Tristan, an OFW based in DUBAI detailed about the new developments while renewing his passport in Dubai, United Arab Emirates. He has this to say:
"Today I went to the Philippine Consulate here in Dubai to renew my expiring passport. Knowing how dreadful and long this day could be, I decided to bring some of my favorite magazines to accompany me along with a big bottle of water and some sweets.
The last time I renewed my passport here in Dubai was almost a nightmare. It's not only because it took me the whole day to complete the processing but also because of the mean and rude government satff. Nakakaawa yung ibang OFW na para bang utang na loob sa gobyerno ang kumuha ng bagong pasaporte.
But what happened today was a totally different scenario. Believe me or not, it only took me 30 minutes to complete the processing. And the staff and crew were very helpful, kind and efficient. Hindi ko na nga nabasa o nabuklat man lang ang mga dala-dala kong babasahin.
Many of Filipino people today will not see and feel this gradual change, well at least not for now. Lalo na yung mga Pilipino na hindi umaalis ng kanilang mala-palasyong bahay o yung mga hindi bumababa sa kanilang magagarang sasakyan. Pero kaming mga sinasabi na nasa laylayan, lalo na ang mga OFW na gaya ko ay ramdam ang mistulang pagbabago sa ihip ng hangin - unti unti na kaming minamahal at binibigyan ng respeto at ng halaga ng ating gobyerno.
Mga ma'am and sir, may mga magaganda pong nangyayari sa'ting bansa. Naway 'wag po tayo palaging maging alipin ng mga mali at malisyosong pinapahayag ng media. Meron din pong mga magagandang balita na gaya neto."

According to the DFA PUBLIC ADVISORY, there is no need for OFWs and SEAFARERS TO SCHEDULE AN APPOINTMENT FOR PASSPORT APPLICATION AT DFA NCR CENTRAL (ROBINSONS GALLERIA) The Department of Foreign Affairs (DFA) wishes to remind the public that Filipinos who are currently employed overseas (land-based OFWs) and seaman's or those working as seafarers DO NOT NEED TO SECURE an ONLINE APPOINTMENT in order to process their passport application. Land-based OFWs and seafarers must file their passport application within 12 months of their arrical in the Philippines.
What are the REQUIREMENTS?

Last August 15, Filipino's had a glimpse of the new "high security passport", and is now available to all especially to those who wished to work or travel abroad, according to Malacanang.
Presidential Communications Secretary Martin Andanar announces the printing of new passports starting August 15. The new passports have an improved design that features the regions of the country and an upgraded microchip security feature to capture the personal data of the applicant, invisible UV fluorescent ink and thread, and elaborate design when subject to UV light.
The APO Production Unit is tasked to produce the Philippine passports, and is a government owned and controlled corporation under the Presidential Communications Office.
The new passport that contains "intaglio printing" most commonly used in printing money or currency so it will not be faked and the "printing of the coat of arms using optical variable illusion ink where color varies at different angle” can now be claimed by applicants for only 5 days.
Each passport is also added with security features like a microchip that contains personal data of the applicant or the passport holder, with an invisible UV fluorescent ink and thread and an elaborate design when placed in UV light. advertisement
Presidential Communication Officer, Secretary Martin Andanar assured that there will be no more problems or delays in printing the passports.
“The new APO printing system increases the production speed of the new passports to 35%, this means the new passport printing system results to delivery of passports from press to the Department of Foreign Affairs (DFA) to an average of 5 days compared to 7-14 days previously”.
On the other news, the DFA branch at Ortigas, Robinson's Galleria will be converted to an OFW Branch starting October 2016. OFWs can process their passport renewal for 30 minutes to one day, according to reports and will be more faster once the branch is fully converted to cater solely for OFW services.
In one of the satellite offices of the Dept of Foreign Affairs or DFA, you can now process your passport renewal if you are an OFW or overseas Filipino workers, IN ONE DAY. Is it TRUE?
In DFA at Robinson's Galleria in Pasig, right in front of the POEA Building, if you arrive between 8AM to 12Noon, you can be assured that your passport will be released the same day according to DFA. But we cannot verify if this is true as of the moment since many OFWs who went home for vacation especially this December 2016 were dismayed because they were not able to renew their passport and get it in one day. According to some who processed their passport, this can be availed by the first 100 person/OFW/Senior Citizen/PWD to renew during the day.

Confirmed appointment is required for all applicants except senior citizens, infants and minors below 1 year old and OFWs. For OFWs, sufficient proof must be submitted such as a valid employment contract or OEC.
Earrings and contact lenses are not allowed during data capturing. Smiling with visible teeth is also not allowed.
Check all the data in the computer monitor and in the Enrolment Certificate before signing it.
Only immediate family members are allowed to get the passport in behalf of the applicant. Immediate family members include father, mother, brother, sister, spouse and children of legal age.
Passport shall be released to an immediate family member only with proper authorization letter. Passport of a minor applicant shall be released to parents only or to an authorized representative with Special Power of Attorney and Affidavit of Support and Consent.
Passports unclaimed after six (6) months will be cancelled per Department Order No. 37-03.

Number of processing days may vary depending on the location of the Regional Consular Office where the application was filed.
The Department may require additional supporting documents as may be necessary, especially for applicants with dual citizenship and with foreign-sounding family names to prove citizenship.
Apply for your passport early, prepare requirements before the appointment date, non-OFW and Metro Manila-based applicants should secure an appointment when applying for a passport, those in provinces can apply at the nearest Regional Consular Office or during Mobile Passport Service (MPS), OFWs can apply at the Passport Extension Office located at POEA in Ortigas, do not deal with fixers, avail of the passport delivery service & take good care of your passport. Biometric registration is now a must for all expatriates in Saudi Arabia, this includes dependents and children above 6 years old. The new directive however warns that government services could be stopped in case an expat has not registered his biometric. Biometric is usually taken in the immigration at the airport.
