AFP Personnel To Get MRT Free Ride Starting April 25; Workers On Labor Day

All active personnel of the Armed Forces of the Philippines (AFP) will be entitled to free rides at the Metro Rail Transit Line 3 (MRT-3) starting April 25.

Active military personnel may avail of the MRT ride for free upon showing their AFP identification cards which will serve as their access pass, according to the Department of Transportation (DOTr). The access pass will be valid for a year.

The DOTr and AFP will sign a Memorandum of Agreement (MOA) Wednesday at the MRT-3 depot in Quezon City to formalize the partnership.

The MOA will be signed by Transportation Secretary Arthur Tugade, DOTr Undersecretary for Railways Timothy John Batan, MRT-3 General Manager Rodolfo Garcia and Civil Relations Service AFP Commander Brig. Gen. Bienvenido Datuin Jr.

This will be noted by Batan and AFP Chief of Staff Carlito Galvez Jr. and approved by Tugade and Department of National Defense (DND) Secretary Delfin Lorenzana.

Korean Language To Be Taught in Public High Schools in the Philippines?

The Korean Embassy in the Philippines and the Department of Education (DepEd) has signed an agreement that will allow DepEd to teach Korean Language in public high schools in the Philippines through Special Program in Foreign Language. The said agreement was signed on June 21, 2017.

A memorandum of agreement was signed between DepEd Secretary Leonor Briones and Korean Ambassador Kim Jae Shin, together with DepEd Undersecretary for Curriculum and Instruction Dina Ocampo and Korean Embassy First Secretary and Korean Cultural Center Director Lee Jincheol. Under the agreement, DepEd will introduce the Korean language as an elective second foreign language through a program which will start in selected high schools in Metro Manila.

SPFL helps learners develop skills in listening, reading, writing, speaking, and viewing which are fundamental in acquiring competence in communication in a second foreign language.

Through this program, the Korean Embassy is hoping that the implementation of Korean language will be strengthened to allow Filipinos to better respond to the local and international employment. They also hope that the program will facilitate the opportunity for selected Filipino students to study in Korea.

Korean Ambassador Kim reiterated the importance of cultural and educational cooperation in strengthening bilateral relationship between the two countries.

Overseas Workers Welfare Organization (OWWA) Administrator hans leo Cacdac has disclosed that OWWA board of trustees has recently approved a resolution allotting financial aid for Overseas Filipino Workers (OFW), who were affected by the ongoing clash between the government forces and the Maute terror group in Marawi City. The approved financial aid amounting to P100 million will be distributed by the agency to the affected OFW families.

The biggest challenge to returning OFWs who lost their jobs from hostilities or distressful situations abroad is how to sustain the needs of their family now that they have lost their jobs. OWWA is now ready to help them start over with programs suited to help displaced OFWs. Ms.Rosalina B. Casuga is a worker from Malaysia for six months. She is a returnee from San Carlos Heights, Baguio City. She applied under the Balik Pinas Balik Hanap Buhay Program at OWWA CAR and received her starter kits livelihood assistance on June 2, 2017. The program is a package of livelihood support to returning OFW's who are either displaced by hostilities, distressed workers or other distressful situations. The aim is to help the returning OFWs by providing livelihood that will generate everyday income for the family. The OWWA “Balik Pinas! Balik Hanapbuhay!” Program is a non-cash livelihood support/assistance intended to provide immediate relief to returning member-OFWs who were displaced from their jobs due to wars/political conflicts in host countries, or policy reforms, controls and changes by the host government; or were victims of illegal recruitment and/or human trafficking or other distressful situations. It is a package of livelihood assistance amounting to Ten Thousand Pesos (Php 10,000.00) maximum consisting of techno-skills and/or entrepreneurship trainings, starter kits/goods and/or such other services that will enable beneficiaries to quickly start a livelihood undertaking through self/wage employment. The program aims to enable the beneficiaries to be multi-skilled through access to training services by training institutions like TESDA, DTI, and NGOs. It also equips the beneficiaries with skills that are highly in demand in the local labor market and enables them to plan, set-up, start and operate a livelihood undertaking by providing them with ready-to-go rollout self-employment package of services, consisting of short-duration trainings, start-up kits/goods business counseling and technical and marketing assistance. NEW MEASURES TO PROTECT OFW IF CAUGHT WITH TANIM BALA AT AIRPORT

PAO WILL PROVIDE LEGAL COUNSELS/LAWYER
OWWA WILL PROVIDE ACCOMMODATION AND ARRANGE TRAVEL/FLIGHT TO PROVINCE

SECTION VI

UNDERTAKINGS OF POEA

6.1. Provide representatives and / or facilitation personnel in NAIA terminals Twenty Four hours a day / Seven days a week to assist
OFWs intercepted with prohibited items in their person/luggages/cargoes.

6.2. Assist OFW resolve the interception and in some instance,
earnestly rebook their flights in coordination with airline companies.

6.3. Upon knowledge of a report of an incident, advice the worker emphasizing on his rights as a person who might be, or eventually be, or is already subject of a Custodial Investigation.

6.4. Request the Public Attorney’s Office for immediate designation of a Public Attorney to provide legal representation to the worker during investigation, inquest proceedings, preliminary investigation and trial, as the case may be, if he/she has not yet contacted a lawyer of his/her choice.

6.5. Provide, when needed or as may be requested by law enforcement authorities, documents to establish that the person being held in custody is an OFW.

6.6. Require Recruitment Agencies that deployed the subject OFW to provide assistance to the worker by contacting and making representation with the employer on the potential delay in the worker’s arrival. Information as to the status or circumstances of the case must be treated with utmost confidentiality.

6.7. Undertake public information by incorporating the prohibited acts defined under R.A. No. 10591 in Pre-Employment Orientation Seminar(PEOS) and other workers education programs, including the issuance of advisories.

SECTION VII

UNDERTAKINGS OF OWWA

7.1. Provide immediate assistance to the worker or accompanying family member subject of an investigation especially on his/her welfare needs during the conduct of investigation including safekeeping of their personal belongings;

7.2. Undertake intake interview, where possible, to collect personal information, Overseas Employment Status/Record and further welfare needs of the OFW;

7.3. Provide, when needed, relevant information/documents to show proof that person under investigation is an OFW;

7.4. Contact, upon request of, or with the consent of the OFW, the family,relative or a friend of the worker including counsel of choice if any;

7.5. Provide accommodation when the worker has been released from police custody and while waiting for his/her rebooked flight or arrangements for return to his/her hometown, as the case may be;

7.6. Provide stress debriefing and psycho-social counselling of the subject worker including accompanying family member if any prior to rebooking/redeployment;

7.7. Incorporate prohibited acts defined under R.A. No. 10591 in the Pre-Departure Orientation Seminar (PDOS)
