Kabayan Party List to President Duterte: "Reappoint ex-VP Binay as Adviser on OFWs Affairs"


Kabayan party-list Rep. Harry Roque said that former Vice President Jejomar Binay needs to go back to his post as Presidential Adviser on OFW Affairs as he made the pitch for Binay's reappointment  just a few months before the lapse of the one-year ban on appointing defeated candidates.      Roque, who supported Binay's presidential bid in the last elections, said that Binay was effective in his job as adviser on OFW affairs.   Binay has remained silent after Duterte assumed power, even he traded barbs with President Duterte during the 2016 campaign  Roque and ACTS OFW party-list Rep. John Bertiz are also batting for the creation of a separate government department that will handle the concerns of the OFWs.   They said that the Department of Foreign Affairs is not effective in handling and meeting the needs of OFWs because of the huge number of overseas Filipinos that needs assistance.    Lawmakers have been urging President Duterte to seek executive clemency for Jennifer Aresgado Dalquez, an overseas Filipino worker facing execution in the United Arab Emirates.  In 2014, OFW Jennifer Dalquez was arrested and jailed for killing her Arab employer who attempted to rape her at knife point. In self defense, Dalquez stabbed the Emirati with the same knife pointed to her by her employer. Her family appeal for help to President Rodrigo Duterte thus the DFA is doing everything they can in their power to reverse the decision of death sentence to the OFW. Jose said that the DFA categorizes the cases depending on the offense whether the case  could be potentially fall on death penalty. If the ruling remains a "guilty" verdict, the decision can still be elevated to the UAE Supreme court.  In 2014, OFW Jennifer Dalquez was arrested and jailed for killing her Arab employer who attempted to rape her at knife point. In self defense, Dalquez stabbed the Emirati with the same knife pointed to her by her employer. Her family appeal for help to President Rodrigo Duterte thus the DFA is doing everything they can in their power to reverse the decision of death sentence to the OFW.     Dalquez's is just one of the 71 OFW in the list of the DFA  who has been jailed for various cases including those in the death row. The DFA data on 71 death convicts, Jose said, was a combination of those who were already convicted with finality, still undergoing trial and those who have just been charged. Jose said that the DFA categorizes the cases depending on the offense whether the case  could be potentially fall on death penalty. Binay was the Adviser of OFW Affairs during the last administration before he resigned and decided to join the presidential race.

Since October 2010, when Binay began serving as OFW-concerns adviser, he had helped in the repatriation of thousands of OFWs and helped prevent  several OFWs from execution, though he was not always successful in the matter.
