BUREAU OF CUSTOMS DOUBLE TAX ON BALIKBAYAN BOXES?


According to a report, the Bureau of Custom under the management of Commissioner Alberto Lina planned to double the taxes for consolidated cargo and shipments. This will greatly affect the balikbayan boxes of the OFWs because cargo forwarders gather and consolidate the shipment of boxes in one container to save money and tax, thus the payment of a balikbayan is also a little cheaper. 

According to Manila Bulletin news: "Reliable sources at the waterfront said Lina initially had approved an increase of the duties and taxes covering all shipments in a consolidated container from P80,000 to P180,000."



"LBC Express Inc., the country’s leading freight forwarder, and Skyland Brokerage Inc., among others firms were those reportedly opposed to a plan to increase the duties and taxes for consolidated shipments.
A consolidated shipment is shipping a cargo, in which a freight forwarder combines several individuals consignments to make up a full container load.
As an example, balikbayan boxes sent from abroad are usually consolidated into batches and placed in one container van aboard a cargo vessel bound for the Philippines.
The source said that the freight forwarders were caught by surprise and are not prepared yet for such increase, prompting them to appeal their case to Lina.
Vehement, their opposition led Lina to reconsider his other option. He had to relent and charge lower duties and taxes from his original plan.
“From P180,000, he (Lina) decided to lower the collection of duties and taxes to P120,000,” the source said."
