Saudi Arabia to Impose SR50,000 Fine, 6-months Jail Time to Unauthorized Expat Workers

If you are planning to work in Saudi Arabia, make sure your recruitment agency is legitimate and licensed from the Philippines Overseas Employment Administration (POEA) so that you will not end up in the hands of an illegal recruiter that may send you in the Kingdom as an authorized worker.  Same if you are working in Saudi, make sure you are not working on your account or without a proper sponsor. Because at the moment, severe penalties and hefty fines in awaiting for unauthorized foreign workers or those expatriate working on their account.  According to local media quoting the General Directorate for Passport, unapproved foreign workers will face up to six months in jail, will be fined of SR50,000 and will be deported if caught working illegally in the Kingdom.

Al-Madina Daily reported the following fines for violations
  • 1st offense - SR10,000 and deportation
  • 2nd offense - SR25,000, a month in prison and deportation
  • 3rd offense - SR50,000, 6-months in jail and deportation



According to the Interior and Labor Ministries, they are coordinating an effort to flush out illegals in the Kingdom. With this labor market can be regulated according to the framework of the current plant to attain the Vission 2030.

It was last July that the amnesty for undocumented workers in Saudi Arabia has ended.

“A nation without violators” campaign was given to work and residence violator to correct their status in the Kingdom.

Accordingly, there are more than 600,000 expatriate workers have benefited the campaign and can go back to Saudi to work legally.

The Saudi Arabian Police has started its crackdown against undocumented expatriate workers remaining in the Kingdom after the four-month period of Amnesty Program has expired.  With this the Director General of the Passport Department (Jawazat) Major General Solaiman Al-Yahya said, the amnesty will not be extended.  The four-month-long amnesty under the “Nation Free of Violators” campaign started last March and was extended by a month to give violators of residency and labor laws to leave the Kingdom voluntarily with fines or penalty.

Few days after it expires, the Jawazat has started their crackdown to apprehend and punished undocumented workers.

With this the Saudi government has promulgated an instruction “to carry out the implementation of the comprehensive national campaign to chase and arrest the violators of the residence permit (i.e. iqama), work and border security regulations” after the amnesty deadline.

A massive crackdown campaign in which 19 government departments will participate will soon start to apprehend violators.








Al-Yahya said these are reckless people who have no respect for the law and should be penalized since amnesty was an opportunity for the violators to leave voluntarily.

They can also come back to the Kingdom legally.

Base on their records, there are more than 600,000 violators that have benefited the Amnesty Program and already left Saudi Arabia.

He warned that those who completed their departure procedures during the amnesty period but remained in the Kingdom will be fined and deported.



Meanwhile, the Department of Labor and Employment said it has yet to receive reports of overseas Filipino workers (OFWs) affected by the Saudi governments on going crackdown against illegal migrant workers.

According to Labor Undersecretary Dominador Say, no OFW has been affected yed and they are closely monitoring the situation.

Under Saudi's amnesty program, DOLE was able to repatriate around 7,000 OFWs.

Illegal Expats You Have Another 30 Days to Leave Saudi


The Kingdom of Saudi Arabia has given a month or 30 days extension to all illegal expatriate, including Filipinos to leave the country without fines or jail terms, under the Amnesty Program.  The 90 days amnesty period has started last March 29 and ended last June 24 but the Directorate of Passport announced that it is extended for a month.  The extension has already started last June 25 (Shawwal 1). It means, all who violates Saudi law, regardless of nationality can leave Saudi voluntarily.

The one-month extension aims to give violators enough time to leave the Kingdom of their own and at their own expense under the program, "Nation Without Illegal Expats".

It allowed expats in violation of the rules to leave the Kingdom without being subject to fines or being blocked from reentering the Kingdom legally.

With this, the Saudi government is calling all illegal staying expatriate in Saudi to take advantage of the amnesty and complete their departure procedure.





They are advised to quickly report to the nearest reception center to benefit from the penalty exemption before the new deadline expires. 
Meanwhile according to the Department of Foreign Affairs (DFA), a total of 5, 176 undocumented Filipinos have returned home from Saudi Arabia after availing of the 90-day amnesty program.

DFA said, some 12,000 Filipinos having a problem with residency and labor regulation in Saudi Arabia, has managed to register for deportation.
