No More Terminal Fee Integrated on Air Tickets Purchased by OFWs Starting April 2017

The  P550 terminal fee that is being integrated with the air ticket purchased by the OFWs will no longer be charged starting April 2017. This is a promise made by MIAA General Manager Ed Monreal to the public and to the OFWs as a response to the request of President Rodrigo Duterte to lift the burden of the OFWs shouldering the terminal fee whereas the law stated that they are exempted to pay such fees. That was according to the news dated November 29 last year. This year, that promise is about to be fulfilled in just a matter of days.    Earlier this month, DOLE Secretary Silvestre Bello III  asked the airline companies to stop the P550 terminal fee to the OFWs. In his letter to CAAP's Director General Capt.Jim Sydiongco, he ordered that the terminal fee and travel taxes be made free for the OFWs in accordance with PD 1183 and RA 8042 that has been amended and became RA10022. the order has been made because of the information that he received that most of the OFWs were not being able to get their refund for the terminal fee charged on their air ticket. He also asked the airline companies that the unrefunded terminal fees be remitted to OWWA. He also directed POEA and OWWA to coordinate with CAAP and MIAA for “immediate operationalization of a mechanism for automatic exemption of OFWs in paying of travel tax and terminals.”    According to Bello, airline companies should “cease and desist from incorporating the cost of travel tax and terminal fees in the cost of their tickets issued to OFWs.” “It has come to my attention that the travel tax and terminal fees are being included in the cost of the airline tickets issued to our OFWs. While some OFWs were refunded these fees at the airport prior to their departure, most of them, however, were not refunded because of lack of awareness about this privilege or lack of time to process their claim for refund,” Bello said. “Considering that the inclusion of these travel tax and terminal fees in the cost of tickets has been a practice of airline companies for several years, we request that the travel tax and fees collected from our OFWs which were not refunded to them be remitted to the OWWA,” he added. The signing of Memorandum of  Agreement between the Airlines and the Manila International Airport Authority (MIAA)) aimed to stop collecting terminal fee from overseas Filipino workers (OFWs) that was imposed by the previous airport administration in 2015 is set on Wednesday according to MIAA General Manager Ed Monreal and the MOA will take effect starting April this year.  Monreal came up with the decision after his office worked on technical details and coordinated with international airlines in eliminating the P550 terminal fee. The signing will be attended by airlines concerned, Overseas Workers Welfare Administration, Philippine Overseas Employment Administration and other OFW advocates and some recruitment agency representatives.   This development can be counted as a victory for the OFWs and families as this sector strongly opposed terminal fee integration since the very beginning of its implementation.   In Feb. 2015, former MIAA chief Angel Honrado imposed the inclusion of the P550 terminal fee in the airline tickets purchased online and outside the country.  OFWs were told to refund the amount at the Land Bank of the Philippines counter located at the departure area before boarding instead of exempting them from paying it. Since the integration of the airport’s terminal fee from OFWs air ticket, over P1.5 billion have been unclaimed by OFWs and remained in the general fund of the NAIA.

KUWAIT HSW, INJURED AS SHE TRIED TO ESCAPE ABUSIVE EMPLOYER



An attempt to escape her abusive employer has endangered the life of a Filipina domestic helper after she got injured after she jumped from the 6th floor of her employers residence in Kuwait.  A report of Kuwait times said that the HSW has been found to be using a fake passport  provided by the recruiter where she applied for work in Kuwait. The real identity of the HSW  who claims that she is only 17 years old and her real name is Malaiha Omar  and not a 24-year old Rahima Omar that appears to her passport.   Omar, was allegedly caught stealing from her employer and she admitted that she did it during the interview. But she claims that her employer had been  treating her harshly ever since she came in Kuwait to work for them last August 2016. She narrated that they whipped her with a belt, shout at her and hit her in the face for even a petty mistake. She doesn't have much problem with it until her employer discovered that she has stolen An amount of KD110.  At the hospital, she narrated how she  ended up jumping off at the 6th floor of the building that caused her an injured left eye and a fractured leg. Omar said that she is really 17 years old and  she is from  a village in Datu Uddin Sinsuat, Cotabato “My male employer was asking about [his] missing pants, ” he narrated. “Out of fear, I said I don’t know, but I knew where the pants are. I was just too scared to tell him because I don’t want to be whipped again. I accidentally burned the pants while I was ironing them. So, he inspected my cabinet and found the damaged pants inside. There, he also found the money ...When they said that they are calling [a] police, I was terribly scared,” she said.  "I don’t know what to do because I don’t want to be arrested, so I jumped from the sixth floor," she added.     Omar’s recruitment agency told the Philippine Embassy that she would not file a lawsuit against her employers.  “I went to the hospital to check her condition and see how we could be of help whether the agency is helping or not. According to the recruitment agency personnel I spoke with, the young girl will not be filing complaints against her sponsor because she said it was her fault,” an embassy representative said. However, Omar is not pardoned as she will face attempted suicide charges filed by the local police. However, Omar's claim that the recruitment agency provided the fake passport she used to have a job in Kuwait and cheated on her identity and age is so alarming. "The recruitment agency should be suspended and banned, and should be subjected for investigation, at least," says a Filcom leader in Kuwait. Given her age of 17, she is not capable enough to handle such stressful situations and the recruitment  agency who sent her has to be blamed. After all, it is illegal to accept an underage applicant and worst, deploy them abroad using a falsified passport. NUMBER OF CANCELLED AND DELAYED FLIGHTS EXPECTED TO RISE ON MARCH

The Civil Aviation Authority of the Philippines (CAAP) has suspended the operation of the Surigao City airport after Friday's 6.7 magnitude earthquake damaged their runway.  CAAP said repair and rehabilitation of the damaged runway is estimated to last for a month. Though they are not quite sure if it will be operational by March 10.  The quake partially damaged the concrete 1700 meter runway 18/36 of the Surigao airport, according to Evangeline Daba ,CAAP Area Center XII manager They added that there may also be a need to conduct aerial survey to assess the damage.  Palexpress and Cebu Pacific operate daily flights to the said airport from Manila. Surigao flights will be diverted to Butuan Airport during the rehabilitation.       However, it is not only the flights to and from Surigao will have a problem but all flights including NAIA.  The Civil Authority of the Philippines (CAAP) on Monday announced the temporary shut down of one of the three major radars, the Tagaytay radar  will undergo maintenance and upgrade on March 6-11, and this will result to reduced flights during that period. Tagaytay radar is among the radars used by the Ninoy Aquino International Airport (NAIA).   CAAP said the number of flights per hour will be reduced during these period. Passengers are advised to coordinate with airlines their flight schedules.  The airlines were given until this week to finalize their slots for March 6-11. Meanwhile, two radars will remain operational during the maintenance and upgrading of Tagaytay radar. The upgrading will also include the radar in a new system called the Communications, Navigation, Surveillance / Air Traffic Management (CNS/ATM). The upgrade of the Tagaytay Radar system is said to make the air traffic flow better and more efficient. China's plans to hire Filipino household workers to their five major cities including Beijing and Shanghai, was reported at a local newspaper Philippine Star. it could be a big break for the household workers who are trying their luck in finding greener pastures by working overseas  China is offering up to P100,000  a month, or about HK$15,000. The existing minimum allowable wage for a foreign domestic helper in Hong Kong is  around HK$4,310 per month.  Dominador Say, undersecretary of the Department of Labor and Employment (DOLE), said that talks are underway with Chinese embassy officials on this possibility. China’s five major cities, including Beijing, Shanghai and Xiamen will soon be the haven for Filipino domestic workers who are seeking higher income.  DOLE is expected to have further negotiations on the launch date with a delegation from China in September.   according to Usec Say, Chinese employers favor Filipino domestic workers for their English proficiency, which allows them to teach their employers’ children.    Chinese embassy officials also mentioned that improving ties with the leadership of President Rodrigo Duterte has paved the way for the new policy to materialize.  There is presently a strict work visa system for foreign workers who want to enter mainland China. But according Usec. Say, China is serious about the proposal. President Rodrigo Duterte signed the Executive Order 26 with the citizens health in mind. Presidential Spokesperson Ernesto Abella said the executive order is a milestone where the government prioritize public health protection.    The smoking ban includes smoking in places such as  schools, universities and colleges, playgrounds, restaurants and food preparation areas, basketball courts, stairwells, health centers, clinics, public and private hospitals, hotels, malls, elevators, taxis, buses, public utility jeepneys, ships, tricycles, trains, airplanes, and  gas stations which are prone to combustion. The Department of Health  urges all the establishments to post "no smoking" signs in compliance with the new executive order. They also appeal to the public to report any violation against the nationwide ban on smoking in public places.
