8 Clinics that gives Medical Certificate to OFWs, suspended by DOH


Thousands of Overseas Filipino Workers (OFWs) could not leave the country, especially those who are bound to Kuwait after Department of Health (DOH) ordered the closure of eight medical clinics.  These clinics were exclusively accredited by Ministry of Health of Kuwait through the Winston Q8 Certification Solution Agency.  With the suspension order, thousands of OFWs bound for Kuwait and other countries could not undergo the required medical examination.

Thousands of Overseas Filipino Workers (OFWs) could not leave the country, especially those who are bound to Kuwait after Department of Health (DOH) ordered the closure of eight medical clinics.

These clinics were exclusively accredited by Ministry of Health of Kuwait through the Winston Q8 Certification Solution Agency.

With the suspension order, thousands of OFWs bound for Kuwait and other countries could not undergo the required medical examination.



The following are four out of 8 clinics suspended by DOH

  • Ruben Bartolome MD Clinic Inc.
  • Abakkus Medical Diagnostic Services
  • Orion Medical and Diagnostic Center
  • San Marcelino Medical Clinic Co.
The preventive suspension of the DOH issued on March 9 was based on a Congressional resolution filed by Albay Rep. Joey Salceda and ACTS-OFW party list Rep. Aniceto Bertiz.

It is stated in the resolution that there's an agreement between Winston Q8 Certifications Solutions and Mawared Services, the agency that issued visas for Kuwait.




The resolution said the Mawared Services allegedly accepted medical certificates exclusively from Winston Q8 Certifications Solutions. 

According to the DOH Spokesperson Dr. Eric Tayag, it is a violation of the law, and stressed out that "no group or groups of medical clinics shall have a monopoly of exclusively conducting health examinations on migrant workers for certain receiving countries." 

Despite this Tayag said that the suspended clinics needed to release the medical certificates of client OFWs.

As of the moment, the medical clinics has already filed a petition for certiorari with prayer for temporary restraining order.

They are asking the court of appeals to set aside the preventive suspension order signed by Health Secretary Paulyn Ubial, Undersecretary Mario Villaverde, and Assistant Secretary Agnette Peralta, telling the clinics to cease and desist from operating their business indefinitely.
