Based on the information  gathered by Manpower Development Division, they stated that:

"The identified in-demand skills/occupations in the Kingdom of Saudi Arabia, United States of America, United Arab Emirates, Qatar, Japan, Taiwan and Hongkong fall under the skills classification of 

• Health and Engineering Professionals,
• Technicians,
• Highly Skilled Workers,
• Housekeepers and 
• Factory Workers. 

The qualification standards mostly stated are; BS Graduate, with license and with hospital working experience. For Nurse, age requirement was also identified and for non-health workers/personnel, work experience preferably in line with their occupation.

"A survey-questionnaire was sent to 307 landbased placement agencies and 99 seabased/manning agencies. Responses came from 88 landbased placement agencies and 39 manning agencies. The Government Placement Branch and the Manpower Registry Division (MRD) of Employment Branch were the respondents for our government-hiring program. "

"The top-ranking hard-to-fill positions are predominantly identified in the Middle East countries by 88 respondent land based agencies were mostly professionals and technicians and associate professionals.

The reasons why the skills/occupations are hard-to-fill were identified by the Government Placement Branch (GPB) and Manpower Registry Division of the Employment Branch such as;

1. applicants opted to apply to countries with offer of residency, better compensation and package,

2. there is a limited supply of paralegal specialist, and last 

3. few qualified nurses registered to our E-Registration System maybe due of 2 to 3 years hospital working experience.  "

The table below shows the ranking together with the corresponding countries where the particular job is in demand. 

The following data identifies each country with the corresponding hard-to-fill- positions, with Saudi Arabia and Qatar having the biggest number of hard-to-fill- jobs.

According to the survey the usual reasons why positions/skills are hard-to-fill indicates the following as the most common:

a. Lack of applicants with at least two years experience or more in the area of expertise 

b. Most in-demand workers were already deployed 

c. Principal/employer requires a high standard of qualifications, terms and conditions

QUALIFICATIONS:
Filipino citizen (Male or Female) and permanent resident of the Philippines with:
• Bachelor of Science in Nursing (four years professional education)

• Active Philippine Nursing License 

• At least two years of professional experience as nurse in hospitals, rehabilitation centers and care institutions

• German language proficiency
or willing to undergo German language training in the Philippines to attain Level B1 (to be paid by the employer) or With B1 or B2 language proficiency level in accordance with the Common European Framework of Reference for Languages

BENEFITS
Salary: Starting monthly salary of €1,900 (gross); Monthly salary of € 2,300 (gross) after recognition as a qualified nurse.

Travel expenses: The employer will pay the visa and airfare from the Philippines to Germany.
Board and Lodging: The employer will assist the employee find a suitable accommodation; the employee will bear the expenses in full or in part of the board and lodging.

• Cover letter and curriculum vitae with colored passport size picture, in English and, if possible, in German
• High School Diploma (notarized copy)
• Diploma of nursing (notarized copy)
• Board Certificate from Professional Regulation Commission
• Certificates of employment from former employers (notarized copy)
• Certificate of German language skills, if available
• Copy of valid Passport

How To Sign Up For POEA E-Registry Account

With the recent updates on recruitment processes of OFWs, just like the new system implemented for recruitment in Taiwan where recruitment process doesn't go through any private agency. Many are wondering how do they sign up so that their resume and credentials could be included in the registry system of Government Placement Branch or GPB and be considered for a job.

The following are step by step procedures to complete your e-registry profile.

To register or log-in to your account visit here.

 For new users click on the "REGISTER HERE" button, or if you already have an account you may edit the information by logging in.

If you click on the "REGISTER HERE" button you will be lead to this page:

By cllicking on the "CONTINUE" button, you will be prompted to enter the personal information on another page.  Remember or write down the User Name and Password you have entered. That will give you access to log-in again and modify your information next time.

 You will also be asked to input the information about your school.

At the end of each pages you needed to click "SAVE" and/or "CONTINUE" button, so you can go to the next step.

 As you enter the details of your work experience, it will be handy to have by your side a copy of your resume while doing this.

 If you have any training or certification provided by your previous employer, enter the information too.

 You can also enter into the registry information about your vocational training provided by TESDA or other accredited training centers in the Philippines, or your PRC license information if any.

Other information you may need enter includes languages that you can speak, job you are looking for, country of your preference, and other things. They will also ask you if it is ok to release your information to private agencies.

Once you are done and you have saved it. A summary page will come up. You may click on the photo so that you can upload your photo.

Congratulations you have successfully created a profile for the Government Placement Branch. They will have access to your contact information, skills and match or endorse you to a prospective employer. 

Remember that to keep your account/profile active you needed to log-in within 6 months.
