UPDATED: HOUSE OF REPRESENTATIVES APPROVED DEATH PENALTY BILL WITH 12-6-1 VOTE

The House of Representatives plans to approve a bill that would bring back the death penalty on the third and final reading.It is a priority measure of President Rodrigo Duterte.

Alvarez’s bill sought to reimpose the death penalty for heinous crimes listed under Republic Act 7659, including murder, plunder, rape, kidnapping and serious illegal detention, sale, use and possession of illegal drugs, carnapping with homicide, among others.

House Speaker Pantaleon Alvarez said that the House would work to approve the death penalty bill.
“I don’t know with the Senate, I don’t control it, but as far as the House is concerned, we will approve it before the Christmas break,” Alvarez said.
The President said that the House plans to leave it up to the executive to set the method of execution for the hardened criminals.But according to the Chief Executive,the cheaper the method,the better.“If they want to hang them, shoot them by firing squad, it’s up to them. The criminals would be dead either way,” he said.

President Duterte noted the critics often insisted that death penalty is not effective in lowering the crime,but, the President said that the death penalty did not work during the time of his predecessors because the state did not kill enough when it is in effect.It would have been different had it been implemented properly, he said.

The restoration of death penalty is a hot issue in the Philippines because of the widespread of drug related heinous crimes.The history of death penalty in the Philippines rooted since the Spanish period (1521-1898),American period (1898-1934),even during the Japanese occupation (1941-1945) and the Post-World war era.

During the former President Marcos years,death penalty is carried out by firing squad or electrocution.Jaime Jose, Basilio Pineda, and Edgardo Aquino were executed for the gang rape of movie star Maggie dela Riva in 1972.
However,during the time of the former President Corazon Aquino,the death penalty was abolished under the 1987 Constitution and all death sentences were reduced to life imprisonment or reclusion perpetua.

A series of high profile heinous crimes rises during the time of former President Fidel Ramos.The Ramos administration reimposed the death penalty by virtue of Republic Act No. 7659 in December 1993 to address the rising criminality and incidence of heinous crimes.Republic Act No. 8177 mandates that a death sentence shall be carried out through lethal injection.

After the execution of rape convict Leo Echegaray by lethal injection,former President Estrada issued a de facto moratorium on executions in the face of church-led campaigns to abolish the death penalty and in observance of the Jubilee Year.

During the term of former President Gloria Arroyo,the rise in crimes related to drugs and kidnappings that targeted the Filipino-Chinese community, she lifted the moratorium issued by Estrada on December 5,2003 and resumed the executions “to sow fear into the hearts of criminals”.
Even the executions were set to resume on January 2004,it did not push through by the virtue of Supreme court decision.

There is no death penalty implementation until former President Noynoy Aquino's term ended.

President Duterte wants the death penalty restored and now the Congress will approve the death penalty bill before Christmas break.

Update: The Death Penalty bill is now approved by the lower house with 12 in favor, 6 against and 1 abstained.

The crimes the bill proposes to punish with death are:

Treason
Piracy in general and mutiny on the high seas or in Philippine waters
Qualified piracy
Qualified bribery
Parricide
Murder
Infanticide
Rape
Kidnapping and serious illegal detention
Robbery with violence against or intimidation of persons
Destructive arson
Plunder
Importation of dangerous drugs and/or controlled precursors and essential chemicals
Sale, trading, administration, dispensation, delivery, distribution and transportation of dangerous drugs and/or controlled precursor and essential chemicals
Maintenance of a den, dive or resort where any dangerous drug is used or sold in any form
Manufacture of dangerous drugs and/or controlled precursors and essential chemicals
Possession of dangerous drugs
Cultivation or culture of plants classified as dangerous drugs or are sources thereof
Unlawful prescription of dangerous drugs
Criminal liability of a public officer or employee for misappropriation, misapplication or failure to account for the confiscated, seized and/or surrendered dangerous drugs, plant sources of dangerous drugs, controlled precursors and essential chemicals, instruments/ paraphernalia and/or laboratory equipment including the proceeds or properties obtained from the unlawful act committed.

The bill proposes any of the following methods in carrying out the sentence: hanging, firing squad or lethal injection.

SAUDI ARABIA IS PROPOSING 6% TAX ON REMITTANCES?

Saudi Arabia’s finance minister denied reports that Saudi Arabia is imposing a 6% tax on foreign remittances, and that there are no plans to tax their citizens. Saudi Finance Minister Mr. Ibrahim Alassaf says the income tax for expats for their money to be sent home is merely a proposal in the Shoura Council, and is not yet approved.

“There will be no tax on citizens. As for residents, it is a proposal and nothing has been approved yet, and it will be examined. It is an old proposal.”

But the Finance Minister confirmed that there are two approved taxes, the VAT or Value Added Tax which will be implemented sometime in 2018 and the increase tax on harmful substances like tobacco and other sweet and sugary products like Soda's.

Saudi Latest News: Saudi Arabia King Salman Issued Royal Order to Help Stranded OFWs

From the UNTV Exclusive report from Saudi Arabia of Eugene Bardoquillo, interviews from embassy personnel and labor employment officer, we found out that series of meetings and dialogue with the Ministry of Labor of Saudi Arabia had been conducted and that a Royal Order has been issued by the Saudi Arabian King Salman to help stranded OFWs and other expats currently stranded without salary pay for several months. The report specifically mentioned OFWs working at Saudi Oger and Saudi Bin Ladin, two Saudi Arabia top construction companies.

A few week ago, Secretary Silvestre Bello of the department of labor or DOLE visited Saudi Arabia to address this issue and brought some relief and good news from Pres. Duterte and OWWA funds, P500M to be distributed to stranded OFWs and their families.

WAR ON DRUGS: SENATOR LEILA DE LIMA VS. SENATOR ALAN CAYETANO AND GEN. BATO DE LA ROSA

The seemingly unstoppable drug crime in the Philippines, as well as the concern on extrajudicial killings by the Duterte administration because of the war on drugs and the anti-drug campaign that ties Senator De Lima to the cooking of the shabu at the Bilibid prison.
De Lima is asking the current administration to stop the killings, and filed a bill proposing for an inquiry in aid of legislation.
I think they are proposing drug rehab, drug rehabilitation of those victims because they are alarmed of the killings. I hope the drug-abuse history will also be brought to light for many-many years, those victim of rapes, robbery and murder because of drug addicts.

"Yes Mr. President, there is no shabu laboratory inside the Bilibid Prison, not even in the tunnels under it. Those who will search the tunnels will get a whiff not of the smell of cooking methamphetamine, but of methane that comes from the human waste of the prisoners above. Mr. President, I have been vilified and attacked, not only in social media but also by the President’s men, as a drug lord coddler and protector. I have been ridiculed and called names in social media. Photos are photoshopped, videos are spliced, lies are manufactured. The magnitude of the propaganda and misinformation is mind-boggling, considering that this is all directed at me. The lies are intended to show me as protector of the Bilibid drug lords. But the truth is I was the only Justice Secretary since the 1986 EDSA Revolution who dared to eradicate the dominion of the drug lords inside Bilibid. I was put to task by no less than the Speaker of the House, as a sitting Senator of the same Congress that he leads. According to him, a resolution will be filed for an investigation on my alleged role in the proliferation of drugs inside the National Bilibid Prison.

Mr. President, this not only goes against inter-parliamentary courtesy, where the House of Representatives investigates a specific member of its co-equal Senate. It is an affront to the Senate as an institution committed by none other than the leader of its coequal body in Congress."

National complaints hotline 8888 (formerly 16565) is handling complaints like:

Dealing or conspiracy with fixers

-Non-observance of the "no noon break" policy

Absence or lack of personnel on public assistance or complaint desks

Lack of "Special Lane" for senior citizens,pregnant women or persons with disability (PWDs)

Non-Issuance of Official Receipts

In general,this hotline is dedicated to monitor the performances and behavior of public officials. Its original purpose is to give access to the people to file their feedbacks or complaints against civil servants allegedly not rendering the good services that they vowed to uphold.

Emergency hotline 911 will handle emergency calls and concerns that need immediate and quick response.Modelled after the Davao City Central 911,its main concern is to bring speedy and precise services for those who are in need in a snap.

OFW in SAUDI ARABIA, YOU HAVE THE RIGHT TO KEEP YOUR PASSPORT

via DFA: The Philippine Embassy in Riyadh reiterates to all Filipino workers in Saudi Arabia that, under Saudi and Philippine law, they have the right to keep and hold on to their Philippine passports while working in Saudi Arabia.

The Philippine passport is considered to be the property of the Republic of the Philippines and only the bearer has the right to keep it in his custody.

The Embassy firmly reminds companies and employers in Saudi Arabia who continue to keep their foreign workers’ passports, as a matter of practice and against the workers’ will, that they are violating Saudi law, specifically Council of Ministers Resolution No. 166 dated 12/04/1421H (14 July 2000) which clearly states that “every employee has the right to keep his passport in his custody.”

The Saudi Ministry of Foreign Affairs reiterated to the Embassy this week that this rule remains in effect and that any overseas Filipino worker (OFW) whose passport has been kept by their employer has a right to complain to the Ministry of Labor or the police.

(Riyadh, 21 May 2015) – The Philippine Embassy in Riyadh reiterates to all Filipino workers in Saudi Arabia that, under Saudi and Philippine law, they have the right to keep and hold on to their Philippine passports while working in Saudi Arabia.

The Philippine passport is considered to be the property of the Republic of the Philippines and only the bearer has the right to keep it in his custody.

The Saudi Ministry of Foreign Affairs reiterated to the Embassy this week that this rule remains in effect and that any OFW whose passport has been kept by their employer has a right to complain to the Ministry of Labor or the police.

"The Ministry of Labor has warned private sector companies and establishments against withholding passports of their expatriate employees in violation of a Council of Ministers' decision issued in this connection more than a year ago.

The ministry said employers who fail to implement the directives would face severe penalties, according to Akhbaar24 website.

A source in the ministry quoted by the Makkah daily said the number of companies and commercial establishments with a workforce of more than 60 percent expatriates had dropped to 900,000."
