Pero alam mo ba na may programa ang gobyerno na Lifeline Rate alinsunod sa Republic Act No. 11552 o An Act Extending and Enhancing the Implementation of the Lifeline Rate, Amending for the Purpose, Section 73 of Republic Act No. 9136 , o mas kilala sa tawag na, "Electric Power Industry Reform Act of 2001 as Amended by Republic Act No. 10150.

Pero ano nga ba ang Lifeline Rate Subsidy Program?

Ang Lifeline Rate ay subsidized rate o diskwento na ibibigay ng gobyerno sa mga kwalipikadong consumer.

Sino ang pwedeng maka-avail ng Lifeline Rate?

1. Mga miyembro o kabilang sa 4Ps o Pantawid Pamilyang Pilipino Program
   
   
2. Mga marginalized end-user na napabilang sa poverty threshhold ayon sa batayan ng Philippine Statistics Authority o PSA.

Kailangan din na:

• Nakapangalan sa aplikante ang metro;
  
  
• Ang aplikante ay miyembro ng pamilya at nakatira sa bahay na sakop ng kooperatiba, magbigay lamang ng kopya ng government issued ID o Barangay Certificate;
  
  
• Ang aplikante ay nangungupahan, at ang nakapangalan sa metro ay ang may-ari ng paupahan o ang dating nangungupahan, magbigay lamang ng kopya ng government issued ID o Barangay Certificate
  
  
• Ang bahay ay inuupahan ng beneficiary ng 4Ps Act o miyembro ng pamilya ng benipisyaryo, magbigay lamang ng kopya ng government issued ID o Barangay Certificate.

Ang mga eligible consumer ay maaaring maka-avail ng 20% hanggang 100% discount sa kanilang electric bill, depende sa kanilang konsumo. 

Ang mga may konsumo na 1 -20 kWh ay makaka-avail ng 100% discount; 21 hanggang 50 kwH - 50% discount; 51 hanggang 70 kWh - 35%; at ang mga may konsumong 71 - 100 kWh ay makaka-avail naman ng 20% subsidy.

Pero naka-depende pa rin ito sa inaprobahang diskwentong ng mga distribution utilities o electric cooperatives sa inyong lugar.

Ano ang mga requirements?

1. Kung ikaw ay kabilang sa 4Ps:

• Application form
  
  
• Pinaka-huling electric bill
  
  
• Valid ID na may pirma at address

2. Kung ikaw naman ay kasama sa marginalized end-user na hindi kabilang sa 4Ps beneficiaries ngunit ang income ay nakapaloob sa povery treshold:

• Certification mula sa Social Welfare and Development Office na inisyu sa loob ng nakaraang anim na buwan
  
  
• Application form
  
  
• Pinaka-bagong electric bill
  
  
• Valid ID na may pirma at address

3. Kwalipikadong marginalized end-user na hindi miyembro ng 4Ps at nais mag-renew ng Lifeline Rate:

• Certification mula sa Social Welfare and Development Office na inisyu sa loob ng nakaraang anim na buwan
  
  
• Pinakabagong electric bill
  
  
• Valid ID na may pirma at address
  
  
• Previous Certification of Lifeline Coverage mula sa iyong electic cooperative

Bitbit ang nasabing mga requirements, maaaring aplayan ang programa sa pinaka-malapit na DUs o electric cooperative sa inyong lugar.

Sino ang Disqualified o hindi kasama sa Lifelife Rate Subsidy Program?

1. Marginalized end-user na:

• Nakatira sa condominium o subdivision projects, maliban na lamang sa mga condominium at subdivision na kabilang sa proyekto ng gobyerno.
  
  
• Mga nag-aavail ng net metering services maliban sa mga marginalized end-user na qualified sa Sec. 15 ng Net Metering Rules.

2. Mga hindi kwalipikado ngunit ang konsumo ay nasa o mas mababa sa consumption treshold na aprobado ng ERC.

3. Mga Member-Consumer-Owner o MCOs na lumabag sa RA. No. 7832 at Theft of Electric Transmission Lines/Materials Act of 1994.

Ngayong Agosto na ang simula ng implementasyon ng programa ngunit ang makikinabang lamang nito ay ang mga nakapag-apply sa programa.

4Ps Beneficiaries To Receive As Much As P2,400 UCT Cash Grant As Ordered By TRAIN

"Tax reforms have caused economic shocks among the ranks of the poor, and this was foreseen.... Knowing that the poor will be most affected, DSWD lost no time in putting together the implementing guidelines of the UCT (unconditional cash transfer) so that the cash grants can be provided as soon as possible," DSWD OIC Secretary Emmanuel Leyco said.

The UCT is a program of the DSWD to shield the poorest families from the effects of the Tax Reform for Acceleration and Inclusion (Train) Law.

Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries will receive as much as P2,400 from the Department of Social Welfare and Development (DSWD) under a program seeking to offset the effects of the TRAIN law.

On  March 5, some P4.3 billion was released to the Land Bank of the Philippines (LBP) for 1.8 million 4Ps beneficiaries with existing LBP cash cards.

The LBP released cash grants to almost 420,000 beneficiaries from Metro Manila, Ilocos Region, Cagayan Valley, and the Cordillera Administrative Region.
 The Landbank of the Philippines has set-up mobile ATM Machine in front of the Department of Social Welfare and Development office. DSWD said that instead of giving the P200/monthly, they decided to give the UCT to its beneficiaries for one year which amounts to P2400.

The UCT is on top of 4Ps beneficiaries' regular cash grant and P600 rice subsidy from the program.

P600 monthly rice allowance for 4Ps, to be out next month

Members of Conditional Cash Transfer (CCT) or the Pantawid Pamilyang Pilipino Program (4Ps) will have another reason to rejoice this coming March.

It is because they will be receiving the first tranche of monthly rice subsidy earlier promised by President Rodrigo Duterte.

A P600 pesos per month grant will be given to 4Ps beneficiaries if they will meet the condition set by the program.

The P600 pesos cash grant will be equivalent to 18-20 kilos of rice base on the current pricing of NFA rice.

The rice subsidy is additional help for 4Ps that are already receiving cash grants from the government.

1. The Health Grant - P500 per household every month or a total of P6,000 every year

2. The Educational Grant - P300 per child every month for ten months or a total of P3,000 every year (a household may register a maximum of three children for the program)

For a household with three children, a household may receive P1,400 every month, or a total of P15,000 every year for five years, from the two types of cash grants given to them.

According to 4Ps National Program Manager Leonardo Reynoso, this rice subsidy will be distributed every two months, along with the usual cash benefits.

Reynoso explained that cash grants for January and February will be given this March.

This 2017, the Department of Social Welfare and Development (DSWD) is targeting 4.4 million families under the program.

For 2017, DSWD is eyeing 4.4 million households under the program and as of January 31, there are 4, 387,371 actively enrolled households.

Reynoso reminded the 4Ps beneficiaries that inorder to get their benefits, they should, conditions should be met;

• Pregnant women must avail pre- and post-natal care, and be attended during childbirth by a trained professional;

• Parents or guardians must attend the family development sessions, which include topics on responsible parenting, health, and nutrition;

• Children aged 0-5 must receive regular preventive health check-ups and vaccines;

• Children aged 6-14 must receive deworming pills twice a year; and

• Children-beneficiaries aged 3-18 must enroll in school, and maintain an attendance of at least 85% of class days every month.

Starting next year, 4.6 million beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) will receive additional cash equivalent to 20 kilos of rice monthly from National Food Authority (NFA).

This is one of the promises of President Rodrigo Duterte in his State of the Nation Address last July.

According to Hope Hervilla, assistant secretary of the Department of Social Welfare and Development (DSWD), this is a part of an improved Conditional Cash Transfer (CCT) program of Duterte Administration.

The first proposal was 20 kilos of rice per month per family but Senate President Pro-Tempore Franklin Drilon push for the provision of cash subsidies instead of rice supply to the beneficiaries of 4Ps, due to "terrible" system of distributing heavy pack of rice to families.

In line with this, DSWD Secretary Judly Taguiwalo agrees to Drilon's proposal.

The budget for the 20 kilograms of rice per month, at P32.50 per kilo based on the National Food Authority retail price, would approximately translate to an increase of P650 in the monthly stipend of the 4Ps beneficiaries. 

The government has allotted P23.4 billion budget for the rice subsidy program next year.

The 4Ps program was first introduced in Abra province in 2009 by former President Gloria Macapagal-Arroyo and was continued by former President Benigno Aquino III.

CASH GRANTS

The 4Ps has two types of cash grants that are given out to household-beneficiaries:

• health grant: P500 per household every month, or a total of P6,000 every year

• education grant: P300 per child every month for ten months, or a total of P3,000 every year (a household may register a maximum of three children for the program)

For a household with three children, a household may receive P1,400 every month, or a total of P15,000 every year for five years, from the two types of cash grants given to them.

• Children-beneficiaries aged 3-18 must enroll in school, and maintain an attendance of at least 85% of class days every month.

At least 1.3 million families who will be removed from the Pantawid Pamilyang Pilipino Program (4Ps) next year will still be included to its rice subsidy program.
