Ano ang Lifeline Rate Subsidy Program at Paano maka-avail ng discount para sa iyong electric bill?










MANILA Philippines — KASABAY ng pagtaas ng presyo ng mga bilihin, tumataas din ang singil sa tubig at kuryente. Pero alam mo ba na may programa ang gobyerno na Lifeline Rate alinsunod sa Republic Act No. 11552 o An Act Extending and Enhancing the Implementation of the Lifeline Rate, Amending for the Purpose, Section 73 of Republic Act No. 9136 , o mas kilala sa tawag na, "Electric Power Industry Reform Act of 2001 as Amended by Republic Act No. 10150.

Pero ano nga ba ang Lifeline Rate Subsidy Program?

Ang Lifeline Rate ay subsidized rate o diskwento na ibibigay ng gobyerno sa mga kwalipikadong consumer.

Sino ang pwedeng maka-avail ng Lifeline Rate?
  1. Mga miyembro o kabilang sa 4Ps o Pantawid Pamilyang Pilipino Program

  2. Mga marginalized end-user na napabilang sa poverty threshhold ayon sa batayan ng Philippine Statistics Authority o PSA.
Kailangan din na:
  • Nakapangalan sa aplikante ang metro;

  • Ang aplikante ay miyembro ng pamilya at nakatira sa bahay na sakop ng kooperatiba, magbigay lamang ng kopya ng government issued ID o Barangay Certificate;

  • Ang aplikante ay nangungupahan, at ang nakapangalan sa metro ay ang may-ari ng paupahan o ang dating nangungupahan, magbigay lamang ng kopya ng government issued ID o Barangay Certificate

  • Ang bahay ay inuupahan ng beneficiary ng 4Ps Act o miyembro ng pamilya ng benipisyaryo, magbigay lamang ng kopya ng government issued ID o Barangay Certificate.

Ang mga eligible consumer ay maaaring maka-avail ng 20% hanggang 100% discount sa kanilang electric bill, depende sa kanilang konsumo. 

Ang mga may konsumo na 1 -20 kWh ay makaka-avail ng 100% discount; 21 hanggang 50 kwH - 50% discount; 51 hanggang 70 kWh - 35%; at ang mga may konsumong 71 - 100 kWh ay makaka-avail naman ng 20% subsidy.

Pero naka-depende pa rin ito sa inaprobahang diskwentong ng mga distribution utilities o electric cooperatives sa inyong lugar.

Ano ang mga requirements?

1. Kung ikaw ay kabilang sa 4Ps:
  • Application form

  • Pinaka-huling electric bill

  • Valid ID na may pirma at address
2. Kung ikaw naman ay kasama sa marginalized end-user na hindi kabilang sa 4Ps beneficiaries ngunit ang income ay nakapaloob sa povery treshold:

  • Certification mula sa Social Welfare and Development Office na inisyu sa loob ng nakaraang anim na buwan

  • Application form

  • Pinaka-bagong electric bill

  • Valid ID na may pirma at address

3. Kwalipikadong marginalized end-user na hindi miyembro ng 4Ps at nais mag-renew ng Lifeline Rate:
  • Certification mula sa Social Welfare and Development Office na inisyu sa loob ng nakaraang anim na buwan

  • Pinakabagong electric bill

  • Valid ID na may pirma at address

  • Previous Certification of Lifeline Coverage mula sa iyong electic cooperative

Sino ang Disqualified o hindi kasama sa Lifelife Rate Subsidy Program?

1. Marginalized end-user na:

  • Nakatira sa condominium o subdivision projects, maliban na lamang sa mga condominium at subdivision na kabilang sa proyekto ng gobyerno.

  • Mga nag-aavail ng net metering services maliban sa mga marginalized end-user na qualified sa Sec. 15 ng Net Metering Rules.
2. Mga hindi kwalipikado ngunit ang konsumo ay nasa o mas mababa sa consumption treshold na aprobado ng ERC.

3. Mga Member-Consumer-Owner o MCOs na lumabag sa RA. No. 7832 at Theft of Electric Transmission Lines/Materials Act of 1994.

Ngayong Agosto na ang simula ng implementasyon ng programa ngunit ang makikinabang lamang nito ay ang mga nakapag-apply sa programa.

As a move to urge Filipinos and foreign businessmen to engage in doing business in the country, President Rodrigo Duterte signed the Ease of Doing Business and Efficient Government Service Delivery Act into law in May 2018. This new law sets a deadline for the government to quickly act on business applications, about three to five days for simple processes and seven to 10 days for complex ones. Even before the effectivity of this new law, the government had already been doing its part to make business registration for prospective entrepreneurs easier by making some application processes online.   As a move to urge Filipinos and foreign businessmen to engage in doing business in the country, President Rodrigo Duterte signed the Ease of Doing Business and Efficient Government Service Delivery Act into law in May 2018. This new law sets a deadline for the government to quickly act on business applications, about three to five days for simple processes and seven to 10 days for complex ones. Even before the effectivity of this new law, the government had already been doing its part to make business registration for prospective entrepreneurs easier by making some application processes online. The Philippine Business Registry (PBR), DTI’s business name registration system, has been made more accessible for single business owners since 2012.    A prospective entrepreneur is not anymore required to visit DTI offices to secure a Certificate of Business Registration. With the PBR website, the certificate can even be printed in the comfort of their own home.     Here are the steps you have to take to secure that certificate.    Check the availability of a business name  Before starting the registration process, it helps to check if the business name you have in mind is still available to use. At the PBR, one can easily type in the prospective business name and it will check the database if there are enterprises already using that trade name.    A word of advice: don’t just try to check the business name you are aiming for once. Try to modify your search to save time later on. For example, if you are thinking of putting up a business called “Juan dela Cruz Services,” modify your search and break down every part of the business name from just “Juan dela” to “Cruz Services.” Some business names just differ in spacing or spelling.    The DTI also reminds applicants to ensure that the business name isn’t similar to an existing trade name or trademark, such as “Anne Dok’s Lechon,” “Jolibee” and "Starbax Café.” On the other hand, names that are too generic, such as “The Coffee Shop” for your café, aren’t permissible, too.    Business owners also can’t use the abbreviation of a government agency or international organization.    Business name registration  Once you’ve verified that your prospective business name is still available for use, you can proceed to the business name application.    Once in the page, you will be required to choose the geographic scope of the enterprise: national, regional, city or town, and barangay. If you are keen on operating a business that will reach clients in different parts of the country—for example, an online shop—then it’s best to register your scope as nationwide. The fees will vary depending on the scope, ranging from Php200 to Php2,000.    Afterward, the business owner’s personal info will be required. The Social Security System (SSS) has announced the new batch of loan condonation program or the loan restructuring program (LRP) whereas the members with delinquent status in paying their previous loan in a period of more than 6 months will be allowed to settle their accounts without paying any penalty. Overseas Filipino workers (OFWs) in the United Arab Emirates (UAE)who currently has current unpaid loans are urged to apply for the LRP until October 1. SEN. GRACE POE PUSHING FOR "JUNIOR CITIZENS" BILL

The 20% discount awarded to our senior citizens are proven useful for them by providing them discounts and other privileges they may help them to enjoy their life as they get older. But this is only for seniors. Now how about the juniors?   A bill seeking a 20-percent discount and value added tax exemptions for poor children aged 12 and below was filed by Senator Grace Poe. Poe's proposal came as President Rodrigo Duterte seeks additional revenue sources to offset a planned reduction in income taxes to provide help for those in the middle class and the poor. This bill once approved will give poor families with children 12 and below a helping hand.  “This proposed legislation would surely help every poor Filipino family’s financial constraints, raise their level of living and improve their quality of life,” Poe said.     It is called as the Senate Bill 1295 or the Junior Citizens Act of 2017. Under this bill, "junior citizens," whose family's annual income doesn't exceed P250,000, will enjoy a 20-percent discount and VAT exemption on medicine, vaccines and essential medical supplies, accessories and equipment. The same discounts will apply on movie, concert and amusement park tickets and on funeral and burial services, according to a statement from the lady senator's office . This bill, if fully implemented, may lessen the financial burden among families belonging to the poorest of the poor up to the families which are considered as middle class.
