Garin, Several Others Indicted By DOJ Over Dengvaxia

Emilio Victorio,which has yet to be made public as of this writing, the Department of Justice (DOJ) has indicted former Health Secretary Janette Garin and several other individuals of reckless imprudence resulting in homicide over deaths allegedly caused by the anti-dengue vaccine Dengvaxia.

Also included in the said indictment are Maria Lourdes Santiago and Melody Zamudio from the Food and Drug Administration, and Research Institute for Tropical Medicine’s Dr. Socorro Lupisan and Dr. Maria Rosario Capeding.

The criminal complaints against Health Secretary Francisco Duque, however, was being dismissed for insufficiency of evidence.


The DOJ also explained that the panel arrived at the indictment for reckless imprudence, which is “a crime of neglect [that] punishes those who ‘exhibit ‘dangerous recklessness, the lack of care or foresight.’”

They held that Garin and the other Health officials who were also doctors “totally disregarded the identified risks and adverse effects of the vaccine.”

“Said risks materialized with the death of the victims,” the statement further read.

The DOJ did not identify the risks or adverse effects.
The DOJ’s statement did not touch on Garin's statement that there is no evidence that directly linking the deaths to Dengvaxia.

Filipino Charged in New York Terror Plot, Linked in Maute Terror Group


The Armed Forces of the Philippines (AFP) confirmed that a Filipino suspect in a foiled terror plot targeting subway system and Times Square in New York City is linked to Maute Terror Group.

The suspect named Rusell Langi Salic, 37, an orthopedic surgeon who is being reported to treat Maute fighter who attack Butig, Lanao del Sur in 2016.

 This is confirmed by Major Gen. Restituto Padilla, public affairs chief of the Armed Forces to DZMM news. According to Padilla, Salic surrendered to National Bureau of Investigation in April 2017 and still under the study of the government due to the supposed threat to his life.

 The doctor has been charged in the US for his involvement in a plan to bomb New York's subway and Times Square. 

 Salic allegedly transferred $423 in May 2016 to two other suspects to help fund the operation, according to US court documents released Friday.

Justice Secretary Vitaliano Aguirre II said, Salic will face legal proceedings and the United States has already requested his extradition.

Aside from this, the suspect is also under investigation in connection with the alleged abduction and murder of Maute rebels of two residents in Iligan City in 2016.

Multi-Purpose NBI Clearance to be Issued Soon

Speaker Pantaleon Alvarez proposed that the National Bureau of Investigation (NBI) will be soon issuing only one “multi-purpose clearance” for all types of requests, following significant reforms. Alvarez said that Justice Secretary Vitaliano Aguirre II, who has administrative control over the NBI, had issued a directive for the purpose of issuing the new multi-purpose clearance. The old practice of issuing different clearances for specific purposes, the usual separate applications for domestic employment, travel abroad, gun licensing and many others, will be replaced with a single clearance to be used in all of the transactions requiring the NBI clearance, making it easier for people to obtain and use it. The NBI is directed to change the format of all NBI clearances to bear the phrase “Issued for whatever legal purpose” instead of an specific purpose. The NBI is also ordered to replace all existing formats with the new multi-purpose clearance as stated under the new circular. Speaker Pantaleon Alvarez proposed that the National Bureau of Investigation (NBI) will be soon issuing only one “multi-purpose clearance” for all types of requests, following significant reforms. Alvarez said that Justice Secretary Vitaliano Aguirre II, who has administrative control over the NBI, had issued a directive for the purpose of issuing the new multi-purpose clearance. The old practice of issuing different clearances for specific purposes, the usual separate applications for domestic employment, travel abroad, gun licensing and many others, will be replaced with a single clearance to be used in all of the transactions requiring the NBI clearance, making it easier for people to obtain and use it. The NBI is directed to change the format of all NBI clearances to bear the phrase “Issued for whatever legal purpose” instead of an specific purpose. The NBI is also ordered to replace all existing formats with the new multi-purpose clearance as stated under the new circular. Last Feb. 15, DOJ Secretary Vitaliano Aguirre issued a Department Circular 017, directing NBI Director Dante Gierran to scrap the present specific-purpose clearance and instead issue a multi-purpose clearance. According to Alvarez, the proposed reform will not only spare the people from difficulties of getting the NBI clearance but it can also save time and money.
