"When implemented, MNP can help promote consumer welfare by fostering the freedom to choose and to respond to quality, price and other relevant considerations without the consumers having to change their mobile numbers whenever they change mobile service providers or subscription plans," pahayag ng Globe Telecom.

"This is the best time to be with Globe. There are so many reasons for our customers to stay and excited for those who will join us in the Globe family," ang naging pahayag ni Globe Chief Commercial Officer Issa Guevarra-Cabreira.

"MNP is a game-changer, and Smart is best-positioned to champion this initiative and support the government's call for world-class services for all Filipinos," pahayag ni Alfredo Panlilio, PLDT Inc. at Smart Communications President and CEO.

  • Switching providers (porting out and porting in) will be free for users
  • It will only take 48 hours to transfer telcos with about 4 hours downtime before the transfer takes effect
  • Service is available for both prepaid and postpaid subscribers provided that the lock-in period for postpaid users has expired and that all liabilities are settled
  • There is no limit to switching back and forth to and from any telco providers
  • After completing a telco switch, there will be a 60-day period before a subscriber can request another transfer
  • By default, consumers won't be able to tell what telco provider the other party is using
  • The switching process will start with a text message before a SIM card will be made available for pickup (subject to improvements)
  • Users need an active SIM and the requestor is the assignee of the mobile number to be ported
  • Users should have no existing court prohibitions
  • Users should have no pending transfer of ownership

DUTERTE: "I WILL OPEN MEDIA, ENERGY AND TELECOMMUNICATIONS SECTORS TO FOREIGN PLAYERS."

Communications is a vital necessity for the Filipinos nowadays especially for the OFWs and their families.
OFW and families rely on the internet to communicate with their loved ones back home.
But  the high  cost of  of telephone and internet subscription in the Philippines doesn't seem to match the  quality of services the Filipino people get. The Philippines has a reputation of being one of the slowest internet service in Asia. The internet service in the country is only faster than war thorn Afghanistan.

The President addressed the problem even during his campaign and even allocated the budget from his state visit to China to improve the internet speed in the Philippines as well as solve energy problems.

After attending the Asia Pacific Economic Cooperation (APEC) Summit, President Rodrigo Duterte said that  he wants to open media, communications and energy sectors in the Philippines to foreign players to improve the quality of service.
"My decision now, this moment, is bubuksan ko ang Pilipinas," Duterte said upon arriving at the Davao City International Airport. The President clarifies that he doesn't want  a quarrel with the local business magnates and he will take his statements back if the local telecommunication companies will dive their prices down.

Duterte said opening up communications, the airwaves, and the entire energy sector would enable the country to move faster for the  benefit of the poor.
The President said that: “It’s about time that we share the money of the entire country and to move faster, make competition open to all.”
Also, the president said regulatory requirements and institutional arrangements are being studied to hasten the entry of new players in the energy sector amid corruption allegations in the Energy Regulatory Commission.
The president warned telecom owners in the country to shape up or face foreign competition. In May, after winning the elections, Duterte also issued the same warning to power industry players.

“The Philippines acknowledges the significant role of more vibrant telecommunication and power industries to be able to participate in the global market with a competitive edge.
President Duterte stated.

CONGRESS APPROVES NEW TELCO PLAYER IN THE PHILIPPINES

When we talk about telecommunication companies, two things comes first to our mind, Smart (PLDT) and Globe telecom, the two telecommunication giants in the country.

But not anymore a few years from now. It is because Congress has already approved the application of this new potential telco in the Philippines.

The name? - Avocado Broadband Telecoms. In the moment of writing, the company and people behind this telcos are not yet known. They don't have a website and so far, records about the company are not available.

But their franchise was deemed approved after Republic Act No. 10895 was not immediately acted upon by the Office of the President and lapsed on June 30, 2016.

According to the website of www.senate.gov.ph, the law originated as House Bill No. 5844 and was filed on November 2, 2015.

It was passed by the House of the Representative on October 9, 2015, amended by the Senate on February 1, 2016, and which amendment was concurred in by the House of Representatives on May 23, 2016.

On June 16 this year, the bill was submitted to the Office of the President and eventually lapsed into a law on June 30, 2016.

Republic Act 10895 is also known as "An Act Granting The Avocado Broadband Telecoms, Inc. A Franchise to Construct, Install, Establish, Operate, and Maintain Telecommunication Systems Throughout the Philippines."

In some news report, a certain Val Antonio Suarez is a Director and Corporate Secretary of the telecoms company since 2015.

Atty. Suarez was also the President and CEO of the Phil. Stock Exchange from June 2010 to December of the same year.

So far that's the only information regarding the Avocado Broadband Telecoms.

Will Avocado be the third telecom player to give Smart and Globe some competition? Let's wait and see.
