MIAA: 3 Taxi Drivers Apprehended Carrying Fake Dollar Rate Card At NAIA

Many taxi drivers outside the NAIA are using fake cards with logo of Department of Tourism and Philippine Airlines.
The cards have list of possible destinations and corresponding dollar rates, and slogan "Bayan Ko, Sagot Ko"

The lowest rate is $25 or Php 1,175. It is said that these taxi drivers are using the fake dollar card to dupe foreigners.

Airport Transport Concessionaires Association Inc. also denied authorizing the drivers to use this fake cards.

Ariel Inton of LTFRB also said that their agency have not issued fare matrix in dollar.

The MIAA Facebook  page has posted a press release saying that there will be surveillance and random inspection to be conducted by LTFRB. They also mentioned that there were already three (3) drivers apprehended for carrying fake dollar rate card.

The press release reads as follows:

PRESS RELEASE

Random inspection by LTFRB to be implemented at NAIA
To augment the surveillance of transportation operations at the Ninoy Aquino International Airport (NAIA), the Land Transportation Franchising and Regulatory Board (LTFRB) will be conducting random inspections at the NAIA starting Wednesday.
This comes following various complaints brought to the attention of the Manila International Airport Authority (MIAA) regarding overcharging of passengers particularly through fake dollar rate cards presented by airport taxis.
The presence of the LTFRB will augment surveillance efforts of airport security in going against illegal activities related to transportation.
This was discussed in a meeting held today by the MIAA and the LTFRB wherein transport concessionaires were confronted to implement their own policing measures to deter their own drivers from committing prohibited acts against passengers.
Overcharging of fares and presenting fake rates are considered as grave offenses under the MIAA’s circular on traffic management.
The MIAA has not approved any dollar rate card for its accredited taxis. All fares are charged in Philippine Peso.
Airport taxi drivers at fault are penalized P2000 to P5000 aside from the confiscation and cancellation of their access passes.
Operations of a concessionaire are suspended after accumulating 20 grave violations in a year. A concessionaire’s contract is terminated after 10 more grave violations in the succeeding year.
Yesterday, three drivers were apprehended for carrying dollar rate cards in their units while, in 2015, a total of 35 cases of overcharging were recorded and resolved.
MIAA General Manager Jose Angel Honrado says that he will strive to put an end to illegal activities at the airport hounding passengers.
“The MIAA will not allow the airport to be a breeding ground of illegal activities. I will see to it that offenders are removed from the airport. More than anything, the welfare of passengers should always be the priority,” Honrado says.
Meanwhile, it was also agreed upon during today’s meeting with transport concessionaires that there will only be one assigned dispatcher for all transport companies at the terminal curbside.
Transport personnel were also advised to stay within the premises of their assigned desk.
Currently, each concessionaire at the terminals has their own dispatcher offering different rates and services as they approach passengers.
Limiting the personnel at the curbside will do away with the confusion among passengers as to transportation services available at the airport.
For instance, fares for car rental services are dependent on the agreement with the service provider. There are no fixed rates for car rentals which are typically higher than coupon taxis and yellow, metered taxis.
Passengers are advised to approach the desk of their preferred mode of transportation and not to accommodate random solicitors.
