Congress Pushes for OFW's Retirement Benefits, Will It Pass Into Law?

Rodante Marcoleta  HB 3746 calls for the creation of an Overseas Filipino Workers Retirement Fund System and an OFW Retirement Fund, which shall be used to provide retirement benefits and similar gratuities to OFWs and their beneficiaries.  The measure requires all OFWs duly registered with the Philippine Overseas Employment Administration (POEA), to remit five percent of their gross monthly income for at least 10 years.  Marcoleta said that there is no law that would allow the OFWs to neither receive retirement pay at an earlier age nor provide voluntary separation benefits. OFWs, You Have The Power To Dream Big


Where has the Philippine independence from Spanish colonists brought Filipinos? Do we use that independence wisely to our advantage?  Max Soliven, a journalist for six decades describes Filipinos as "once so forward looking that has stagnated." A sad reality that we are suffering from brain drain, hindering us to move forward. Filipinos are resilient, resourceful and highly skilled but most of these talents are used not in our own country but in different countries across the globe.  The main reason is that, these Talented OFWs professionals and skilled workers cannot find their awaited "break" in their own country due to lack of employment opportunities. The sad fact is that, we are still enslaved by greedy businessmen and traditional politicians. This reality keeps a stronghold in our society until now. Corruption if not eliminated soon, will keep our progress stagnant and our neighboring countries will keep on overtaking us in terms of  economic growth. We should value Filipino skills and ingenuity that they should practice their  skills in their own country by generating job opportunities that they won't be needing to work abroad.  Skilled and professional OFWs migrating to other countries weakens our economic stance although their remittances has been keeping our economy afloat for decades, thus, the term "modern day heroes" are affixed on them. Alluring employment opportunities and bigger salary, better standards of life, new learning experience, etc., which are not found in our country, keeps the OFWs exhausting their resources, if that's what it takes, to go abroad instead of waiting for the opportunity in our country that is so elusive. In 2015,   With Saudi Arabia is  the top choice of many migrant workers, followed by United Arab Emirates (UAE), Singapore, Qatar, Kuwait, Hong Kong, Taiwan, Malaysia, Japan, Oman, Bahrain, US, Spain and Italy.   You can always see a Filipino whichever part of the world you go and their smiles are ready to welcome you. A real sense of comfort and belonging for you know that you are in good hands with OFWs around you, whether you are in a hospital, a hotel, a restaurant or at the airports.  Filipinos are highly in demand due to their good work ethics.    Today, OWWA is offering assistance to the abused OFWs who did not finished their contracts. It allows them to start a business opportunities for them to start anew and to have a livelihood to sustain the needs of their families. The main reason why Filipinos work abroad in-spite of the risks: We want to liberate ourselves from poverty.  OFWs are  hard-working, resilient, compassionate, caring, intelligent, friendly, obedient, determined, God-fearing, sympathetic, patient, and persevering. That is our advantage. Traits that are embedded in our hearts as Filipinos.  Even in or country, the OFWs have the buying power, with what we have earned abroad, we even have voting power and it was significantly evident during the last presidential elections. Itf the power of the OFWs and families can be harnessed into a good use, our country will indeed be great again.   If the government will give opportunities to returning OFWs by providing them income generating opportunities like starting their own business, our economy will be as stable as a rod stuck in a living stone.  If the government can further convince every OFWs that they don't need to work overseas again because they can make opportunities here with the help of the government. Providing them assistance and laws that will make starting a business easier like speedy processing of permits and tax exemptions. Eliminate all the hassles and expensive fees and queuing on government offices.  Do it and in no time, our economy will start to bloom not under the expense of Filipinos doing sacrifices, leaving their families behind, enduring maltreatment and homesickness for the sake of  a decent salary. A number of OFWs already tried and succeeded like those in the video above, proving that it is not impossible to do. With experiences the OFWs gathered while working abroad and livelihood assistance to be provided by the government  like entrepreneurship skills seminars and financial aid, the OFWs can be free from the thought that they need to sacrifice everything just to earn money abroad. Providing them assistance and laws that will make starting a business easier like speedy processing of permits and tax exemptions. Eliminate all the hassles and expensive fees and queuing on government offices.  Do it and in no time, our economy will start to bloom not under the expense of Filipinos doing sacrifices, leaving their families behind, enduring maltreatment and homesickness for the sake of  a decent salary.
