OWWA's PROGRAM "BALIK PILIPINAS, BALIK HANAPBUHAY" BENEFITS OFWS


BALIK-PINAS! BALIK-HANAPBUHAY PROGRAM

Balik-Pinas! Balik-Hanapbuhay is one of the many programs of Overseas Welfare Workers Administration (OWWA) for Overseas Filipino Workers (OFWs). It is a non-cash livelihood assistance with the aim to provide immediate relief to returning OFWs member. It also enables the beneficiaries to be multi-skilled through access to training services by training institutions like TESDA, DTI, and NGOs. 



It also equips the beneficiaries with skills that are highly in demand in the local labor market and enables them to plan, set-up, start and operate a livelihood undertaking by providing them with ready-to-go rollout self-employment package of services, consisting of short-duration training, start-up kits/goods business counseling and technical and marketing assistance.

Who can avail the program?

Displaced by hostilities, wars/political conflicts in the host country or policy reforms, controls or changes by host governments;

Victims of illegal recruitment, or human trafficking, or other stressful situations;

Distressed wards at the Migrant Workers and Overseas Filipinos Resource Center (MWOFRC) who are due to repatriation.

What are the benefits of the program?

A package of livelihood assistance amounting to P10,000 - P20,000 maximum consisting of;

A. Techno-skills or entrepreneurial training

B. Starter Kits/goods

C. Other services that will enable the target beneficiaries to quick start a livelihood undertaking through self/wage employment.

OWWA members with finished employment contracts are not entitled to this Program. The program can be availed only once by eligible beneficiaries and within one year after return to the country.

Who are the eligible beneficiaries?

• distressed workers sheltered by POLO at the Migrant Workers and Overseas Filipinos Resource Center (MWOFRC)

• other distressed and displaced women household service workers (HSWs)

What are the priority projects?

• reflexology 
• massage
• home spa 
• cosmetology 
• production of bath soap,scented oils, herbal medicine, skin/health care products 

Health and Wellness 

Priority Projects 

• Personal accessories repairs and maintenance (cellular phone repair, bags repair) 

• Handicraft (souvenir items, fashion jewelry, native slippers, bags and accessories)

WATCH: OWWA Pooled Php 19.2 Billion To Establish BANK OF OFWs

According to Labor Secretary Silvestre Bello, in regards to the plan of the government to open a bank for OFWs, the Overseas Workers Welfare Administration (OWWA) has pooled almost PhP 19.2  billion from OFW contributions. The plan is that they will use this money to buy a bank. 

During his speech at Hong Kong University, Secretary Bello said that the plan is to buy Philippine Postal Bank and that the name will be changed to OFW Bank. According to him, OFWs can purchase shares in the bank and become share holder or stock holder. This will also allow OFWs to  easily apply for housing loan or borrow money as capital for business.

He also advised OFWs to be wise in their expenditures instead of spending so much on gadgets like cellphones, instead he encourage them to save more for the rainy days.

While in Hong Kong, Bello visited the Filipinos who are seeking refuge from the abuse of their employer. 

He also met with labor officials in Hong Kong regarding the suggestion to add a clause in OFWs’ contracts saying the cleaning of windows in high-rise buildings should not be included in the service agreement. This is after the many incidences that claimed the life of many domestic workers who fell as they try to clean the tower block windows in their employers residence.


During his visit, he assured the Filipino workers there who are planning to return home that the government will assist them so that they can start a business.
