“The amount to be released is huge. We need an additional P38 billion a year so that we can fund the P1,000 increase,”

“We need to study this because the system, the fund should be financially sound before we can release it.”

“The SSS lost huge contributions monthly because many members lost their jobs,”

“We are not opposing. But at this point in time, as said by our president Aurora Ignacio, we need to study this thoroughly because we have an economic crisis and the SSS is affected,”

The report continued:
"HJR 10 increases the monthly pension by P2,000 under the Social Security Act of 1997. The first tranche of the pension hike amounting to P1,000 has been implemented since January 2017. The initial hike brought the minimum monthly pension from P2,200 to P3,400.
The HJRs seek to implement the second tranche of pension hike effective from January 2020.
SSS has 2.4 million pensioners as of September 2018. As of 2017, there were 36.1 million SSS members.
Adopted were HJR 1, authored by Bayan Muna Representatives Carlos Isagani Zarate, Ferdinand Gaite and Eufemia Cullamat, ACT Teachers party-list Rep. France Castro, Gabriela party-list Rep. Arlene Brosas, and Kabataan party-list Rep. Sarah Elago; HJR 2 by Isabela First District Rep. Antonio “Tonypet” Albano; and HJR 6 by Baguio City Rep. Mark Go."

According to one commenter:
"This was the same SSS Bill approved by Congress in 2016 but vetoed by former President Benigno Simeon Aquino during the last few months of his presidency. Duterte made a compromise 1000 pesos increase instead of the proposed 2000 after he assumed office to partially mollify the angered SSS pensioners."

P1,000 SSS PENSION HIKE, TO BEGIN NEXT MONTH

Social Security System (SSS) pensioner has now a reason to celebrate.

In January, SSS pension is set to increase by P1,000.

This news was confirmed by SSS Commission Chairman Amado Valdez.

This was after the Senate Committee on Government and Public Enterprises gave the SSS the green light to implement an initial grant of P1,000 increase in the monthly pension of its retiree members starting next month.

The amount is half of the proposed P2,000 increase in monthly pension that lawmakers previously approved and revived after being vetoed in the last administration by former President Benigno S. Aquino.

Senator Richard Gordon, who chairs the committee, said he agreed to the P1,000 increase so as not to put SSS funds in peril.

“It (P2,000 increase) can’t be done. Their reserves would be compromised. We don’t want them to go bankrupt. We don’t want to give them temporary happiness only to find out later it cannot be sustained,” Gordon said in an interview after the hearing.

Valdez explains that the increase will be on stagger basis because they needed to make sure that SSS had enough funds by going unutilized assets.

It means that retirees will receive a P2,000 increase in their monthly SSS pension on staggered basis – the first half in January 2017 and the second tranche in 2022.

As of today, there are pending bills in Congress for the said hike.

"Sa SSS, approved na 'yung committee report. Nasa committee on rules ngayon, at anytime, pwede na isalang 'yun sa plenary," Bayan Muna Rep. Carlos Zarate said.

But Zarate said, the House was cold to the second tranche being implemented on 2022.

"I was in that meeting and ang initial reaction ni Speaker Alvarez, maghapag sila ng concrete proposal pero napakalayo ng 2022 at hindi acceptable 'yun," he said.

Former President Benigno Aquino vetoed the same bill in the previous Congress, saying the SSS simply cannot afford the raise without any increase in contributions.
