CHED Scholarships For College Students


Poverty is not a hindrance to success. A very common quote when it comes to education. But in a reality, it is really difficult to go to school when you are poor and underprivileged since tuition and other school fees are increasing year per year aside from growing cost of living.  But if a person is really working hard to earn a degree, nothing is impossible, since education is the best investment for the future. Also, take note that the Free Education Act is already into law, so students in states universities and colleges can now enjoy free tuition from the government.  And the good thing for those who strive is that there are many scholarship programs now from the government where they can get educational assistance, if not free education.

The following are scholarship from CHED;

A. Full Scholarship (FS) or the State Scholarship Program (SSP)

Who are qualified?

  • High school graduated with general weighted average (GWA) of at least 90% or its equivalent
  • Graduating high school student with GWA is at least 90% its equivalent in the third year and at least 90% in the first three grading periods of the fourth year
They will enroll in identified priority courses in duly authorized public or private higher education institutions (HEIs).


B. Partial Scholarship (PS) or the Private Education Student Financial Assistance (PESFA) Scholarship

Who are qualified?

  • High school graduates whose GWA is at least 85% or its equivalent
  • Graduating high school students whose GWA is at least 85% or its equivalent in the third year and at least 85% in the first three grading periods of the fourth year
They will enroll in identified priority courses in duly authorized public or private HEIs.

The CHED has a Grant-In-Aid (GIA) Program (Tulong Dunong)

Who are qualified?

  • High school graduates whose GWA is at least a passing grade and for graduating high school students whose GWA is at least a passing grade in the third year and in the first three grading periods of the fourth year and who will enroll in identified priority courses in duly authorized public or private HEIs.
  • Students with earned units in college – whose weighted average is at least a passing grade for the last two (2) semesters and enrolled in identified priority courses in duly authorized public or private HEIs.
  • Students who passed the Alternative Learning System (ALS) and Philippine Educational Placement Test (PEPT).
Study Now Pay Later Plan (SNPLP)

This loan program is intended to provide financial assistance to deserving students who are enrolled or to enroll in any curriculum year level in identified priority courses in duly authorized private HEIs.



Overall Guidelines/Qualifications

  • Must be a Filipino citizen
  • Must be a high school graduate; candidate for graduation; with earned units in college; passer of ALS/PEPT
  • Must have a combined annual gross income of parents/guardian not to exceed P300,000.00
  • Must avail of only one CHED scholarship or financial assistance program; and
  • Must not be a graduate of any degree program.
StuFAPs Committee shall determine the merits of the application.

Academic Requirements for Application
A. For incoming freshmen

  • For fourth year high school applicants: third year grades and first three grading periods of fourth year
  • For high school graduates fourth year report card (form 138)

B. For applicants with earned units in college

  • Certificate of grades in all subjects in completed semesters

C. For other applicants

  • ALS – Accreditation and Equivalency Test Passer Certificate
  • PEPT – Certificate of Advancing to the Next Level
Additional Requirements
1. Any one of the following:

  • Latest Income Tax Return (ITR) of parents or guardian
  • Certificate of Tax Exemption from the Bureau of Internal Revenue (BIR)
  • Certificate of Indigency from their Barangay
  • Case Study from Department of Social Welfare and Development (DSWD), or Affidavit of No Income
For children of Overseas Filipino Workers (OFW) and seafarers, a latest copy of contract or proof of income may be considered.


2. Certificate of good moral character from the last school attended.


Student applicants should submit the accomplished CHED StuFAPs Application (StuFAPs Form 1) directly to the CHED Regional Office concerned.

However, applicants who intend to enroll in State Universities and Colleges (SUCs) shall directly submit their StuFAPs Form 1 to the concerned SUCs as stipulated in the Calendar of Activities (Annex A).

Financial Benefits

The package of financial assistance to scholars/grantees/borrowers shall cover the completion of the degree program. The financial benefits per academic year (AY) are as follows:

1. State Scholarship Program

  • Full Scholar -  P30,000
  • Partial Scholar (PESFA) - P15,000

2. Grants-in-Aid (Tulong Dunong) - P6,000

3. Study Now Pay Later Plan - P15,000

Modes of Payment

The release of financial benefits shall be as follows:

  • Mode 1 – CHEDROs release financial benefits directly to scholars/grantees / borrowers;
  • Mode 2 – CHEDROs transfer financial benefits to scholars/grantees / borrowers through HEIs with ten (10) or more beneficiaries; and
  • Mode 3 – CHEDROs transfer financial benefits to scholars/grantees / borrowers through authorized banks.

FREE TUITION FOR MEDICAL STUDENTS IN 8 UNIVERSITIES

Medical schools in eight state universities and colleges in the country will offer tuition-free education in the academic year 2017 to 2018. The announcement was made by CHED Commissioner Prospero de Vera III in a Facebook post last Tuesday, June 13. Malacañang confirmed this with an official announcement, Thursday. Presidential spokesman Ernesto Abella said the financial assistance is “intended for new and continuing medical students who will be enrolling for academic year 2017 to 2018.”  The cash grants program will be funded through P317.1 million “built-in appropriations” for the selected SUCs, with each getting P39 million for the cash grants.  The P317.1 million is part of the P8.3-billion allocation meant to provide for free tuition in SUCs.  The universities providing free tuition for medical students are:  A joint memorandum circular, signed between the Commission on Higher Education and the Department of Budget and Management, said the assistance program will give a student-grantee “one hundred percent tuition fee subsidy.”  To qualify for the program, a student must: pass the admission requirements of the SUC, be enrolled in the authorized Doctor of Medicine program of the select SUCs, maintain a general weighted average of at least a passing grade, and carry a regular academic load and complete a degree within the period allowed by the university. Applicants must submit an accomplished form directly to the SUC concerned, together with required documents, including a duly-certified copy of grades for the latest semester or term attended.  While the implementing guidelines do not mention an applicants' capacity to pay, applicants must also submit the latest Income Tax Return (ITR) of their parents or guardians.  According to Commissioner de Vera, student-grantees will have to render a one-year return service to the Philippines for every year of cash grant they receive as part of their public service responsibility. These soon-to-be doctors have the option of serving in government hospitals, private hospitals, or local government health facilities in the Philippines. They can also become doctors to the barrios.  "This initiative is a response to the continuing lack of doctors in the country caused by the high cost of medical education, overseas migration, and brain drain," Comm. De Vera said in the statement. He further added "The Duterte administration wants to solve this problem by subsidizing the tuition of medical students and facilitating their residency and practice in the different parts of the country."

This time all qualified OFW dependents residing in Cordillera Administrative Region can apply for the scholarships provided by OWWA to the children of OFWs and their dependents. Overseas Workers Welfare Organization (OWWA)  Administrator hans leo Cacdac has disclosed that OWWA board of trustees  has recently approved a resolution allotting financial aid for Overseas Filipino Workers (OFW), who were affected by the ongoing clash between the government forces and the Maute terror group in Marawi City.   The approved financial aid amounting to P100 million will be distributed by the agency to the affected OFW families.     According to Admin Hans Cacdac, the calamity component involves cash assistance of P3,000 for active members and P1,000 members who are not active.   OWWA Region 10 office is already in the process of determining the number of  qualified beneficiaries for the cash assistance.     “Our Region 10 director is on the ground in Iligan and Cagayan de Oro, determining the amount to be given to the beneficiaries. Distribution will happen in the coming week,” Cacdac said.   The Department of Labor and Employment (DOLE), for its part,  earlier said that it will provide livelihood aid to  the displaced workers due to the crisis.  Marawi residents, including OFW families had voluntarily evacuated their homes in area since last week due to the rising tension. Most of them went to the nearby areas like Iligan and Cagayan de Oro City.  Their villages had been under Maute terror and they need to be somewhere safe.  President  Rodrigo Duterte already declared martial law in  the entire Mindanao  ordering the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) to intensify counter offensives against the ISIS-inspired group.  Meanwhile, Department of Social Welfare and Development opened various evacuation centers in Mindanao following the exodus of the residents in Marawi City. According to DSWD Sec. Judy Taguiwalo, they have  food packs and non-food items on standby for distribution for affected residents from Marawi City.  DSWD assures to keep the safety of every residents in the area especially the women, children and the elderly. The approved financial aid amounting to P100 million will be distributed by the agency to the affected OFW families.The biggest challenge to returning OFWs who lost their jobs from hostilities or distressful situations abroad is how to sustain the needs of their family now that they have lost their jobs. OWWA is now ready to help them start over with programs suited to help displaced OFWs.  Ms.Rosalina B. Casuga is a worker from Malaysia for six months. She is a returnee from San Carlos Heights, Baguio City. She applied under the Balik Pinas Balik Hanap Buhay Program at OWWA CAR and received her starter kits livelihood assistance on June 2, 2017.  The program is a package of livelihood support to returning OFW's who are either displaced by hostilities, distressed workers or other distressful situations. The aim is to help the returning OFWs  by providing livelihood that will generate everyday income for the family.  The OWWA “Balik Pinas! Balik Hanapbuhay!” Program is a non-cash livelihood support/assistance intended to provide immediate relief to returning member-OFWs who were displaced from their jobs due to wars/political conflicts in host countries, or policy reforms, controls and changes by the host government; or were victims of illegal recruitment and/or human trafficking or other distressful situations.  It is a package of livelihood assistance amounting to Ten Thousand Pesos (Php 10,000.00) maximum consisting of techno-skills and/or entrepreneurship trainings, starter kits/goods and/or such other services that will enable beneficiaries to quickly start a livelihood undertaking through self/wage employment.  The program aims to enable the beneficiaries to be multi-skilled through access to training services by training institutions like TESDA, DTI, and NGOs. It also equips the beneficiaries with skills that are highly in demand in the local labor market and enables them to plan, set-up, start and operate a livelihood undertaking by providing them with ready-to-go rollout self-employment package of services, consisting of short-duration trainings, start-up kits/goods business counseling and technical and marketing assistance. HOW TO AVAIL OF FREE TUITION AND FREE EDUCATION FINANCIAL ASSISTANCE FROM DSWD




Are you the student who is really determined to graduate from school but unfortunately your family belongs to the poor sector? Good news! Department of Social Welfare and Development has a program that gives educational assistance to families and individuals who cannot afford to pay for their tuition fees.


HOW TO AVAIL OF FREE TUITION AND FREE  EDUCATION FINANCIAL ASSISTANCE FROM DSWD FOR POOR STUDENT AND FAMILIES

Who are qualified to avail of this program?
It is designed to assist students, especially if the family is presently under crisis and not able to raise funds to continue sending their children to school. Amount of assistance that can be extended ranges from P3,000 t0 P25,000 depending upon the assessment of the social worker.

Applicants may go to any Social Welfare & Development Satellite Office, an extension office of DSWD that serves as action center on provincial levels. They will be offering their services from 8:00 am to 5:00 pm every working days (with no lunch breaks).

What are the documents required to avail the program?

  1. Enrollment Assessment Form/ Certificate of Enrollment or Registration
  2. School ID (if the student asking for aid is already enrolled)
  3. Barangay certificate of residence or indigency (as proof of being poor) and at least one valid ID
  4. Referral letter (letter of introduction of the applicant from any organization)

How long does the process take?
  • For immediate financial aid, the fastest time of the process is 45 minutes for every client.
  • For those who are given a guarantee letter or referral letter (for assistance less than P5,000), the fastest process time is also 45 minutes.
  • For those who are given guarantee letter (for the assistance of more than P5,000), the processing will be one day
  • And for those who will be given an assistance through check, the processing will take up to 3 days.
