Senator Bam Aquino: If A Student Failed A Subject, He Cannot Avail Of The Free Tuition



A free tuition law granting free college education in 2018 will not cover students with failing grades, according to Senator Bam Aquino, author of the law said Sunday. He clarified however that after the student passed the subjects, he can qualify again of the free tuition. Watch the video below.

Now that President Rodrigo Duterte signed a bill granting free tuition and other fees for students in state universities and colleges (SUCs), as well as local universities and colleges (LUCs) and technical-vocational institutions (TVIs), full implementation of the law is expected next year.

Public hails Duterte's move to sign the bill that will ease the financial burden of the parents with students currently enrolled in college.

Having a college student is not a joke because education in the Philippines is not cheap. With Free Tuition Law, millions of student can go to college or earn a degree for free through government schools nationwide.

WHO ARE QUALIFIED OF ENTITLED OF FREE TUITION?

The following are eligible for free tuition and other school fees under the Republic Act 10931 or the “Universal Access to Quality Tertiary Education Act":

  • Students in SUCs and LUCs provided that they passed the entrance examination and other admission and retention requirements
  • Students in state-run technical-vocational institutions (TVIs) under the Technical Education and Skills Development Authority (TESDA). TVIs provide non-degree programs aimed at preparing technicians, paraprofessionals and other categories of middle-level workers.

WHO ARE NOT QUALIFIED OR NOT ELIGIBLE?


1. In SUCs and LUCs:

  • Students who have already attained a bachelor’s degree or comparable undergraduate degree from any higher education institution whether public or private.
  • Students who fail to comply with the admission and retention policies of the SUC or LUC.
  • Students who fail to complete their bachelor’s degree or comparable undergraduate degree within a year after the period prescribed in their program.


2. In state-run TVIs:

  • Students who have obtained a bachelor’s degree as well as those who have received a certificate or diploma for a technical-vocational course equivalent to at least National Certificate III and above.
  • Students who fail in any course enrolled in during the course of the program. 


The law states that students ineligible of the free tertiary education shall be charged the tuition and other school fees, as determined by the respective boards of the SUCs and LUCs, and in the case of state-run TVIs, to be determined by the TESDA.

How about students who are enrolled in privates Higher Education Institutions (HEIs)?

Under Section 7 of the law, it states that tertiary education subsidy shall be established for Filipino students enrolled or who shall enroll in undergraduate post-secondary programs of SUCs, LUCs, private higher education institutions, and private and state-run technical-vocational institutions.

The tertiary education subsidy may cover the following:


  • Tuition and other school fees in private HEIs and private or LGU-operated TVIs which shall be equivalent to the tuition and other school fees of the nearest SUC or state-run TVI in their respective areas.
  • Allowance for books, supplies, transportation and miscellaneous personal expenses, including a reasonable allowance for documented rental or purchase of a personal computer or laptop and other education-related expenses.
  • Allowance for room and board costs incurred by the student
  • Allowance for expenses related to the disability of a disabled student.
  • The one-time cost of obtaining the first professional credentials or qualifications.
WHAT IS STUDENT LOAN PROGRAM?

The law mandates creation of a student loan program for tertiary education.The amount necessary to fund the program shall be included in the budget of CHED and TESDA.


  • Those who availed of the loan for their undergraduate degrees may still avail of another cycle of student loan for their pursuit of graduate studies, including medicine and law only after they have fully paid the previously availed loan.
  • Those who did not avail of the loan program for their undergraduate studies may avail of it to pursue graduate studies, including medicine and law.
  • Those who did not avail of the loan for their undergraduate studies may avail of the loan program for their review expenses for licensure examinations administered by the Professional Regulation Commission.

HOW TO REPAY STUDENT LOAN PROGRAM?

Repayment of the loan amount or a percentage thereof will be incorporated in the person’s monthly Social Security System (SSS) or Government Service Insurance System (GSIS) contribution.

The schedule of the repayment and the interest rates shall be formulated by the UniFAST Board.

Payment of the loan amount shall begin “once the beneficiary secures any gainful employment with compensation, remuneration or earnings that reach the Compulsory Repayment Threshold.

Additional 2.8 Million Indigent Senior Citizens to Received Monthly Stipend from DSWD


Indigent senior citizen will be having a good news this year.  It is because the Department of Social Welfare and Development (DSWD) is planning to provide a monthly stipend to 2.8 million indigent senior citizens this 2017.

It is because the Department of Social Welfare and Development (DSWD) is planning to provide a monthly stipend to 2.8 million indigent senior citizens this 2017.



Target beneficiaries are those who are age 60 years old and above who are frail, sickly or with a disability; with no regular income or support from family and relatives, and without a pension from private or government institutions.

The 2.8 million figure is more than double from the 1.3 million target beneficiaries last year in Social Pension for Indigent Senior Citizens (SPISC) Program.



The program has already an approved budget fund worth P17.94 billion this 2017, much bigger compared to P8.71 billion in 2016.

The objective of SPISC program is to grant poor senior citizens P500 to augment their daily subsistence, including their medical needs and aims to improve the living condition of eligible indigent senior citizens and to protect them from neglect and deprivation. 




DSWD is the implementing agency of the program through its 17 field offices, in partnership with local government units and with Office of the Senior Citizens Affairs.

As of January 31 this year, a total of 1,331,747 senior citizens, of the target 1,375,970 beneficiaries for 2016, were able to receive their social pension.

The conduct of payout is still ongoing for the remaining 44,223 beneficiaries.

P600 monthly rice allowance for 4Ps, to be out next month

Members of Conditional Cash Transfer (CCT) or the Pantawid Pamilyang Pilipino Program (4Ps) will have another reason to rejoice this coming March.  It is because they will be receiving the first tranche of monthly rice subsidy earlier promised by President Rodrigo Duterte.

It is because they will be receiving the first tranche of monthly rice subsidy earlier promised by President Rodrigo Duterte.



A P600 pesos per month grant will be given to 4Ps beneficiaries if they will meet the condition set by the program.

The P600 pesos cash grant will be equivalent to 18-20 kilos of rice base on the current pricing of NFA rice.




The rice subsidy is additional help for 4Ps that are already receiving cash grants from the government.



1. The Health Grant - P500 per household every month or a total of P6,000 every year



2. The Educational Grant - P300 per child every month for ten months or a total of P3,000 every year (a household may register a maximum of three children for the program)

For a household with three children, a household may receive P1,400 every month, or a total of P15,000 every year for five years, from the two types of cash grants given to them.


According to 4Ps National Program Manager Leonardo Reynoso, this rice subsidy will be distributed every two months, along with the usual cash benefits.

Reynoso explained that cash grants for January and February will be given this March.

This 2017, the Department of Social Welfare and Development (DSWD) is targeting 4.4 million families under the program.

For 2017, DSWD is eyeing 4.4 million households under the program and as of January 31, there are 4, 387,371 actively enrolled households.

Reynoso reminded the 4Ps beneficiaries that inorder to get their benefits, they should, conditions should be met;

  • Pregnant women must avail pre- and post-natal care, and be attended during childbirth by a trained professional;

  • Parents or guardians must attend the family development sessions, which include topics on responsible parenting, health, and nutrition;

  • Children aged 0-5 must receive regular preventive health check-ups and vaccines;

  • Children aged 6-14 must receive deworming pills twice a year; and
  • Children-beneficiaries aged 3-18 must enroll in school, and maintain an attendance of at least 85% of class days every month.
