NEW DRIVERS LICENSE FEES; MOTORCYCLE LANE TO BE STRICTLY ENFORCED



One of the promises of President Rodrigo Duterte to the Filipino people is to extend the validity of  passport  and the drivers license to make the lives of the citizen easier. The lawmakers said they do not see any problems  in making these promises a reality but there will be additional fees.These promises are among  the  accomplishments of  the Duterte administration in the first 100 days alone.




As said earlier, the Filipinos can now  enjoy the extended drivers license validity of five years with the following new fees:








Meanwhile, as a solution to improve traffic conditions along the metropolis, an initiative from i-ACT (Inter-Agency Council on Traffic) to  strictly enforce the motorcycle lane policy  will n take effect beginning Monday, November 14.It will cover the motorcycle lanes along EDSA, C-5, Macapagal Ave., and Commonwealth Ave.
Prior to this, on Saturday and Sunday, i-ACT, along with members of the Motorcycle Philippines Federation (MCPF) will conduct trial runs to familiarize and orient all motorcycle riders on the policy.
MMDA General Manager Tim Orbos said that strict enforcement  of the motorcycle lane will help ease the traffic situation as well as minimize the numbers of  fatal accidents happening on the main thoroughfares involving motorcycles.
Road Crash Statistical Reports show that from January to April this year, a total of 7,033 motorcycle accidents were recorded.Out of the 265 average daily accidents in Metro Manila, 3o of which involves motorcycle riders, fatal cases recorded was 82.MMDA records in 2015 has a total of 18,668 motorcycle-related accidents, 238 resulted to deaths.
The dry run will include checking the motorcycle riders' proper gears like helmets,shoes, long pants, and the mandatory switching on of headlights even during daytime.Signal lights and side mirrors will be checked as well and flag down the motorcycles who will fail to comply.
MMDA also agreed to conduct a seminar for the safety of motorcycle riders.

China's plans to hire Filipino household workers to their five major cities including Beijing and Shanghai, was reported at a local newspaper Philippine Star. it could be a big break for the household workers who are trying their luck in finding greener pastures by working overseas  China is offering up to P100,000  a month, or about HK$15,000. President Rodrigo Duterte signed the Executive Order 26 with the citizens health in mind. Presidential Spokesperson Ernesto Abella said the executive order is a milestone where the government prioritize public health protection.    The smoking ban includes smoking in places such as  schools, universities and colleges, playgrounds, restaurants and food preparation areas, basketball courts, stairwells, health centers, clinics, public and private hospitals, hotels, malls, elevators, taxis, buses, public utility jeepneys, ships, tricycles, trains, airplanes, and  gas stations which are prone to combustion. The Department of Health  urges all the establishments to post "no smoking" signs in compliance with the new executive order. CONGRESS IS OK WITH THE PROPOSAL TO EXTEND PASSPORT VALIDITY TO 10 YEARS



While Senate is pushing on amending the Bill to extend passport validity, House Congress moved to approved and consolidate and iron-out the details to extend to 10 years from the current 5 years.

Former President Gloria Macapagal Arroyo, and currently representative of Pampanga is one of the authors of the bill extending the validity of passport to ten (10) years from the current five (5) years. Report said that the House Committee on Foreign Affairs has approved the bill and will create a technical working group to discuss and iron out the bill for final approval of the committee and in turn, pass into law. 
House committee chairperson Rep. Linabell Ruth Villarica made the announcement after a motion to approve was made by one of the authors, House Deputy Speaker Gloria Macapagal-Arroyo.
Department of Foreign Affairs supports the idea of extending the passport validity in response to the clamor of many Filipinos, especially overseas workers. 

Senator Alan Peter Cayetano is pushing for the establishment of a seamless and hassle-free processing of passports for Filipinos here and abroad.

The senator on Tuesday (October 4) expressed his support to lengthen the validity of Philippine passports from five to ten (10) years. Cayetano chairs the Senate Foreign Relations Committee, which conducted its first public hearing on the proposed measures to extend the validity of passports.
This proposal is in line with President Rodrigo Duterte's earlier directive to amend Republic Act No. 8239, otherwise known as the Philippine Passport Act of 1996, which sets the validity of passports to five years.


The President, in his first State of the Nation Address (SONA), lamented how Filipino passport applicants have to endure long lines or even stay overnight as the government can only cater to a limited number of applicants per day.

The senator stressed the need to simplify the application system in order to ease the people's burden of having to renew their passports every five years, and to prevent backlogs and delays in the issuance of passports.
"We're here to have the first low-lying fruit output from the legislative and the executive, which is the issuance of passports - how to make it easier," Cayetano said.



The senator also stressed the need to make the passport application process easier for Overseas Filipino Workers (OFWs) and other marginalized groups, including Persons with Disabilities (PWDs) and senior citizens.
"OFWs, PWDs, and senior citizens should be given priority, not because they want special treatment, but because they have special needs," Cayetano explained.

Cayetano said OFWs in particular should be given priority because any delay in the processing of their travel documents could cost them their jobs abroad.
He said he plans to visit the one-stop center for OFWs located in Clark, Pampanga in November to see how the systems and services can still be improved to address migrant workers' concerns.


Meanwhile, Foreign Affairs Secretary Perfecto Yasay also backed the proposal to extend the validity of Philippine passports. "Let me just say that the Department of Foreign Affairs has no objection to the proposal to increase the validity of passport from five years to 10 years," he said during Tuesday's hearing.

5 YEARS VALIDITY OF DRIVERS LICENSE TO BEGIN NEXT MONTH 
The land transportation office will initially extend the validity of the drivers' license starting next month in Metro Manila.Other regions will follow on October,according to Department of Transportation spokesperson,Cherie Mercado. 
Mercado also said that the government will release 400,000 licenses per month starting on November to catch up with the LTO’s over 1 million licenses backlog as of July 15.
They are in the process of procuring additional plastic cards,according to her.
LTO Chief Edgar Galvante said that this is in compliance with President Rodrigo Duterte's directive to extend the validity and reduce the queues in his department.It will help Ease the burden of the license holders and prolong the time before they apply for renewal.

Meanwhile,starting this August,LTO will begin issuing the new color-coded drivers license.
