Starting September 11, 2018, the implementation of Saudization to 12 different jobs in Saudi Arabia will come into effect. Home and office furniture and household utensils Implementation of the Saudization program to the above mention sector will take effect on September 11, 2018, as the first phase. Confectionary shops  Saudization of these 12 jobs was first announced in January base on a decree from Minister of Labor and Social Development that limit work in these fields to Saudi men and women in the start of New Hijri Year. Saudization aims to empower men and women citizens of the Kingdom through employment opportunities and boosting their participation in the private sector.

The Kingdom of Saudi Arabia wants to open more job opportunities for its local citizen with an aim to cut down unemployment and create more jobs for their qualified residents. According to Shoura Council member Saeed Bin Qasim Al-Khaldi Al-Maliki, there is a need to open more job opportunities for their own nationals and lessen the expat-dependency especially in health and education sector where there are 60,000 jobs occupied by expats!  "We should not depend on these jobs on the non-Saudis forever while we have qualified Saudis who are capable of doing perfectly the jobs not only in these two sectors but in all other fields," he said.  With this, he is pushing for nationalization of educational jobs in Saudi Universities. He added, there are many Saudis with Masters and Ph.D. degrees who can take over the jobs of many foreigners.  According to Al-Maliki, there were 60,000 jobs in the sector of education and health currently occupied by foreigners. These jobs he said, is open for nationalization. Aside from this, he said that there are 41,000 non-Saudis being employed by the government and the Kingdom should not depend on expats in terms of its local employment.  Al-Maliki confirms that there are a large number of qualified Saudis who are capable of working in the health sector. This plan is a part of Saudi's Vission 2030 that seeks to reduce the overall unemployment rate from 11.6% to 7%, overhaul the education system and increase the female participation rate from 22% of the workforce to 30%. Part of this is to create 450,000 new jobs for Saudis by 2020.

Good news to all retired pensioners of Social Security System (SSS). You can now apply for affordable loans under Pension Loan Program (PLP) of SSS. The PLP was launched last September 3, 2018!  According to SSS President and Chief Executive Officer Emmanuel Dooc PLP is a response to the clamor from senior citizens who wants for a more affordable loan for their short-term needs such as emergency medical expenses. Aside from this, the program aims to end the increasing number of pensioner victimized by some financial institution that offers a loan with the high-interest rate.  Who Can Apply?  Qualified retiree pensioners that are 80 years old and below at the end of the month of the loan term Pensioners with no outstanding loan balance and benefit overpayment payable to SSS Pensioners who have no advance pension under SSS Calamity Package and have been receiving their regular monthly pensions for at least six months  How much is the loanable amount?  The minimum loan amount for qualified pensioners is twice the amount equivalent to their basic monthly pension and the additional P1,000 benefit. The maximum loanable amount is six times their basic monthly pension plus the additional P1,000 benefit, not exceeding a total of P32,000  How much is the interest rate? 10% per annum until fully paid, computed on a diminishing principal balance, which shall become part of the monthly amortization  Payment Scheme  The loan repayment term of the loanable amount will be payable in three, six, or 12 months depending on the multiple of the loan amount and will be deducted from the monthly pension of the borrower. SSS allocate P10 billion as an initial budget for the program. According to Dooc, there are 1.5 million retirees who can avail of the program starting September 3.

Filipinos Can Soon Open A Bank Account With Less Than P100

Under the framework, it will address the above-mentioned barriers and the minimum key feature of the account will include the following 1. Simplified know-your-customer (KYC) requirement 2. Opening amount of less than P100 3. No minimum maintaining balance 4. No dormancy charges 5. Maximum balance is set at P50,000  According to BSP, the feature of basic deposit account meet the need of the unbanked for low-cost, no-frills deposit account. It says that this account can be opened in the bank even if applicants don't have the standard identification documents. Under this basic bank account, Filipinos can save, borrow, invest and buy insurance policies without the burden of having to provide documentary requirements or even a minimum deposit maintaining balance.  “Ownership of an account provides Filipinos the tool to save and transact money in a safe, convenient and affordable manner,” the central bank said in a statement, explaining the new policy. “It can unlock access to a wider range of financial services to meet their various needs, including credit, insurance, and investments.”  The BSP added that banks can customize a basic deposit account product to serve wider markets and harness technological innovations to attract more clients.

BSP Targets the Unbanked with the Basic Deposit Accounts

The Monetary Board approved a new Circular setting out the framework for banks to offer a basic deposit account to promote account ownership among the unbanked.
Ownership of an account provides Filipinos the tool to save and transact money in a safe, convenient and affordable manner. It can unlock access to a wider range of financial services to meet their various needs, including credit, insurance, and investments.  However, the World Bank Global Findex (2014) estimates that only 31.3% of Filipino adults have formal accounts. The usual barriers include costs, lack of money, lack of documentary requirements, and perceived low utility of a bank account, among others. 
The basic deposit account framework addresses these observed barriers. The minimum key features of the account include simplified know-your-customer (KYC) requirements; an opening amount of less than PhP 100; no minimum maintaining balance; and no dormancy charges.  To prevent misuse of the basic deposit account, its maximum balance is set at PhP 50,000.  These features meet the need of the unbanked for a low-cost, no-frills deposit account which they can open even if they do not have the standard identification documents.
As an incentive for banks, the basic deposit account is granted a preferential 0% reserve requirement which lowers their account maintenance cost. This regulatory incentive does not apply to regular bank accounts even if their balances fall below PhP 50,000.
Banks can customize their basic deposit account product to serve wider markets and harness technological innovations in client onboarding and servicing of the account provided the necessary controls are in place and the specified minimum key features are strictly observed. 
The basic deposit account supports the implementation of the National Retail Payments System (NRPS) that aims to increase the adoption of digital payments in the country.  By having a transactional account, the previously unbanked will be able to participate in the digital finance ecosystem and benefit from electronic fund transfers for their remittance and payment needs.

The BSP expects that the basic deposit account will provide the much-needed boost in expanding formal account ownership and usage in the country, particularly among the unserved low-income markets.
