Mining Company Massacres 15,000 Trees in Palawan Days After Gina Lopez Was Denied Approval

A mining firm felled thousands of trees in Brooke's Point town in Palawan province just days after former Environment Secretary Gina Lopez was rejected by the Commission on Appointments, a local official confirmed. The clearing covered more than 10 hectares of old growth forests in the town.

"I don't have the exact figure but those were thousands of trees. They cut down big and small trees alike. Some of those were probably centuries old." Brooke's Point Mayor Jean Feliciano said in a phone interview. Feliciano said the trees were located in a protected area of Mount Mantalingajan, which also serves as a watershed that supplies potable water to 5 villages.

The mining firm in question was identified as Ipilan Nickel Corporation, affiliate of Global Ferronickel Holdings, Inc. The company was granted a tree cutting permit in May 2016 but was cancelled in December. The company was among the mining firms that Lopez had ordered closed. Their ECC had already been canceled when they conducted the cutting operation. They don’t even have mayor’s and business permits,” Feliciano said.

The provincial government is preparing to file illegal logging charges against the company and its officers. The Palawan government had previously filed charges against eight Ipilan Mining Corp. personnel involved in the tree cutting for violation of Republic Act No. 9175 (Chainsaw Act of 2002). They were able to arrest the eight chainsaw-wielding miners who mowed down the area but their companions had fled.

The mining firm has since barred local officials, policemen and environment officials from entering the area. The town's mayor had to bring with her marines because the local police are afraid from threats of lawsuits filed against them.

Lopez, for her part, took to social media to vent out her disdain over the "massacre" of the town's trees. Lawmakers earlier this month rejected the appointment of Lopez, who cracked down on alleged unsafe mining practices during her 10 months in office. She posted images of the aftermath on her Facebook account, showing the remnants of the cut down trees, including some timber that were left after the mining personnel fled from the scene.

Her successor, Roy Cimatu, promised to investigate the logging activities in Brooke's Point.
"I will immediately convene my staff and look into this immediately," Cimatu said in a separate interview.

Global Ferronickel has issued a statement denying that its affiliate Ipilan Nickel, lacked the necessary special tree cutting permits and noted that the cancellation of the permit is still subject of a pending motion for reconsideration. added that the company also has an outstanding SEP (Strategic Environment Plan) clearance issued by the Palawan Council for Sustainable Development and a Mineral Production Sharing Agreement with the government. Provincial officials sought on Wednesday the cancellation of the company’s SEP Permit from the provincial regulatory body.

A hospital was left caring for a baby boy when his mother fled the building and boarded a flight out of the country, fearing the birth out of wedlock would lead to jail time. Universal Hospital has looked after the child, named Sebastian, for the past nine months since his mother, from the Philippines, absconded. Doctors said they and the embassy are trying to create a future for the child, including an adoption. "We couldn’t leave the baby so we took on the responsibility and have been caring him for the last nine months," said Dr Shabeer Nellikode, the hospital’s founder and managing director. Staff said the woman was in the final stages of labour when she was rushed to the facility on Airport Road. The child was taken to the intensive care unit following complications at birth. As he was being monitored, the mother, who had no insurance documents available, explained to staff that she would leave the hospital to arrange payment for the procedure and treatment, but never returned. Staff later learned she was married and her husband remained in the Philippines. But she had become pregnant by another man in Abu Dhabi. Dr Essam Ali, a senior quality manager, said medical staff have been in talks with the Philippines embassy for some time. "We approached the Philippines embassy in Abu Dhabi but they told us that the mother is not interested in the baby," he said. The hospital allocated a room that has swing, a bed, sofa, toys and a full-time nurse to look after the child. The hospital said it will cover all expenses. Several staff have offered to adopt the baby, but the process is complex. Dr Ali visits Sebastian every day. "The lady left behind the baby and escaped from the country. She was afraid that her husband would come to know about the baby and this would jeopardise their marriage," said the Egyptian, who has lived in Abu Dhabi for more than 20 years. During the time she was in the hospital, the mother was not able to produce her passport copy, or that of the father, or a marriage certificate. Without that hospital cannot issue a birth certificate. Dr Ali said he planned to travel to the Philippines in an attempt to find a way to adopt the child. "There is a lengthy procedure for adoption in Philippines as well, but I will go there to work through the legal channels. "If the mother refuses to take the baby, this allows others to adopt legally," said Dr Ali, who hopes the child will join his family. He has a wife and a 12-year-old boy. After eight months of negotiation with the Philippines embassy, he said officials have issued a passport to Sebastian, although the child needs legal clearance to travel outside the country. The Philippines embassy confirmed that negotiations are ongoing. A spokesman said: "We can’t give any details as to what we are doing about the baby, as the investigation is ongoing".

The pharmacist will take the letter and stamp it with "ISSUED". The patient or his/her representative may again request for free medicine after three months.

How to File Employment Compensation for Private Workers

If you know someone who is sick, had an accident or relatives of an employee who died while on duty, you can help them and their families by sharing them how to claim their benefits from the government through Employment Compensation Commission.

Here are the steps on claiming the Employee Compensation for private employees.

Step 1.
Prepare the following documents:

Certificate of Employment- stating the actual duties and responsibilities of the employee at the time of his sickness or accident.

EC Log Book- certified true copy of the page containing the particular sickness or accident that happened to the employee.

Medical Findings- should come from the attending doctor the hospital where the employee was admitted.

Step 2.
Gather the additional documents if the employee is;

1. Got sick:
Request your company to provide pre-employment medical check -up or Fit-To-Work certification at the time that you first got hired . Also attach Medical Records from your company.

2. In case of accident:
Provide an Accident report if the accident happened within the company or work premises. Police report if it happened outside the company premises (i.e. employee's residence etc.)

3 In case of Death:
Bring the Death Certificate, Medical Records and accident report of the employee. If married, bring the Marriage Certificate and the Birth Certificate of his children below 21 years of age.

Step 3.

Gather all the requirements together and submit it to the nearest SSS office.
Wait for the SSS decision,if approved, you will receive a notice and a cheque from the SSS.
If denied, ask for a written denial letter from SSS and file a motion for reconsideration and submit it to the SSS Main office.
In case that the motion is not approved, write a letter of appeal and send it to ECC and wait for their decision.
