Duterte Signed Executive Order On "NATIONWIDE SMOKING BAN"


President Rodrigo Duterte has signed his 26th executive order (EO) on nationwide smoking ban. 


The signing of the executive order has been confirmed by Presidential spokesperson Ernesto Abella and Health Secretary Paulyn Ubial- which according to her has been signed  May 16, Tuesday. 



In Manila, when the smoking ban was implemented, smokers are no longer allowed to smoke in public places. However there will be designated places where they could go and smoke. Those who violate were given ticket/ fined by the MMDA.


In January, Health Secretary Paulyn Ubial said that President Duterte had asked her to draft the executive order similar to what had been implemented in Davao City when he was a mayor, it is the "100% smoke-free environment in public places."






In Manila, the smoking ban has already been implemented.

In case you didn't know it yet, Manila City Hall just passed a tougher anti-smoking ordinance that bans smoking at all public buildings, facilities, and establishments “owned, used, controlled or administered by the city government of Manila." It was approved unanimously by the city council and endorsed by the city mayor. The ban includes public places like plazas and parks, public markets, hospitals and health centers, and schools. The author, Councilor Casimiro Sison,is hoping that Ordinance No. 7812 or the “Smoke-Free Ordinance of the City Government of Manila,”  will “set an example to the private sector in promoting a smoke-free environment and to safeguard the health of the public using such establishment from the harmful effects of smoking and tobacco consumption.” The ordinance also prohibits the mere possession of any tobacco products in any form. Also included in the ban are e-cigarettes and the more popular Vape devices.  The smoking ban in city government buildings is also not limited inside the buildings but also within the compound (parking areas, catwalks, roofdecks and grounds, plus the surrounding areas within 100 meters from such city government properties. For those who cannot kick the bad habit, the ordinance mandates the establishment of smoking areas outside each city government building provided it is not less than 10 meters away from where people pass or congregate and with visible “Smoking Area” and “Minors Not Allowed” signage complete with graphic health warnings. As for public transport, an executive order that bans smoking is still in effect nationwide. Approved in an en banc session on March 30, Ordinance No. 7812 will take effect 15 days after its publication in major newspapers. Vaping has become more popular, especially with the introduction of Vape Tricks. Under the new rule, anyone caught in violation of the ordinance will be fined P2,000 and one day detention for the first offense; P3,000 fine and 2 days imprisonment for the second offense; and P5,000 fine and 3 days imprisonment for the third offense. In the previous ordinance, the fine was merely P300 and up to two days imprisonment.
