With growing number of reports of sexual abuses and maltreatment, President Rodrigo Duterte said that he is planning for a total ban of deploying Overseas Filipino Workers (OFWs) to Kuwait.
President Duterte said that he respect the leaders of Kuwait and he doesn't want any quarrel with them but they need to do something about the reported cases of maltreatment and sexual abuse.

The OFW situation in Kuwait as Labor Secretary Silvestre Bello III earlier described it as "problematic," due to the number of complaints of maltreatment.
Bello said although the President's statements are not yet final, the Labor Secretary will not hesitate to stop deployment once it is proven that OFWs are maltreated to death.
Just recently, a Filipina HSW was found dead in Kuwait. Her death was reported as suicide but her brother was skeptical about it and said that the HSW could have been maltreated by her employer.
Another one was the case of Liezl Trus Hukdong, a 33-year-old mother of two hailed from Bukidnon who reportedly died of suicide while working as household help in Kuwait last December. But Hukdong’s relatives were not convinced she killed herself as they also expressed indignation when they found out some of her internal organs including her eyes, tongue, lungs, and kidneys were removed.
If it will come to pass, the ban, however, will not affect personal trips, he added.

Most OFWs in Kuwait work in households as housemaids and nannies. Other OFWs work in companies and private establishment as well.
* Update: DOLE Secretary Silvestre Bello III has issued Administrative Order No. 25 suspending the processing of OEC for Overseas Filipino Workers (OFWs) bound to Kuwait. The OEC suspension is made in the interest of justice, pending the investigation of HSWs who died in Kuwait as stated in the AO.
