Is It True That Embassy And Consulate Staff in Saudi Are Sluggish in Helping OFWs in Trouble?

Reports saying that the Embassy officials in Saudi Arabia have been acting slow with regards to helping stranded and runaway OFWs are not entirely correct according to Philippine Consul General Iric Arribas. He also said that the Philippine Embassy in Riyadh and the philippine Consulate in Jeddah are both providing the OFWs all the help they need which includes repatriation as well. 700 OFWs have been in jails in Saudi Arabia for various charges because there are no assistance coming from the Embassy officials, according to the reports from various OFW advocates. Arribas also denied the remarks that the Philippine Overseas Labor Office (POLO) has been trying to shrug off the real situation of the OFWs by not making President Duterte totally aware of it by providing the president factual information. Arribas said that there is no such thing, citing that they have repatriated around 3,000 OFWs last year as a proof that they are extending all forms of help for the OFWs. President Duterte has arrived in Saudi Arabia for a series of state visits to Saudi, Qatar and Bahrain. Known to have high concern about OFWs, President Duterte vows to pull out some OFWs on death row and god-willing, he might bring some of them home with him on his return to the Philippines. President Rodrigo Roa Duterte left for the Middle East on Monday for a state visit in three Gulf Countries which includes Saudi Arabia, Bahrain and Qatar, with a promise that he will bring some of the OFWs who had been on death row in the said countries, except Qatar, where there are no recorded OFWs on death row. "They've been given the clearance. I will fly them home. When I return, I'll be bringing some of them home, " he said during a pre-departure press briefing in Davao City. Records on OFWs on death row, according to Foreign Affairs Assistant Secretary Hjayceelyn Quintana, is only 31 in Saudi Arabia and one in Bahrain. The President will be visiting Saudi Arabia on April 10 -12, Qatar on April 14-16 and Bahrain on April 12-14. The different OFW communities in the said countries are excitedly preparing for the President's visit to their host country. Preparations are underway and the Filcom leaders are organizing the venue and the crowd prior to the much awaited visit of President Duterte. During last week's briefing DFA Assistant Secretary Quintana, said that cases of the OFWs in risk of execution are relatively complex and different in levels and that the Office of the Undersecretary for Migrant Workers Affairs are studying each case to determine which one's are ready for clemency or pardon. The Office of the President have been informed about the cases of the OFWs on death row, according to Quintana. However the DFA official explained that it would depend on what the victims and the family to decide depending on what is being stated in the Sharia Law. The Middle east is largely a follower of the Islamic faith where Sharia Law is strictly followed. Source: GMA, Recommended: "We would like to find out exactly how many OFWs have been convicted or undergoing trial, the nature of their cases, the penalty they are facing, what can be done to help them," Quezon City Representative Winnie Castelo said. Castelo called for complete inventory of the OFWs facing jail term and their corresponding court cases in their host country from OWWA and DFA so that the House of Representatives can draft a comprehensive legal assistance program to prevent future executions. On the case of Jakatia Pawa, Castelo claimed the DFA was informed of Pawa's fate only on January 24, a day before her execution, saying the DFA and OWWA would have saved the life of Pawa if they were informed earlier. "If the DFA and OWWA had been on their toes, the notice would not have come too late," he said. Castelo said that these two agencies should have a different plan and approach to address various cases OFWs are facing. He also asked OWWA and the DFA to present their ongoing program, if any, that aims to prevent OFWs from being involved on criminal acts or being victimized by abuse of their employer that may have pushed them to commit crimes. The Congressman even said that The two agencies may tell the Congress if they lack or short of funds so that the House can make the appropriation for a legal defense fund for OFWs. President Rodrigo Duterte's compassion to the OFW sector is evident in his actions that's why OFWs around the globe love him. From the creation of OFW one-stop-shop to dissolution of tanim-bala and bukas-balikbayan box, he even told the OFWs to slap anyone who may attempt to extort money from them at the NAIA. The President even told the OFWs that he wants that the OFW diaspora will end in this generation and come home to the Philippines for good. He never fail to address OFW concerns whenever he visit a country and with government programs for the OFWs, the sector that has been neglected by the previous administration has found their president, indeed. President Duterte will be visiting the United Arab Emirates and Saudi Arabia soon and here are the reasons why: 1. To express gratitude to the overseas Filipinos for their support. During the last presidential election, the OFWs and their families supported the then Davao Mayor Duterte with the largest OAV turnout in the last 10 years. In UAE alone, Duterte got 51,879 or 83.5 % of the total 62,103 actual votes cast. Duterte got 58% of the total votes in Jeddah, Saudi Arabia and 64% total votes in Riyadh. According to the data released by Commission on Elections (Comelec) Commissioner Rowena Guanzon, Duterte got the most number of votes with 313,346 total votes from OFWs abroad. 2.Listen to OFW concerns. “The trip is not something for other reasons. We are coming here to address specific problems. He could not himself fully understand why Filipinos would much rather want to remain here. He would like to make sure that he fully understands this,” DFA Secretary Perfecto Yasay Jr. said. “He will not only go to Saudi or UAE and go back home. No, he will stay here for a few days, talk to the leaders and see what kinds of agreement can be signed,” he added. The OFWS are close to the heart of the President because he understand them, like a father knows and understand his children. 3. For bilateral agreements that will benefit the OFWs. According to Sec. Yasay, senior Philippine officials “are now engaging our counterparts in these countries for the purpose of entering into agreements to strengthen our bilateral agreements” prior to President Duterte’s trip. 4. To formulate policies for the benefit of our modern heroes--the OFWs. Among President Duterte’s flagship programs for OFWs are the creation of a separate department for OFWs, the creation of an OFW bank and the abolition of the Overseas Employment Certificate (OEC). The Middle East-specific policies will be implemented based on the president’s assessment on his visit to the region. 5. To sustain Philippines' economic growth by forging trade ties with the Middle east counterparts and generate jobs back home. “It is the hope of President Duterte that before his six year term is over, those who apply for jobs abroad will simply be doing so on the basis of choice rather than forced to do so,” Yasay said. 6. To address the largest OFW community in Saudi Arabia. Currently, there are 872,000 OFWs in Saudi and half of this population is in Riyadh. The other half is spread across the eastern and western regions. 7. Biggest OFW remittances next to USA is coming from Saudi, Arabia. Without a doubt, OFW remittances make the Philippine economy afloat. The OFWs send remittances to their family back home which their family are spending in malls, restaurants, and others which keeps the economy alive. 8. Saudi Arabia is the biggest potential trade partner from Arab region. In terms of trade, Saudi Arabia was among the top 10 partners of the Philippines in 2012. One of the key agendas on Duterte’s visit is to initiate talks with Saudi for bilateral collaborations in a number of sectors like agriculture, travel and tourism, culture, labour, trade and investment. 9.The largest number of OFWs in distress are in the Middle East particularly in Saudi Arabia. Thousands of distressed OFW are in Saudi Arabia, some of them are already been repatriated through the effort of the Duterte Administration and has been given assistance by OWWA and DOLE and through the programs of other government agencies like TESDA. 10. Saudi arabia and the UAE was last visited by the Philippine Pres on 2009. The last visit made by a Philippine President to Saudi Arabia was during former Pres. Gloria Macapagal Arroyo's visit in 2009. The president who succeeded her never visited the middle east in his entire term. President Rodrigo Duterte is set to visit the Middle East on February to talk and listen to the OFWs personally and to give hope to them that he will fix the country, generate more jobs and business opportunities, and make it peaceful for them to come home for good.

A 180 hour community service also comes with the sentence. Loraine Anne Jayme, 35, a resident of Te Aroha, Waikato has a dual citizenship. For every OFW who wish to come to New Zealand, she charges $2,250 each. It took some time for the scam to be uncovered because Immigration New Zealand (INZ) didn't initially realise a large portion of the workers were processing their application through the alleged ringleader. However, Immigration Minister Michael Woodhouse said that more than a thousand Filipinos who might have entered the country illegally using fake visas could stay. Mr. Woodland said that they could stay to avoid potential damage to the dairy industry and the rebuilding of Christchurch. There are 38,000 OFWs working on dairy farms in New Zealand and they are living with pretty good reputation with regards to their work ethics and they are worried about what it could mean to them. "We're law abiding people. We like to see the law of our land upheld and proper process done," Mr Lewis said. "So yeah, I have to give credit to Immigration New Zealand for doing it and hopefully they'll be back on deck next week processing them within their required rules," he added. President Duterte also said in a statement that the OFWs are his inspiration to push through on war on drugs and he does not want this illegal substance ruin the lives of the children of the OFWs who have done enough sacrifices  to give them a better future.
Many OFWs believe that the presidency of President Duterte is indeed a gift for their sector since the previous leaders does not seem to show concern on OFWs in spite of the term "modern heroes" always affixed on them.
