Bagama't unti-unti nang nagsisimula muli ang operasyon ng iba't ibang mga kumpanya, hindi maiiwasan na mayroon pa ring mga empleyado na hindi makapasok at piliin na lamang manatili sa bahay. 

Ngunit ang hiling ng Department of Labor and Employment (DOLE) sa mga nagmamay-ari at namamalakad ng kumpanya, intindihin muna ang mga hindi pa rin makababalik para gampanan ang kani-kanilang tungkulin.

Sa isang meeting, hiniling ni Labor Undersecretary Ana Dione na bigyan ng konsiderasyon ang mga manggagawa at empleyado na hindi pa makakabalik sa trabaho, lalo na at nariyan pa rin ang problema sa transportasyon na limitado pa rin hanggang ngayon.

“Please take care of the workers because we’re in a difficult situation. Wala po sanang mga disciplinary action na kaagad-agad gagawin," aniya. "Take a look at it on a case-to-case basis. Overall, ang gusto lang natin ay umandar (ang ekonomiya), (but) at the same time, tingnan ang kapakanan ng manggagawa. Ibalanse po natin.

Bagama't hindi nakalilimutan ng ahensya na kailangan ng mga kumpanya ang mga empleyado nila para magsimula ang kani-kanilang operasyon, umaasa raw ito na magiging mas mabait ang mga employer sa pagkakataong ito.

Samantala, kamakailan ay inaprubahan naman ng House Committee on Labor and Employment ang isang committee report sa proposal na naglalayong bawasan ang weekly work schedule ng mga empleyado sa pribadong sektor. 

Sa ilalim ng House Bill No. 309 na ipinanukala ni Albay Rep. Joey Salceda, ang mga namamasukan sa pribadong kumpanya ay magkakaroon na lamang ng hindi lalampas sa 35 oras ng trabaho kada lingggo bilang kanilang alternative work arrangement.

“This traffic, because of our population density, will be with us. It’s better if we make them (workers) more productive with a 35-hour workweek rather than trying to force them to do an 8-hour a day work week, then lose much of it to traffic,” ani Salceda. “Nakita ko kasi sa pag-aaral sa abroad, mas malaki by four per annum ang GDP (gross domestic product) arising from productivity if you adopt a shorter workweek."

Senate Approves Shorter Work Days For Local Employees

Under the proposal, which is now approved, alternative working hours shall not exceed 48 hours a week and there is no reduction of existing benefits.

Senator Joel Villanueva, author, and sponsor of the measure said his proposal is an "answer to the changes in the labor market and in the nature of employment."

"As I always say, we are now in the age of robotics, the so-called Fourth Industrial Revolution or Industry 4.0. Today, work need not be confined in a certain place or office. Work need not happen at the same time. Work can be done remotely," he said.


Under the proposal, which is now approved, alternative working hours shall not exceed 48 hours a week and there is no reduction of existing benefits.
