Duterte's Promise, FREE TUITION to 112 Universities and Colleges

Free tuition in state colleges and universities across the country is now a law. 

This is after President Rodrigo Duterte signed the Universal Access to Quality Tertiary Education Act granting free tuition in SUCs.

It means millions of students will get free education in SUCs and vocational schools nationwide starting next year.

According to CNN report, Duterte signed the bill last night, August 3 after carefully studying the pros and cons of the free education bill.

The President believes that giving free tuition to SUC will give long term benefits compare to short term problem the government is facing right now regarding the budget allocation.


Accordingly, it's in the hands of the Congress now how to allocate funds for free education law since Malacanang has already submitted their proposal for 2018 National Budget for deliberation.

Under the law, the full tuition subsidy will be given to students of State Universities and Colleges (SUCs), local universities and colleges, and state-run technical-vocational schools.

The good news is announced Friday morning, August 4 by Deputy Executive Secretary Menardo Guevarra.

Earlier, Budget Secretary Benjamin Diokno said, the government may not be able to shoulder the cost of granting free tuition in SUCs because the government may have to shell out P100 billion annually if the bill passes into law.

Aside from this, the Commission on Higher Education announced that it would be offering cash grants for medical students in public medical schools.

Under the 2017 budget, P8 billion was allotted for free tuition for SUCs for the school year 2017-2018 but in 2018 National Budget, it was reported that free tuition has no budget allocation.

Meanwhile, the University of the Philippines (UP) president Danilo Concepcion has issued a memorandum on Tuesday which provides that no tuition and other school fees shall be collected from Filipino undergraduate students throughout its system.
It is stated that the UP decided to begin the implementation immediately within the current school year.

It further stated that an existing tuition subsidy from the Commission on Higher Education (CHED) will be utilized while miscellaneous fees will be covered by each constituent university’s own funds.

The UP System is composed of eight constituent universities namely: Diliman, Baguio, Los Banos, Manila, Mindanao, the Visayas, Cebu, and Open University.


The new law which signed by President Rodrigo Duterte last week will take effect in next school year but UP decide to implement it right away for the benefit of their students.

It's Free! State College and State Universities Tuition This Year!

Around 1.8 million college student can benefit the free tuition that will start this year.

To be exact, a total of P7.789 billion was allocated to the SUCs for the implementation of Free Tuition Act of 2017.

With this Commission on Higher Education (CHED) release the guidelines for the beneficiaries according to student prioritization.

According to CHED Chairman Patricia Licuanan the following are the priorities in the implementation of the Free Tuition Program;

1. Graduating students of SUCs.

2. Non-graduating students who belong to a household that is or was a beneficiary of 4Ps.

3. Non-graduating students who were never part of a household that is or was a beneficiary of 4Ps but still included in the Listahanan of DSWD.

4. Non-graduating students ranked according to their per capita household income based on submitted documentation(s) for proof of income.

Here is the guidelines of CHED and DBM regarding free tuition in the SUCs for this 2017.

Licuanan further explains that free tuition is different from free education and in SUCs they will implement the free tuition only which comprise the 1/3 of the total amount of all college fees.

The CHED and the Department of Budget and Management (DBM) have already released the guidelines on the grants of free tuition to students in SUCs.

Based on the breakdown of allocation, the Cebu Technological University will have the highest budget ceiling at P379.192 million followed by the University of the Philippines System with P367.872 million.


Other universities that will have more than P200 million budget ceiling include the Bukidnon State University (P285 million), Mindanao University of Science and Technology (P261 million), Cavite State University (P238 million), Batangas State University (P236 million) and the Polytechnic University of the Philippines (P204 million).

List of 112 State Universities and Colleges That Will Offer Free Tuition Fees

Students with difficulty finishing their studies have a chance now to continue pursuing their dreams after Senate passed a bill that will guarantee a full tuition subsidy for students in state universities and colleges (SUCs).

The Senate Bill 1304 or the Free Higher Education for All Act seeks to institutionalize a tuition-free policy in the country's 112 SUCs was passed on Senate last March 13 with 18 affirmative votes.

It is sponsored by Senator Paolo Benigno Aquino IV who said, that the passage of Affordable Higher Education for All Act is a clear message from the Senate to every Filipino that they prioritize education, that they choose to invest, first and foremost, in students, children in the next generation.

Under the bill, CHED is being mandated to manage and administer an SUC Tuition Subsidy Fund that will be made available to SUCs that will comply with requirements set by the law.

Who is qualified for the full tuition subsidy?

• Filipino students currently enrolled or will enroll in SUCs can get the full tuition subsidy upon meeting the admission requirements of the state university or college.

• For students "with the financial capacity to pay for their education in the SUC," the Senate bill mandates the state university or college to create a mechanism that will enable these students to "opt out of the tuition subsidy or to make a donation to the school."

• The bill also specified which students are not eligible to avail the subsidy: those who already attained a bachelor's degree or any equivalent degree in any HEI, and those who have been "dishonorably discharged from any HEI… for any reason other than financial difficulty in paying tuition and other fees."

FREE TUITION IN STATE UNIVERSITIES AND COLLEGES, TO START NEXT YEAR

Good news for all students who wants to pursue their studies in college in spite of lacking in resources.

There is P8.3 billion fund granted to the Commission on Higher Education (CHED) so that tuition in undergraduate programs of all state universities and colleges in the Philippines will soon be free.

This will start next year.

The fund is part of P3.35 trillion 2017 budget which was ratified by the Congress.

"The intention is all state universities and colleges would no longer charge undergraduate tuition so that P8 billion is supposed to cover undergraduate tuition in all state universities and colleges," said CHED Chairperson Patricia Licuanan.

Included in the CHED allocation is P5.8 billion for the continued implementation of students financial assistance programs such as the PAMANA Study Grant Program, Iskolar ng Bayan, Tulong-Dunong Program and scholarship grants for children of sugarcane workers and other small farmers.

Another P4.6 billion for the continued implementation of the K to 12 programs and P763 million for the Philippine-California Advanced Research Institutes Project.

She also noted that eventually, they hope to come up with a formula that would prioritize the needy.

"That would be our initial preference, to kind of calibrate it in a way that those who need it more will get more," she said.

"Free tuition will help tremendously. It will free I guess resources of families and students for the other costs... because there are other costs to getting a college education," she added.

Licuanan added that SUCs and universities can still charge for other fees and graduate school tuition.
