Foreign Recruitment Agencies To Pay $10,00 Deposit To Protect OFWs

Foreign recruitment agencies (FRA) who hire overseas Filipino workers (OFWs), household service workers (HSWs) in particular,  to be deployed in Kuwait will be required to pay an escrow deposit amounting to $10,000 (Php536,605.00) to ensure the protection of OFWs in the Gulf state.



The new rule, which is included in the guidelines released by the Philippine Overseas Employment Administration (POEA) on hiring and deployment of OFWs to Kuwait, requires foreign recruiters to pay an escrow deposit which would serve as a cash bond that will serve as a payment for OFWs in case their employers would refuse to pay for their service.

Olalia explained that the 2016 POEA rules state that the escrow deposit should be $50,000, however, it was reduced to $10,000. “Based from [2016] rules, the escrow deposit is US$50,000. We passed a GB (governing board resolution) pegging the escrow deposit to just US$10,000,” Olalia said. The POEA Welfare and Employment Office will monitor if Kuwaiti recruiters and employers follow the rules included in the guidelines and the signed Memorandum of Understanding (MOU) between the Philippines and Kuwait. Meanwhile, Olalia added that local recruitment agencies will also be required to pay an escrow deposit separate from the FRA’s.
