE EXPOSED BY A FILIPINA ON SOCIAL MEDIA

An OFW in Abu Dhabi,UAE,  turned to social media to expose the violence being done to him by her Jordanian husband.  Along with a close-up picture of her bruised face. The words: “I suffer for so many years. Please, Mahmoud Abuhalawa, divorce me,” can be read on the LinkedIn and Instagram profile of Mary Ann Batulanon.   "This has been going on for many years. He beats me up black and blue without any mercy. I cannot take it anymore," Batulanon, 30, told Khaleej Times over the phone. The mother of a four-year old girl has filed for divorce and the case is pending at the Abu Dhabi family court.  However, the husband, who works in a bank,  denied the allegations.  "It is not true. She hurts herself every time and goes to the court to file case against me," said the husband. Batulanon works as a receptionist in a car showroom in Abu Dhabi. She got married to Jordanian Abuhalawa in 2012, after converting to Islam.  Batulanon said that from the early days of their marriage, her husband started to hurt her. In fact, a medical record shows that she had bluish discoloration of the skin, bruises caused by external trauma.  Batulanon decided to live in a separate house last week because her husband hurt her again.  "All i want from him now is a divorce. he should also pay for my daughter's maintenance. I [turned] to social media so that the world [may know] what he [has been doing] to me," she said.  The husband said that he is willing to give her the divorce she is asking, but he will take a legal action against her if she slanders his name in social media.        Court documents tell that in 2016, Batulanon filed a divorce from her husband and applied for the custody of her 4 -year-old daughter but the couple was once reconciled and the domestic violence  charges against the husband has been dropped. However, the incident happened again just recently and batulanon again  ask for a divorce. Now, the family prosecution had forwarded the case to the court after the husband has failed to appear before the family guidance committee. FIRST BATCH OF 50 HSWS TO ARRIVE IN JAPAN THIS MONTH

A batch of 50 household service workers (HSWs) will be dispatched for further training in Japan this month  before beginning their duties in Osaka and Kanagawa in March. These 50 HSWs are housekeepers graduated from the training course provided by Magsaysay Global Services, with partnership with Pasona Inc, to provide the work force required by Japan for their reintegration initiative. The Japanese government  has a policy that encourages professional women to work again after  childbirth. They will be sent out by Japanese companies like Pasona Inc., Duskin, Bears, and Poppins.      Filipinos accepted through this program were given free training in "Japanese language, culture, hospitality, and housework, over the course of approximately two months," and will now undergo on-the-job and orientation training in Japan before they are deployed. OEC,"BALIK-MANGGAGAWA" APPOINTMENT AND PRINTING "BUSINESS" VICTIMIZING OFWS

A shop near DFA Regional Office in Pampanga has ventured into a new "business", charging OFWs who want to make "balik manggagawa" online appointment or print their OEC. A facebook user who is a fellow OFW posted about the abusive practice of some shops near DFA offices, taking advantage of the OFWs especially those who are not adept in using computers and not well-versed in internet navigation. He is trying to call on the attention of POEA Ortigas to act by providing a small place with a computer and a personnel to assist OFWs to avoid being victimized by some greedy business people. The impression of other people about OFWs are people with lots of money but they should understand that not all OFWs are rich, most of the OFWs especially the Household Service Workers has only enough salary for their day-to-day expenditures. POEA must do something to address this issue. By doing it, they can help thousands of OFWs and families by preventing them from falling victim to the scammers around.

China's plans to hire Filipino household workers to their five major cities including Beijing and Shanghai, was reported at a local newspaper Philippine Star. it could be a big break for the household workers who are trying their luck in finding greener pastures by working overseas  China is offering up to P100,000  a month, or about HK$15,000. The existing minimum allowable wage for a foreign domestic helper in Hong Kong is  around HK$4,310 per month.  Dominador Say, undersecretary of the Department of Labor and Employment (DOLE), said that talks are underway with Chinese embassy officials on this possibility. China’s five major cities, including Beijing, Shanghai and Xiamen will soon be the haven for Filipino domestic workers who are seeking higher income.  DOLE is expected to have further negotiations on the launch date with a delegation from China in September.   according to Usec Say, Chinese employers favor Filipino domestic workers for their English proficiency, which allows them to teach their employers’ children.
